LOCAL GOVERNMENT, WATER AND RELATED SERVICES SETA (LGSETA)
CREATING GREATER IMPACT
 
The Local Government SETA (LGSETA) was established in terms of the Skills Development Act No. 97 of 1998 and is responsible for skills development within the Local Government sector.
 
The SETAs were relicensed by the Minister of Higher Education and Training, extending their licence period to 31 March 2020. Accordingly, employment with the LGSETA is determined for a fixed period and aligned to the SETA licence term.
 
 
MANAGER: HUMAN RESOURCES— (1 POST), REF NO.: HRM/003
Position Location: Bedfordview, Gauteng
 
Planning and execution of human resources strategy, policies, programs, and practices. Responsible for the alignment of all human resources management policies with the applicable legislation and implementing and developing best practices human resources management support throughout the organisation. Providing support In negotiations and consultations on labour relation matters representing the LGSETA at the Bargaining Council and related labour related institutions/forums.
 
JOB REQUIREMENTS: 
A 3 year B-degree in Human Resources Management Industrial Psychology, Industrial Relations or related field (NQF level 7) • A postgraduate degree in Human Resources Management, Industrial Psychology, Industrial Relations would be an added advantage (NQF level 8) • At least 10 years' experience in a generalist human resources management position, of which at least 4 years should have been in a management role, operating at a strategic level in human resources management • Experience in HRM policy development and implementation, development of HRM infrastructure and advising Executive Management on Human Resources and Industrial Relations matters.
 
 
 
PRACTITIONER: ETQA (1 POST), REF NO.: PRACTETQA/003
Position Location: Bedfordview, Gauteng
 
The ETQA is responsible for performing QCTO delegated functions in line with the NQF Act 67 of 2008. The delegated functions are, the development and quality assurance of new occupational qualifications and the quality assurance of legacy qualifications.

QUALITY ASSURER: FREE STATE — (1 POST), REF NO.: QAFS/002
Position Location: Bloemfontein, Free State
 
Responsible for the provincial accreditation, certification, monitoring and evaluation, quality assurance of learner achievements and registration of assessors and moderators. Provides guidance and support to constituent providers, facilitates the registration of assessors and moderators, promotes quality provisioning and ensures compliance with relevant legislation.

PROVINCIAL COORDINATOR: NORTHERN CAPE — (1 POST), REF NO.: PCNC/002
Position Location: Kimberley, Northern Cape
 
The Provincial Coordinator is tasked with the coordination and facilitation of skills development programmes in the region of their appointment. In addition the incumbent attends to the implementation of procedures, applications, systems and controls to facilitate and support the recording, updating, circulation and maintenance of information from / to the regional office with regards to various activities linked to programme / project implementation.
 
JOB REQUIREMENTS: B-Degree in Social Sciences or equivalent (NQF Level 7) • ODETDP Certificate (NQF Level 5) would be an added advantage • Minimum experience of 5 years in Projects Coordination and Stakeholder Relations Management • Knowledge of public administration • Relevant legislation (i.e. Skills Development Act, Skills Levies Act, SAQA Act, etc.). Knowledge of Local Government Sector would be an added advantage • Knowledge and understanding of the SETA'S mandate.

Position Location: Bedfordview, Gauteng
 
Responsible for executing the Internal Audit operational plan and audit projects in line with approved Internal Audit Methodology and IIA Standards.
 
JOB REQUIREMENTS: Diploma in Internal Auditing/Accounting or equivalent • a B-Degree in Internal Auditing/Accounting or relevant field would be an added advantage • At least 3 years' experience in an Internal Audit supervisory role • Minimum experience of 5 years in Internal Auditing, of which at least 3 years must be experience in SETA auditing • Relevant legislation (i.e. Skills Development Act, Skills Levies Act, National SCM Regulatory Framework, National Treasury Regulations, etc.).
 
 
 
 
MANAGER: OFFICE OF THE COO (1 POST), REF NO.: MCOO/001
Position Location: Bedfordview, Gauteng
 
Responsible for assisting the Chief Operations Officer and the Executive team to manage and deliver on strategic projects related to development within the identified Provincial Offices.
This includes but not limited the preparation of work schedules in conjunction with the Provincial Managers, the Manager: Projects Management Unit, Manager: Learning Programmes and Finance to ensure efficient and timeous completion of the strategic initiatives.

COMPANY SECRETARY (1 POST), REF NO.: COS/001
Position Location: Bedfordview, Gauteng
 
The Company Secretary is a full statutory, compliance function that assists to oversee systems, procedures and processes by which the LGSETA is managed to ensure a high standard of corporate governance and statutory compliance. To oversee and provides strategic direction with regards to Corporate Governance, Legal Services, Contract Management and Compliance Services to Accounting Authority and its Committees, Executive Management, Senior Managers and to LGSETA. 
The incumbent also has the responsibility of oversee and approves the drafting, review and compilation of all legal documents/processes including legal opinions.
 
JOB REQUIREMENTS: B-degree in Law, Commerce or CIS • Chartered Secretary Qualification (Completed Practical board exam subjects at an honours equivalent level) would be an added advantage • 10 years' relevant experience of which at least 5 years must have been in a Company Secretariat role and experience as a legal advisor. Knowledge and full understanding of South African legislation including PFMA and the Companies Act. Extensive knowledge of good corporate governance and practices and King IV. SPECIALIST: MONITORING AND EVALUATION — (1 POST), REF NO.: M&E/002
Position Location: Bedfordview, Gauteng
 
Responsible for carrying out the monitoring and evaluation assignments as well as monitoring and evaluation of organisational performance. Responsible for the Implementation of monitoring and evaluation policies and strategies. Conducting impact assessment studies and process review studies. Responsible for facilitation of knowledge building and knowledge sharing on monitoring and evaluation In the LGSETA.

Position Location: Bedfordview, Gauteng
 
To oversee and manage the operation for the Office of the CEO through monitoring the delivery of strategic Initiatives associated for the office of the CEO. Provide coordination with internal and external stakeholder management through ensuring professional engagement of the LGSETA to its stakeholders. COORDINATOR: WORKPLACE SKILLS PLANNING (1 POST), REF NO.: WSP/001
Position Location: Bedfordview, Gauteng
 
The overall responsibility of the incumbent is to coordinate the administration processes of mandatory grants for local government employers which includes capacity building, advising and providing guidance to Skills Development Facilitators (SDFs) and Training Committees across all nine provinces. The position also includes providing expertise to stakeholders on aspects relating to skills development legislation, local and national skills development strategies; ensuring skills are aligned to strategy and broader government policy priorities, monitoring and evaluating WSP/ATRs; analysis of scarce and critical skills data from the WSP/ATR and related research, keeping accurate records and maintaining databases; and attending SDF forum meetings across the provinces in order to provide strategic support and guidance and feedback on analysis of data.
 
JOB REQUIREMENTS: Relevant 3 years Bachelor's Degree in Social Sciences, Development Studies, Human Resource Management/Human Resource Development, Occupationally Directed ETD, Public Administration/ Management or equivalent. Minimum 3 years' experience in Mandatory Grants Coordination/Sector Skills Planning. In depth understanding of Work Place Skills Plan and Annual Training Reports and coordination of WSP administration ensuring compliance with regulations and planning. COORDINATOR: SKILLS SECTOR PLANNING (1 POST), REF NO.: SSP/001
Position Location: Bedfordview, Gauteng
 
The overall responsibility of the incumbent is to contribute to and coordinate the development of the sector skills plan of the Local Government sector in alignment with the LGSETA strategy and broader government policy priorities. The position includes providing expertise and consulting with stakeholders across the nine provinces to build capacity and understanding of the SSP including validation of skills related data and information, skills development legislation, local and national related skills strategies. The position includes monitoring, evaluating and reporting skills data and information including the analysis of scarce and critical skills data from the WSP/ATR. The incumbent is expected to maintain databases and developing reports and presentations as well as attend SDF forum meetings across the provinces In order to provide strategic support, feedback and guidance.
 
JOB REQUIREMENTS: Relevant 3 years Bachelor's Degree in Social Sciences, Development Studies, Business Administration, Public Management or equivalent. Minimum 3 years' experience in Sector Skills Planning/Research. Experience in working with Mandatory Grants administration including an in-depth understanding of WSP and ATRs would be an added advantage. Experience in research analysis, coordinating of sector skills planning sessions and ensuring compliance with regulations and planning. In-depth understanding of NSDS 111, SDA 97 of 1998 and other relevant regulations.

RECEPTIONIST— (1 POST), REF NO.: RECEP/001
Position Location: Bedfordview, Gauteng
 
Responsible for greeting, welcoming and assisting callers and visitors to the LGSETA, operates multi-line telephone system to answer incoming calls; directs callers to appropriate personnel; performing general clerical duties; supporting the HR department/office with processes as assigned. Booking boardrooms for all meetings at the LGSETA.
 
JOB REQUIREMENTS MINIMUM: Matric Certificate or (NQF level (4) Ideal: Metric with a one-year Clerical/ Receptionist/ Office Management (NQF level 5).
 
KEY PERFORMANCE AREAS: Ensure that the Incoming/outgoing courier services are correctly coordinated and frequently updated in the mail ledger and that all data sourced from systems can be verified and reconciled. Maintains telecommunication system by following manufacturer's instructions for house phone and console operation. Support in the administration of and provide first line response to ETQA inquiries relating to Learner verification; Service Providers accreditation, etc. Ensures that the reception tidy / clean, ready and welcoming. Ensure that the front office (reception area) is compliant to, occupational health and safety obligations and requirements. Ensuring that the stakeholders are not in any harm while at reception, that if floors are wet proper signage is visible, not deliveries are left lying around etc. Maintain a frontline Image that's professional, courteous and helpful at all times to both internal and external customers. Dynamic listening skills — giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not Interrupting at inappropriate times.
