SALARY: An all-inclusive package ranging from R 1 103 033, R 1 297 685, to R 1 492 337 per annum is payable in line with Government Gazette No. 47538 dated 18 November 2022, Local Government: Municipal Systems Act (32/2000): Total remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Managers, subject to the signing of a performance contract, a performance agreement and declaration of financial interests.
Minimum Requirements:
• Relevant NQF level 8 qualification;
• Minimum of seven (7) years’ experience at senior and middle management level, of which at least two (2) years must be at senior management level;
• Have proven successful Developmental/Town and Regional planning experience;
• Excellent facilitation and communication skills in at least two of the three official languages of Kouga Area of jurisdiction;
• Certificate in Municipal Finance Management or Certificate Program in Municipal Development (CPMD) in line with the Minimum regulations on competency levels of 2007 or achievement thereof within the prescribed timeframe;
• A Valid Code 8 Driver’s License and own transport;
• Added advantage: Project Management Certificate or Diploma and Registration as a Professional Planner in accordance with the Planning Professions Act, 2002, (Act No. 36 of 2002);
Knowledge:
• Good knowledge and understanding of relevant policy and legislation

Expertise:
• The incumbent must have strong strategic management expertise.
• Candidates will, in addition, be required to demonstrate a practical understanding of the constitutional, legislative and policy frameworks governing the local sphere of government and, in particular, the responsibilities of a senior manager in terms of the Municipal Systems Act (No. 32 of 2000) and Municipal Finance Management Act (No. 56 of 2003).
KEY RESPONSIBILITIES:
Management of the entire Planning & Development, Department which includes but may not be limited to Town & Regional Planning, Human Settlements, Land & Property Administration and Building Control;
Compile and manage the Directorate’s annual Capital and Operational Budgets;
Provision of GIS support and analysis and the undertaking of specific GIS related projects and initiatives;
Management, maintenance and implementation of the municipal multi-disciplinary sustainable human settlement policy and framework;
Co-ordinate the integration of the multi-sectorial and inter-sphere processes and demands relating to the delivery of sustainable human settlements;
Co-ordination of housing functions in line with the Provincial and National policies, on behalf of the Provincial Department of Developmental Local Government and Housing;
Developing and implementing strategies to meet the departments strategic objectives;
Establishing and managing contractual and other relationships with government departments, service providers, organised business and other stakeholder bodies, to ensure sustainability of projects.

REQUIREMENTS:

DUTIES:
- Promoting, developing, monitoring, directing and controlling all aspects of Supply Chain Management in the Municipality to ensure compliance with the Procurement Policy and Municipality’s Administrative Framework;
- Developing and directing transactional procurement and other technologies through applying information technologies to improve both internal and external Supply Chain processes; facilitating the development of tools which allow raising requisitions and processing purchase orders for materials and services electronically through web technology; creating and maintaining master data on suppliers, materials, services, contracts and catalogue content on electronic systems; applying appropriate classification standards; analyzing master data and transactions and derive strategic sourcing information;
- Managing on an ongoing basis the optimum allocation, utilization and management of all resources of the Department to ensure the effective and efficient delivery of the Procurement Services to departments;
- Designing, implementing and maintaining systems, policies, procedures and practices to manage supply chain processes;
- Managing the Supplier database through identifying, evaluating and managing the number and quality of suppliers to meet business needs for each goods and services category; applying appropriate tools and techniques to review the entire sources base, both active and inactive, for segmentation, rationalization and identification of focus areas for improvement opportunities; identifying the sources which are key to the municipality in financial, operational and strategic terms; maintaining supplier data (e.g. capability, performance, contacts) in the appropriate information systems;
- Managing Supplier Relationships through defining resource requirements appropriate to the type of relationship; establishing regular communication and engagement with suppliers to develop the relationship; identifying areas where supplier expertise or creativity can be used for mutual advantage; modifying the relationship at different stages of the contracting process as appropriate; adhering to and communicate the Municipality’s guidelines with regards ethical aspects of supplier relations; coordinating supplier contacts and ensure responsibilities for technical and commercial contacts are defined; applying risk sharing or incentives to attain aligned and common objectives where appropriate; identifying and agreeing performance and incentive targets and measure progress and performance improvements, and recognizing vendor excellence where appropriate;
- Developing (New) Suppliers through establishing business case for supplier development and communicate development strategies for selected suppliers/markets; setting-up development programmes for specific suppliers in order to maximize value from the relationship (e.g. contractor value workshops, training programmes, involvement in design and specifications, development of technological innovative products; establishing market development programmes when the current potential supplier is considered inadequate or to fulfill government / society expectations (e.g. local/ minority/ disadvantaged supplier market development);
- Evaluating and assessing supply chain performance, compiling and interpreting management reports and managing risks and corruption prevention;
- Reviewing on a monthly basis the performance of the department to ensure, on time service delivery to departments, compliance with the service level agreements, between the Supply Chain Management Department and other departments;
- Keeping abreast of relevant Legislation and National Initiatives, suggests amendments to the Procurement Policy and/ or Procurement Mechanisms/ Models;
- Defining/ adjusting the key performance indicators, job design and role boundaries of personnel against service delivery requirements;
- Monitoring and reviewing performance within the Department by evaluating against targets and standards set, through conducting appraisals to measure performance and objective accomplishments against agreed targets and, reviewing goals and setting new objectives;
- Analyzing statistical information pertaining to staff attendance/ absenteeism, overtime, lost time due to accidents and/ or incidents and downtime and proposing specific remedial measures aimed at improving productivity and reducing personnel related costs;
- Formulating capital and operating budgets for the department taking into account performance requirements and resources allocations/constraints to ensure, optimal utilization of available funds, departmental costs are controlled, including prior approval of all proposed capital expenditure and ongoing monitoring of actual expenditure, and adequate monitoring of the budget, including monthly reviews of comparative statements of expenditure against estimates;
- Analyzing supply chain trends, operating requirements and forward plans to establish/ determine funding/ expenditure for the period;
- Evaluating the Departments performance against budget and addressing deviations/ variances with appropriate personnel.
- Monitoring and implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure;
- Communicating with the Council’s Internal Audit Section on audit findings and recommendations and institutes the necessary investigational or corrective measures with regards to contractual and payment related matters.

SEASONAL LIFEGUARDS
REQUIREMENTS:

- Police clearance with no pending criminal cases, awaiting trial and/or pending sentencing cases;

- Valid Level 2/3 First Aid Certificate;
- Valid Surf Lifeguard Award, with current annual retest;

DUTIES:
- Actively patrol the beach, monitor activities and report back to the Team/Squad Leader on a regular basis;
- Communicate and educate the general public of the drowning prevention programme;
- Complete incident report sheets;
- Comply with Senior Lifeguard instructions and rules, regulations and procedures;
- Conduct and assist with rescues;
- Follow stipulated procedures relating to tower/radio/lookout lifeguard, backup lifeguard, and patrol lifeguard;
- Promote beach safety;
- Administer first aid;
- Set out the bathing area;
- Uphold a professional image of the Municipality including involvement in assisting with the retention of Blue Flag standards and status.
BLUE FLAG LIFEGUARDS
REQUIREMENTS:
- A Surf Lifeguard Certificate with a valid annual retest;
- Proof of 6-12 months voluntary duties with a Surf Lifesaving Club;
- Two (2) years or more experience as a Blue Flag Lifeguard, while in possession of a Lifeguard Award;
- A SAMSA Skippers ticket/power craft drivers award would be an advantage;
- A valid First Aid Level 3 Certificate or equivalent;
- Police clearance with no pending criminal cases, awaiting trial and/or pending sentencing cases;
- Drug free;
- Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).
DUTIES:

- Assist in the development of Beach Risk Assessments and Operational Plans;

- Assisting with beach management operations;
- Communicating and educating the public about drowning prevention;
- Performing regular maintenance duties in the lifeguard tower/station, rescue crafts and equipment;
- Maintaining beach safety;
- Performing various administrative task including compilation of weekly reports, beach attendance/usage statistics, asset registers and stock control registers;
- Power craft operations;
- Ensuring good public relations principles are held;
- Upholding the professional image of the municipality including involvement in assisting with the retention of Blue Flag standards and status.
SHARKSPOTTER
REQUIREMENTS:
- Must be 18 years or older, minimum of Grade 10 or equivalent;
- Must be able to scan coastal waters for sharks from an elevated platform;
- Must have excellent eyesight;
- Background in lifesaving, fishing industry and/or surfing will be an added advantage;
- Police clearance with no pending criminal cases, awaiting trial and/or pending sentencing cases;
- Drug free;
- Excellent concentration skills and patience;
- Ability to work under pressure;
- Good English language skills and ability to complete data sheets;
- Knowledge of marine life, environmental conservation and beach safety will be a significant advantage;
- Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).
DUTIES:
- Observing the beach/ocean for sharks by use of visual surveillance equipment such as binoculars and differentiating between sharks and other non-threatening marine animals;
- Communicating with other shark spotters, located at higher positions (mountains, towers, etc.) to confirm the presence/absence of sharks;
- Placing of appropriate colored flags and signage indicating the presence of sharks, the level of danger and advising beach goers/water users accordingly;
- Alerting recreational water users of the presence of sharks through whistle blowing, waving of flags and assisting in evacuating beach goers from the beach/ocean;
- Ensuring that beach visitors are evacuated and safety measures are correctly carried out through confirmation with the immediate supervisor about temporary beach/swimming area closures;
- Communicating with the immediate supervisor about the safety and re-opening of beaches;
- Upholding the professional image of the Municipality including involvement in assisting with the retention of the Blue Flag standards and status.
SQUAD LEADERS
REQUIREMENTS:
- Minimum of 2 years professional Surf Lifeguard experience;
- Experience as a Lifesaving Club Squad Leader for 4years or more, while in possession of Lifeguard Award with valid annual retests;
- A valid First Aid Level 3 Certificate or equivalent;
- A valid Surf Lifeguard Award, or equivalent with current annual retest;
- Police clearance with no pending criminal cases, awaiting trial and/or pending sentencing cases;
- Drug free;
DUTIES:
- Actively patrol the beach, monitor activities and report back to the Senior Lifeguard on a regular basis;
- Attend scheduled staff meetings with Senior Lifeguards;

- Compile data on marine activity and shark sightings in the designated area;
- Following stipulated procedures relating to detection of marine or shark activity in the water, reporting and hoisting of relevant signal flags;
- completing incident reports relating to shark attacks;
- Upholding the professional image of the municipality including involvement in assisting with the retention of Blue Flag standards and status.
Special Conditions
- All shortlisted candidates will be required to undergo a compulsory swim and rescue test;
- Shortlisted candidates will be informed via SMS, Email or telephonically when to report to the identified Testing Centre to complete the compulsory tests. Shortlisted candidates are advised to bring their own swimwear, equipment, towel, food and refreshments to the Testing Centre;
- Incumbents will be required to undergo and pass regular skills, fitness and medical tests as per the set standards;
- Incumbents will be required to keep essential qualifications valid at all times;
