DEPARTMENT TECHNICAL SERVICES
POSITION: DIRECTOR TECHNICAL SERVICES
(5 YEARS - FIXED TERM PERFORMANCE CONTRACT)
Total remuneration package as per Government Gazette No. 43122 dated 20 March 2020 [Minimum R846 307.00 per annum, Midpoint R950 907.00 per annum, Maximum R1 040 327 per annum]
MINIMUM QUALIFICATIONS AND REQUIREMENTS: Bachelor of Science Degree in Engineering /BTech Engineering, B Degree in Civil Engineering • Certificate in Municipal Finance Management or Certificate Programme in Municipal Development [CPMD] in line with Minimum Regulations on Competency Level of 2007 • Minimum of five (5) years' experience at middle management level or as programme/project manager • 3 -4 years must be at professional / management level engineering management experience • Computer literacy covering all applications • The need for signing • of an employment contract, a performance agreement and disclosure of financial interest • Be prepared to undergo Security Vetting • Be prepared to undergo Competency Assessment test • To have NO criminal record • Registration with a recognised relevant professional body • Valid driver's licence.
KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation • Good understanding of institutional governance systems and performance management • Must have extensive knowledge of the public office environment • Must be able to formulate engineering master planning, project management and implementation • Budget and finance management •Ability to be an innovative and strategic leader • Good facilitation and communication skills in at least two of the three official languages • Certificate of competency as required in terms of the General Machinery Regulations, 1988.
KEY PERFORMANCE AREAS: To be in charge of Water, Sanitation, Roads, Storm Water and Electricity directorate of the municipality • Be responsible for the Engineering Planning within a developmental context • Administer Engineering contracts, including infrastructure maintenance • Draft and ensure implementation of the departmental SDBIP • Prepare and take control of the 'departmental budget • Access tender documents and design of Capital Projects • Attend to evaluation of tenders and ensure project management • Liaise with consultants, contractors and the public • Manage the Municipal Infrastructure Grant (MIG) and Expanded Public Works Programme (EPWP) • Oversee the management of all equipment and capital according to the approved Service Level Agreement.
DEPARTMENT: BUDGET & TREASURY OFFICE
POSITION: CHIEF FINANCIAL OFFICER
(5 YEARS - FIXED TERM PERFORMANCE CONTRACT)

MINIMUM QUALIFICATIONS AND REQUIREMENTS: B Degree in fields of Accounting, Financial Management, Economics or Chattered Accountant (SA) • Certificate in Municipal Finance Management or Certificate Programme in Municipal Development [CPM131 in fine with Minimum Regulations on Competency Level of 2007 • Minimum of five (5) years experience at middle management level • Computer literacy covering all applications • The need for signing of an employment contract, a performance agreement and disclosure of financial interest • Be prepared to undergo Security Vetting • Be prepared to undergo Competency Assessment test • To have NO criminal record • Registration with professional body will be an added advantage.
KNOWLEDGE: Advanced knowledge and understanding of relevant policy and legislation • Advanced understanding of institutional governance systems and performance management • Good governance • Audit and Risk management establishment and functionality • Budget and finance management • Good knowledge of supply chain management regulations and Preferential Procurement Policy Framework Act, 2000 (Act No: 5 of 2000) • Ability to prove strategic, visionary and innovative leadership • An in - depth practical knowledge and understanding of the MFMA, GRAP, GAMAP, DORA, Treasury regulations, Municipal policies and By-laws • Ability to communicate and negotiate at all levels of government and with all relevant stakeholders.
KEY PERFORMANCE AREAS: Provides strategic financial management direction, advice and leadership to the Budget and Treasury Directorate and the Local Municipality • Ensure the provision of an effective financial management service by implementing and maintaining an effective financial management service inclusive of policies, procedures, standards, practices, anti - corruption measures and an effective accounting service within the Municipality • Provides strategic direction to the financial planning and budgeting process within the Municipally, and ensure that the strategic plan is consistent with the MTEF, MFMA and Treasury Regulations • Ensure effective revenue collection systems that are consistent with the Municipal Systems Act and an effective system of expenditure management • Supports the Accounting Officer and other Senior Managers in the execution of their functions • Oversee and lead the budgeting process in compliance with National Treasury guidelines, and to monitor the utilisation of budgets within the organisation • Preparation of Annual Financial Statements • Compile and manage the Municipality's Annual Capital and Operational Budget • Co-ordination and co-operation with other spheres of government relating to financial matters.
DEPARTMENT: CORPORATE SERVICES
POSITION: DIRECTOR CORPORATE SERVICES
(5 YEARS - FIXED TERM PERFORMANCE CONTRACT)
Total remuneration package as per Government Gazette No. 43122 dated 20 March 2020 [Minimum R846 307.00 per annum, Midpoint R950 907.00 per annum, Maximum R1 040 327 per annum]
MINIMUM QUALIFICATIONS AND REQUIREMENTS: Bachelor Degree in Public Administration / Management Sciences / Law • Five years relevant experience in Middle Management • Have proven successful management experience in administration • The need for signing of employment contract, a performance agreement and disclosure of financial interest • The need to undergo security vetting • The need to undergo competency assessment test • Valid Drivers' test • No Criminal record.
KNOWLEDGE: Good knowledge and understanding of relevant policies and legislation • Good understanding of institutional governance systems and performance management • Good knowledge of corporate support services, including Human capital management and legal services • Understanding of information communication technology • Understanding of Labour Relations Act • Legal background and Human capital management • Ability to be an innovative and strategic leader • To have good facilitation and communication skills.
KEY PERFORMANCE AREAS: Performing and discharging obligations delegated by Council under the Municipal Manager • Providing strategic leadership in the department • Managing human capital and the administration of the municipality • Management of employee's relationship in order to ensure cordial employer - employee relationship environment • Management of legal services in order to minimise the municipality's exposure to legal risks • Management of information technology • Ensuring proper record management • Provide strategic support to the Municipal Manager • Managing the entire Corporate Services and ensuring that a high level of customer services is maintained • To be content with Batho - Pele Principles
