COMMUNICATION SPECIALIST
 
REQUIREMENTS:
  • Relevant NQF level 7 qualification in Communications/ Public Relations or equivalent;
  • 5 years relevant experience in communications;
  • Code B driving license;
  • High level computer Literacy: Office Applications;
  • Good planning skills;
  • Verifying compliance with communications procedures;
  • Excellent Communication & Public Relations skills (Oral & Written). Attention to detail;
  • Ability to organize, coordinate and facilitate meetings/ press conferences, etc.;
  • Good research and analytical skills on communication and public relations topics;
  • Good supervisory skills;
  • In-depth understanding, knowledge and application of principles, practices and procedures for the media;
  • Experience and understanding of the use of modern technology to communicate with various stakeholders.
  • Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).

SALARY:  R523 564.89 – R679 601.68 Per Annum (Excluding vehicle allowance)      
TASK: 15
 
DUTIES:
  • Identifies and defines the immediate, short and long-term objectives/ plans associated with the provision of communications support to the Municipality;
  • Implementing procedures, systems and controls to regulate specific work sequences and general procedures and protocol;
  • Plans and monitors media relations programs, publicity campaigns and the execution of specific instructions and application of laid down procedures with respect to communication;
  • Manages the flow of communication from / to the organization, media and broader communities;
  • Provides sustainable and people centred development services that are affordable, appropriate and of high quality;
  • Manages the implementation of financial controls/ procedures and provides information to support financial planning sequences;
  • Controls outcomes associated with utilization, productivity and performance of personnel within the Communications Section;
  • Manages specific administrative and reporting requirements associated with the key performance and result indicators of the functionality;
  • Conducting research into best practices associated with the functionality and determining the appropriateness of specific policies/ procedures for implementation;
  • Presenting a conceptual framework of current and future communication, public relations and call centre requirements necessary to support core service delivery areas with accurate communication and public relations services;
  • Drafting input for communication’s section capital and operational budget needs;
  • Delivering an integrated communication strategy and plan in line with the NCSF (National Communication Strategy Framework);
  • Overseeing advertising functions relating to community relations, outreach and public information.

MANAGER: IDP
 
REQUIREMENTS:
  • Relevant NQF level 7 qualification in Development Studies/Economics Sciences/ Town Planning/ Public Management or related;
  • 5 years relevant Local Government experience, of which 2 years must be in IDP;
  • Thorough knowledge of IDP planning processes and Local Government Sector processes;
  • Sound knowledge of research and analytical theories and practices;
  • Excellent report writing and presentation skills;
  • High level computer Literacy: Office Applications;
  • Sound communication skills;
  • Good computer knowledge in office applications;
  • Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa).

TASK: 16
 
DUTIES:
  • Manage and Co-ordinate all processes relating to IDP and ensure Municipal legislative compliance in this area;
  • Identifies and defines the immediate, short and long term objectives/ plans and controls associated with integrated development planning;
  • Implementing new developments and legislative imperatives supporting IDP development procedures and policies;
  • Presenting action plans of IDP interventions through the implementation and monitoring of the Integrated Development Plan necessary to achieve acceptable levels and standards of service delivery to the relevant stakeholders for consideration and inclusion into the Municipality’s short/ medium-term performance and service delivery plans;
  • Managing the development of the IDP Review Process Plan and liaise with all relevant municipal Department and other spheres of government to ensure alignment of plans;
  • Consultation with the District Municipality, ensure alignment of Municipality’s IDP process with the District IDP Framework;
  • Preparing submissions/ reports to specific Portfolio Committees for perusal and discussion;
  • Plans and implements the formulation of specific policies and procedures associated with the IDP;
  • Costing project proposals and preparing reports and plans for submission to the Municipal Manager via Director:PDT, and making necessary budgetary provisions on three-year capital budget;
  • Manages key requirements associated with the formulation and/ or review of the Integrated Development Plan;
  • Controls the Key Performance Indicator’s and outcomes of personnel within the Section;
  • Preparing capital and operating estimates and controls expenditure against the approved sectional budget allocations;
  • Disseminates functional and operational information on the immediate, short and long term objectives and current IDP developments, problems and constraints;
  • Manages specific administrative and reporting requirements associated with the key performance and result indicators of the functionality.
