REQUIREMENTS:
 Bachelor of Commerce Degree in Accounting and/or Financial Management or developed competency in the related field (SCM)* 
 5 years related experience 
 2 years management experience 
 CA (SA) or equivalent professional qualification would be added advantage 
 
 
KEY PERFORMANCE AREAS: 
 Manage the SCM procurement and stores unit and set the necessary rules and regulations in place to ensure proper and effective SCM functions are performed. 
 Put processes in place to ensure timeous SCM procurement, demand and stores management. 
 Handle escalated client/service provider queries 
 Monitor adherence to the rules and regulations governing SCM process. 
 Advise the CFO and council on SCM issues and general administration. 
 Investigate and comment on reports submitted to council, which have a SCM implication 
 Monitor transactional sequences associated with SCM procurement, demand and stores processes. 
 Manage special projects/ programs within SCM. 
 Prepare and present the SCM operational plans and reports to sub-committees, strategic management planning workshops and discussion groups 
 Schedule and monitor month end and year end procedures to ensure reporting takes place as prescribed in terms of legislation and guidelines 
 Compile specifications for system enhancements and improvements 
 Analyse trends, operating requirements and prepare capital and operating plans/estimates to determine funding for the financial year 
 Evaluate the unit’s performance against the approved budget and addressing deviations/variances 
 Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and departmental procedures 
 Authorise payment vouchers, requisitions, etc. regarding expenditure as delegated 
 Prepare and present reports to the council detailing the status of expenditure and availability of funds for current and short term interventions 
 Request varmint of funds from the immediate superior and preparing motivational reports for submission to the Council for approval

DIVISION: SUPPLY CHAIN MANAGEMENT 
SALARY SCALE: R437 787 
(POST LEVEL 4) 
 
 
 
REQUIREMENTS:

POST LEVEL: 6 
 
REQUIREMENTS: 
 Bachelor of Commerce Degree in Accounting and/or Financial Management or developed competency in the related field (SCM). 
 Computer Literacy-office applications. 
 Code EB driving licence. 
 Considerable years’ experience in SCM (2) 
 AGA (SA) qualification or equivalent would be added advantage 
 
KEY PERFORMANCE AREAS: 
 Maintains relationships with service providers/ vendors and contractors, by 
 Participating in meetings and providing information on specific Supply chain processes and procedures. 
 Attending trade shows, product demonstrations to keep abreast of technological changes and improvements to specifications to help improve efficiencies and save costs. 
 Meeting and/ or interacting telephonically with Sales personnel to seek information on pricing, product availability or introduction of new product ranges. 
 Conducting supplier audits and evaluations to ascertain applicability and adherence to standards and regulations 
 Attends to specific administrative recording and reporting requirements, by 
 Preparing reports related to specific analysis or investigations, submitting to the immediate superior for approval and forwarding to the respective committees. 
 Attending to document control procedures and, monitoring the status and accessibility of records and registers. 
 Coordinating the implementation of the Service Provider Dbase management processes. 
 Administer the organizational demand management section. 
 Administer the acquisition management section. 
 Administer the disposal management section. 
 Administer the Municipality’ stores section. 
 
 
 
 
SUPPLY CHAIN MANAGEMENT OFFICER 
DIVISION: SUPPLY CHAIN 
SALARY SCALE: R266 641 
POST LEVEL: 8-6 
 
 
REQUIREMENTS:
 A National Diploma in Supply Chain Management or equivalent. 
Computer Literacy-office applications. 
 Code EB driving license. 
 Considerable years’ experience in SCM (1-2). 
 
KEY PERFORMANCE AREAS: 
 Co-ordinates and executes the implementation of functional procedures, systems and controls associated with the key performance areas and result indicators of the functionality, by 
 Communicating with the immediate superior on specific aspects of Supply Chain Management Policy and processes, clarifying understanding and implementation approach, outcomes and performance measures. 
 Providing guidance to personnel on the completion of specific routine activities they required to perform. 
 Executes specific activities supporting quality assurance of routine tasks undertaken by SCM clerks within the demand management process. 
 Co-ordinates and controls tasks/ activities associated with controlling personnel performance, productivity and discipline, by 
 Day to day supervision and control. 
 Defining skill gap and training needs and activates procedural sequences aimed at developing and capacitating individuals.
