PROCUREMENT MANAGER (P6)

At the Head Office in Rustenburg and will be reporting to the Supply Chain Manager, and job function summary:
Manage the provision of procurement of goods and services to the organization to ensure that all procurement is budgeted for and complies with regulations and procedures.
 
 
Key Responsibilities
• Manage legislative and corporate governance compliance by implementing and monitoring procurement procedures compliance including: PFMA 1999 and Regulations; Preferential Procurement Policy Framework Act of 2000 and Regulations; and National Small Business Act of 1996
• Implement, monitor and maintain procurement policies and procedures to ensure accurate availability of procedures and ensure compliance
• Manage supply chain and inventory levels by ascertaining supplies, services and equipment needs, and ensuring timeous procurement execution and delivery
• Optimize procurement expenditure by identifying supply sources, compiling cost comparisons and supplier and vendor ratings analyses, and evaluating and negotiating tenders
• Manage corporate contracts and negotiations by advising on goods and services identification processes, contract life cycles, contract development, completion, management and on tender documents compilation.
• Maintain supplies, services and equipment quality by setting and maintain procurement standards, controls and reporting systems, lodging and following-up of complaints and concerns, monitoring supplier services levels and service level agreements, and visiting suppliers as required
• Contributes to informed decision making by review, interpreting and reporting procurement activities such as KPA's, segmented supplier analysis, order statistics, contract analysis, status of tenders, BEE suppliers progress report, non-compliance and exceptions
• Manage bid procedures ensuring that procurement procedure is followed when procuring goods and services
• Manage the verification and counter-signing process of all the requirement forms to ensure that proper documents are verified and approved before any payment can be effected and that three quotations are attached for verification
• Ensure that acquisition is done according to delegations and policy directives.
• Compile Procurement management reports and submit to Supply Chain Manager
• Compile tender documents as per Treasury Regulations and CIDB and other regulatory framework to ensure compliance
 
Qualifications and Experience: B Degree in Logistics & Supply Chain Management or relevant NQF Level 7 qualification with 3 years managerial experience and 5 years experience in the Supply Chain Management environment. Driver's license are pm-requisites.
