TASK: 15
DUTIES:
- Identifies and defines the immediate and short-term objectives/ plans associated with rehabilitation and maintenance of roads, buildings, water & sanitation and storm-water drainage. Managing the formulation of Roads and Storm-water Engineering Design proposals and, providing guidance to technical personnel on the interpretation of procedures/requirements;
- Manages outcomes associated with utilization, productivity and performance of personnel. Provides on-site training to subordinates by demonstration and practice, so as to ensure that staff are continuously developed. Manages the performance of staff through weekly plans;
- Prepares capital and operating estimates and controls expenditure against the ap proved budget allocations. Analyzing trends, operating requirements and forward plans to establish/determine funding/expenditure for the period. Monitoring and implementing corrective measures to rectify deviations. Obtaining quotations for relevant purchases for the Section. Setting specifications for required materials or services;
- Controls the professional, technical, and operational outcomes associated with the functions related to buildings and civil works. Establishing key performance indicators and measures for determining/assessing the level and appropriateness of service delivery with respect to road construction and road maintenance and repair work for Roads, Civil, Water & Sewerage. Managing the operational functions and resources (materials, construction plant and vehicles, depot operations) and monitors utilization and cost effectiveness of activities against operational plans. Approving roads and storm-water plans, drawings, designs and cost estimates for minor new works and, monitoring the implementation sequences thereof;
- Controls the professional, technical, and operational outcomes associated with roads, civil, water and sewerage functionality and analyses and evaluates the scoping, award, and deliverable phases of projects;
- Manages, coordinates and monitors sequences associated with the implementation of statutory regulations related to occupational health and safety. Analyzing and reviewing reports from the Occupational Health and Safety Officer of injuries, property damage, occupational diseases and public liability incidents. Managing the inspection of facilities to determine the adequacy of fire safety and disaster control procedures and/or issuing compliance notification for specific offences;
- Disseminates functional and operational information on current developments, problems, and constraints;
- Manages and coordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality.

DUTIES:
- Identifies with the immediate, short and long-term objectives /plans in respect of maintaining synergy between the outputs of the Electrical Engineering functionality and associated organizational functions. Evaluating and commenting on the applicability of specific Electrical Engineering key performance indicators and measures against outcomes detailed in the departments Business and Strategic Plans and SDBIP. Presenting a conceptual framework of current and future electricity interentiosns;
- Mapping out specific electrical changes to achieve alignment with development objectives and managing electrical supply assets and legal matters that fall within the jurisdiction of the Kouga Municipality;
- Prepare capital and operating estimates and controls expenditure against the approved budget allocations for the section. Analyzing trends, operating requirements and forward plans to establish/determine funding/expenditure for the period;
- Evaluating the section performance against budget and addressing deviations/ variances with appropriate personnel;
- Manages the infrastructures required to support a service, including upgrading, new construction, rural electrification, renewal of old infrastructure, and the operations and maintenance of current and new infrastructure. Planning – by providing improved information into the IDP process on current levels of service, risks and future demand, costing strategic options with tariff implications;
- Performance Management – by determining more effective and holistic criteria and measures for service delivery, and applying these consistently to monitoring, reporting, and risk management;
- Coordinates and controls tasks / activities associated with controlling personnel performance, productivity and discipline;
- Implements communication strategies with intra and inter-departmental management staff and external stakeholders;
- Coordinate all the municipal electrical projects within the respective satellite areas of operation through their whole life cycle. Responsible for the administration, project and financial management of INEP funded projects and any other capital projects identified and prioritized by the Council. Preparing business plans to seek and source funding for the delivery of electrical infrastructure projects;
- Controls the professional, technical and operational outcomes associated with functions related to electrical network maintenance;
- Preparing/ approving drawings, designs and cost estimates for minor new works and, monitoring the implementation sequences thereof;
- Manages specific administrative and reporting requirements associated with the key performance and result indicators of the functionality;
- Prioritizing specific projects to achieve targets on electricity provision;
- Improve quality of service to customers from electricity service delivery perspective;
- Manage electricity distribution losses to be within NERSA license condition required level;
- Monitor contractor performance against agreed terms & conditions.

- Implementing of administrative processes and systems according to policy and legislative requirements (National Archives Act) and ensuring that security and access control of documents are in place;
- Verifying that scanning, indexing and routing is done on a daily basis according to specific requirements;
- Checking, scanning and inserting acknowledgement of receipt on incoming mail, stamping and reflecting circulation details and forwarding to relevant personnel.
