KEY OUTPUTS
- Perform and comply with standard operating procedures with regard to the processing of creditors’ accounts.
- Perform all functions as per standard operating procedures, accommodating all organisational requirements.
- Perform all creditors functions in terms of the compliance framework and with adherence to policies and procedures.
- Identify non-compliance and report this to the Creditors Supervisor.
- Ensure performance outputs at optimal productivity levels and workflow by utilising all available resources.
- Assist the Creditors Manager with various functions on the eLAA system.
- Attend to queries regarding the non–payment of accounts or incorrect payments of suppliers.
- Register all Trade creditors and ad hoc invoices for payment.
- File paid invoices in alphabetical order.
- Retrieve documents for internal and external auditors when required.
COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED
- A recognised Grade 12 with Accounting completed at Higher Grade.
- Three (3) year tertiary qualification in Finance.
- Two (2) years of relevant work experience within a complex organisation.
- Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation as a whole.
- Knowledge of Finance (Creditors Accounts Management) and how to perform these functions within a matrix business environment.
- Functional ability in the utilisation of electronic systems and technologies.
- Effective working relationships with Supervisor, Manager and within the Finance Department.
- Excellent analytical skills, business acumen, the ability to deal with ambiguity, meet demanding deadlines and manage projects.
- Service excellence imperative.

- Complexity in co-ordinating across organisational levels.

PROPERTY ADMINISTRATION AND CONTRACT OFFICER

KEY OUTPUTS
- To manage and administer the property portfolio of Legal Aid SA, ensuring efficient and effective use of properties, and to manage contracts related to property and facilities ensuring compliance with relevant laws and regulations.
- Manage and maintain the organisation’s property register, ensuring all property assets are accounted for and properly documented.
- Conduct regular property inspections and arrange for maintenance and repairs as needed to ensure properties are in good condition and meet safety standards.
- Liaise with real estate agents, landlords and other external parties regarding property leases, acquisitions and disposals.
- Negotiate lease terms and conditions on behalf of Legal Aid SA.
- Ensure organisational compliance with zoning laws, building codes and other statutory regulations related to properties.
- Prepare, review and negotiate contracts related to property management and facilities services, including leases, maintenance agreements and service contracts.
- Ensure all contracts are executed in accordance with Legal Aid SA’s policies and procedures and are following legal requirements.
- Monitor contract performance, ensuring all parties fulfil their contractual obligations.
- Maintain a database of all property-related contracts with key details and expiration dates to manage renewals and terminations efficiently.
- Keep abreast of changes in property law and regulations, advising the organisation on any implications for its property portfolio.
- Assist in resolving legal disputes related to property, working closely with the Legal Department and external counsel as necessary.
- Ensure compliance with all statutory requirements related to property taxes, insurance and health and safety standards.
- Assist in the preparation of budgets for property-related expenses and oversee the allocation of funds.
- Monitor expenditure against budget, identify variances and implement corrective actions when necessary.
- Review and authorise property-related invoices for payment.
- Prepare regular reports on property status, contract performance and financial aspects for Senior Management.
- Maintain accurate and up-to-date records of all property and contract documents.
COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED
- National Senior/Matric certificate.
- A National Diploma/Bachelor’s degree in property management, law, business administration or a related field.
- Proven experience in property administration and contract management, preferably in a legal or Government setting.
- Knowledge of South African property law, contract law and relevant regulations.
- Proficiency in managing legal documentation and compliance issues.
- Excellent negotiation and communication skills.
- Strong organisational and time management skills.
- Attention to detail and the ability to manage multiple tasks simultaneously.
- Proficient in the Microsoft Office Suite and property management software.
- Office-based with occasional travel to various property sites as required.
- A valid driver’s licence and willingness to travel as needed.
- Clear criminal record.

KEY OUTPUTS
- The Property Projects Officer is responsible for the effective and efficient management of Legal Aid SA’s property assets and the administration of contracts to ensure compliance with organisational policies and legal requirements.
- Acquisition and disposal of properties in accordance with Legal Aid SA policies and relevant legislation.
- Manage leases, rental agreements and property-related issues for offices and residences.
- Conduct regular property inspections and assessments to ensure they are well-maintained and secure.
- Liaise with landlords, tenants and property management companies to resolve any property-related disputes or issues.
- Monitor property expenses and budgets, ensuring cost-effectiveness in property-related operations.
- Co-ordinate the tenant installation or refurbishment for owned/leased property.
- Draft, review and manage contracts for services, goods and leases, ensuring they align with organisational policies and legal standards.
- Co-ordinate with the legal department to ensure all contracts are legally sound and protect the interests of Legal Aid SA.
- Monitor contract performance, ensuring all service providers comply with contractual terms and conditions.
- Handle contract renewals, terminations and negotiations.
- Keep accurate records of all contracts and related documents.
- Ensure compliance with all statutory requirements relating to property and contract management.
- Identify and mitigate risks associated with property management and contracts.
- Prepare and update risk management reports and compliance documentation.
- Prepare regular reports on property and contract management activities, status and expenditures.
- Maintain comprehensive records of all properties and contracts in a central database.
- Engage with internal and external stakeholders to ensure the smooth operation of property and contract-related activities.
- Provide expert advice on property and contract matters to Management and staff.
