The Lekwa Local Municipality with its seat in Standerton, invites applications from qualified and innovative individuals for the following position to become part of and join a dynamic and growth orientated Local Authority.
 
PROJECT MANAGEMENT UNIT
 
PROJECT TECHNICIAN (X2)
(THREE YEAR CONTRACT POSITION)
 
Minimum Requirements
• BSc Civil Engineering/National Diploma in Civil Engineering PLUS three years relevant experience in construction in a municipal environment
• Registered or in the process of being registered as candidate with the Engineering Council of South Africa (proof must be supplied with CV)
• Project management, contract management and financial management skills will serve as a strong recommendation
• Written and verbal communication skills
• Presentation and facilitation skills
• Computer literate
• Valid Code 08 Driver’s Licence
NB. Candidate must be prepared to work extended hours when the need arises.

 
Key Performance Areas
• Provide technical support
• Evaluate proposed projects, regional and provincial growth and development plans in line with Municipal IDP
• Ensure compliance with legal aspects and conditions
• Conduct site visits/meetings to ensure business plan compliance
• Manage cash flow and project expenditure
• Verify payment certificates and prepare monthly payment schedules
• Assist with municipal infrastructure programmes
• Facilitate community liaison linkages to ensure participation
• Conduct bi-annual socio-economic impact assessments on selected projects
• Co-ordinate project based capacity building in terms of job creation to introduce labour based construction methodology and develop SMMEs
• Develop community based partnerships
• Monitor and report on implemented capacity building initiatives
 
Annual total cost to employer: R551 400.96.

Minimum Requirements
• Bachelor of Commerce in Financial Management/Bachelor of Accounting Sciences in Financial Accounting • Minimum of 3 to 5 years experience in risk management and internal audit at a management level
• Extensive experience in risk management and internal audit
• MFMP will be an added advantage
• Valid driver’s licence
 
Key Performance Areas
• Responsible for Enterprise Risk Management
• Assist the Audit Committee, Risk committee and senior management to establish and communicate the Municipality’s risk management objectives and direction.
• Conduct Risk Assessment.
• Responsible for Risk Management strategy.
• Develop risk mitigation strategies for the organisation’s critical risks and of monitoring these risks.
• Establishes, communicates and facilitates the use of appropriate Risk Management methodologies, tools and techniques.
• Ensure effective alignment between the Risk Management process and internal audit.
• Conduct risk management education and training from time to time.
• Work with departments to establish, maintain and continuously improve risk management capabilities.
• Responsible for the development of Risk Management Framework
 
Salary: R485685.58 per annum. Task Grade 16.

• Grade 12.
• B Tech/BSc in Civil Engineering.
• Project Management Diploma.
• Six (6) years experience in construction /project management.
 
Key performance Areas
• Manage the Project Management Unit office and team.
• Ensure project compliance with applicable legislation, policies and conditions applicable to Municipal Infrastructure Grant (MIG).
• Project performance and cash flow reviews.
• Liaise with provincial Senior MIG Manager and line function departments through regular evaluation / progress meetings on an ad-hoc basis.
• Submit monthly, quarterly, bi-annual, annual and ad-hoc reports to the Department of Cooperative Governance and Traditional Affairs (COGTA) in compliance with legislation or as required by MIG management.
• Perform all functions in line with the DPLG Guidelines.
• Contract administration.
• Operations and planning maintenance.

• Relevant skills and practical experience at senior management level.
• Three years experience in IT and system administration.

Key Performance Areas
• Monitor day-to-day operation of network usage.
• Implement and report on IT framework.
• Prevent, report and correct all misuse/abuse of the Lekwa Local Municipality ICT system.
• Manage, maintain and update the web-site.
• Maintain server utilization to meet daily requirements.
• Manage the e-mail account and archives.
• Administer all servers and backups.
• Implement the Disaster Recovery Plan and Business Continuity Plan.
• Support financial system development, technical server, administration, document management and GIS.
• Ensure that IT standards are enforced.
• Co-ordinate tasks/activities associated with the provision of the end-user support and analysis, diagnosis and resolve software/hardware related problems ensuring optimum and uninterrupted functionality of operating systems and application.
• Ensure compliance with legislation dealing with records management and archive.
