LOCAL GOVERNMENT, WATER AND RELATED SERVICES SETA (LGSETA)
The Local Government Sector Education and Training Authority (LGSETA) is a public entity established in terms of the Skills Development Act (SDA), 97 of 1998, with the mandate to promote and facilitate skills development within the Local Government (LG) sector. As part of the national skills development architecture, the LGSETA contributes directly to South Africa’s human capital development agenda and supports the realization of the National Skills Development Plan (NSDP 2030).
Five–year fixed-term contract appointment for the LGSETA CORPORATE SERVICES
EXECUTIVE MANAGER:
The Executive Manager for Corporate Services will oversee providing strategic leadership in the division and advocate for a high-performance culture through leading Human Resource, Information Technology, Marketing and Corporate Communication, the operational management of LGSETA Facilities and repository services.

Remuneration : The position is remunerated at task level 18 of the LGSETA evaluation system
Reporting lines: LGSETA Chief Executive Officer
Location: Head Office in Gauteng Province ( LGSETA has a national footprint with nine provincial offices)
Minimum Qualifications and Relevant Experience Qualifications
A postgraduate qualification at NQF Level 8 in Business Administration, Public Administration, Human Resource Management, or related field. A Master of Business Administration (Strategic Management) or related qualification will be an added advantage.
Experience and Knowledge
10 to 12 years in a corporate service, general management or human resources environment, of which at least 5 years must have been at Executive Management level. Public sector and/or Local Government sector experience, along with proven strategic leadership in a complex organization, will be highly advantageous.
Key Responsibilities and Competences
The EXECUTIVE MANAGER: CORPORATE SERVICES will report to and account to the LGSETA Accounting Authority and execute all delegated functions in accordance with LGSETA policies and the Delegation of Authority.
The EXECUTIVE MANAGER: CORPORATE SERVICES will be expected to, among others, drive and effectively implement the following responsibilities:
o Lead and guide strategic direction of LGSETA and the Department: Provide strategic leadership in the overall conceptualization and development of the Corporate Services’ business strategy through: Direct the implementation of the strategy so that all corporate services functions are well-coordinated to achieve corporate strategy and value add support services targets.
o To build high performance culture: Manage team performance to ensure targets and objectives of promoting and coordinating skills development initiatives and strategic sectoral training interventions, to enhance efficiency and effectiveness of the local government sector, are met by: Ensuring that corporate objectives are met through the cascading of the corporate initiatives for human capital, branding, marketing and communication and Information combination and technology into individual performance contracts.
o To build capability and capacity to meet changing organisational requirements: Actively support & stimulates continuous development by: Promoting research, knowledge acquisition, sharing and transfer by internal knowledge sharing platform. Promote regular and ongoing opportunities for all staff to give feedback on programme operations.
o To promote prudent financial management: Ensure the continued financial viability of LGSETA’s Operational unit by: Developing an accurate and adequate Operations budget in accordance with the LGSETA budgeting cycle and requirements. With SCM, reviewing and monitoring that all procurement and contracts entered for the purposes of promoting and coordinating skills development initiatives and strategic corporate support training interventions, meet all legislative and regulatory requirements and competitive pricing achieved.
o Stakeholder Engagement: Effective communication of LGSETA initiatives to support the development of alliances and partnerships with relevant role players to ensure the effective promotion of skills development initiatives and strategic sectoral training interventions (Stakeholders are engaged on what must be done to achieve the strategic priorities for skills development in the sector & to better understand skills priorities).
o Strategic and Change Leadership: Provide leadership in the conceptualization, development, and implementation of corporate support in response to the LGSETA mandate and landscape. Ensure good governance within the corporate initiatives for Human Capital, Branding Marketing and Communications, and Integrated IT functional unit in line with relevant legislation, regulations, and policies by: Developing, establishing, and directing execution of unit policies, processes, procedures, and tools to support overall company policies and objectives and monitor implementation thereof.
o To ensure that LGSETA resources are fully & responsibly utilized: Plan for, coordinate and ensure that the Board and executives with other relevant stakeholders are engaged and its implementation; effectively manage inputs to benefit the LGSETA’s performance within the SETA industry. Responsible for the acquisition and most effective allocation of the LGSETA’s fiscal, human and physical resources and ensures that control, monitoring and performance standards and mechanisms are in place, relative to the use of all corporate resources.
o Establishing credible corporate initiatives regarding Human Capital, Branding Marketing & Communications, and Integrated IT for strategy and organizational improvements: Provide direction to the corporate service support that entails corporate initiatives for Human Capital, Branding Marketing and Communications, and Integrated IT unit in order to achieve business performance and drive the high performing as well as Employer of Choice organization by:
o Positioning Corporate support as a strategic partner to LGSETA and as an integral part and driver of strategic planning, capex budgeting and forecasting of business requirements.
o Developing the LGSETA’s support functions in alignment with the overall LGSETA mandate and strategy with a view on potential improvements for services and an assessment of the existing performance.

Five–year fixed-term contract appointment for the LGSETA CEO
Given the above critical background, the LGSETA Accounting Authority invites suitably qualified and ethical leaders to apply for the position of Chief Executive Officer (CEO). The CEO will provide strategic leadership and overall executive management to drive the LGSETA mandate in accordance with the National Skills Development Plan (NSDP 2030) and all relevant legislation governing public entities. The appointed candidate will enter into a performance agreement with the Accounting Authority.

Reporting lines: LGSETA Accounting Authority, supervised by the Chairperson of the Accounting Authority

Minimum Qualifications and Relevant Experience Qualifications
A postgraduate qualification at NQF Level 8 in Financial Management, Accounting, Education, Training & Development or Management and Governance, Business leadership or Public Administration or relevant postgraduate qualification. A master’s degree or higher qualification will be an added advantage.
Experience and Knowledge
Minimum 10 years’ experience in senior management with at least five (5) years at Executive Management level.
Public sector and/or Local Government sector experience, along with proven strategic leadership in a complex organization, will be highly advantageous. Knowledge and proven experience in sound financial management and accounting for a large organization.
Key Responsibilities and Competences
The CEO will report to and account to the LGSETA Accounting Authority and execute all delegated functions in accordance with LGSETA policies and the Delegation of Authority. The CEO will be expected to, among others, drive and effectively implement the following responsibilities:
o Governance & Compliance: Uphold the highest standards of corporate governance, ethics, and integrity. Ensure full compliance with all relevant legislation and policies (Skills Development Act, PFMA, National Treasury regulations, etc.) and implement sound risk management and internal controls. Maintain accountability by regularly reporting to the Accounting Authority and oversight bodies on the SETA’s performance.
o Ensure Effective Organizational Risk Management, alignment between strategy, policy and risk management. Ensure the effectiveness of the combined assurance functions. Implement the necessary systems, process, and provide the required resources for effective enterprise risk management. The CEO will provide strategic and operational support to all governance structures, ensuring the effective functioning and execution of their responsibilities.
o Strategic and Change Leadership: Provide visionary and change leadership to guide and direct the sector towards meeting its mandate and objectives. Implement the LGSETA’s long-term strategy in line with national skills development goals (NSDP 2030). Ensure the effective implementation of Accounting Authority decisions and organizational plans, programs, and initiatives to achieve its vision, mission, and objectives. Champion change management in all aspects that require change management implementation to minimize resistance that may lead to implementation delays.
o Financial Management: Oversee the financial health of the SETA, including budgeting, grant disbursement, resource allocation and financial controls. Ensure PFMA and Treasury Regulations compliance, robust audit outcomes, and value-for money in operations and risk management to meet organisational objectives and targets.
o Operational Excellence: Manage day-to-day operations to deliver core business functions and achieve annual performance targets. Oversee sector skills planning, learning programmes, quality assurance, and stakeholder support functions in line with DHET and other statutory bodies’ guidelines.
o Stakeholder Engagement: Build and sustain relationships with Parliamentary structures, the Executive Authority, DHET, the National Skills Authority, other SETAs, public and private sector employers, labour constituencies, training providers and institutions, community organisations, and all other relevant constituencies. Function as the principal ambassador of LGSETA and ensure effective communication and consultation with all LGSETA Stakeholders and Constituencies.
o People & Culture: Lead, mentor and inspire the LGSETA team to foster a high- performance, inclusive culture. Oversee human capital management, recruitment, development and retention of critical skills.
o Technology advancement for innovative and agile service delivery: Ensure the advancement of technology and automation of business processes to constituent organizations for effective service delivery.
o Sector Skills Planning, Strategic Planning, Annual performance planning and organizational operational planning and execution: Lead the development of the plans in accordance with the requirements and oversee implementation of the plans across all constituencies and delivery sites.
o Performance Monitoring, Execution, and Reporting: Ensure the SETA meets or exceeds its targets in the Strategic Plan and Annual Performance Plan. Provide timely and accurate performance, compliance, financial, and any other relevant reports as required, and implement corrective actions in a timely manner where necessary.
