DEPARTMENT: TECHNICAL SERVICES
MAINTENANCE ENGINEER
TASK LEVEL: T17
BASIC SALARY R656 321.88 per annum
In addition, fringe benefits include a 13th cheque, membership of the provident fund, group life insurance, medical aid, housing allowance, travel allowance and Cellphone allowance.
MINIMUM REQUIREMENTS:
Applicants must possess Grade 12 and B-Tech / Bsc / BEng Mechanical Engineering or equivalent NQF Level 7
The post requires 5 years’ Supervisory experience in mechanical engineering field, particularly in the water services environment.
Experience in the electrical engineering field will be an added advantage.
In addition, applicants must possess valid Code EB driving license.
KEY PERFORMANCE AREAS
FUNCTIONAL SUPPORT (PROFESSIONAL GUIDANCE AND SUPPORT):
Communicating and establishing critical requirements associated with specific designs and provides guidance to technical personnel on prioritization, planning and execution of tasks and interpretation of procedures. Controlling and/ or approving outcomes associated with the assembly/ preparation of base information and plans for mechanical systems and applications, formulating and guiding the development of concept plans for basic to high complexity systems.
Preparing Mechanical Engineering Design proposals for basic to high complexity systems and applications with respect to future developments. Checking and verifying amendments to proposal content based on comments from professional personnel on possibilities and choices based on physical, technical and/ or other constraints.
PRODUCTIVITY/ PERFORMANCE AND PERSONNEL MANAGEMENT
Evaluating the capability of prospective applicants and participating in the interviewing and final selection sessions. Conducting appraisals to measure performance and objective accomplishments against agreed targets and, reviewing goals and setting new objectives. Monitoring the adequacy of current training interventions supporting personnel and/ or contractor development and reporting on workplace impact post training and/ or the need for changes to plans. Implementing Human Resources policies and procedures to control/ regulate workplace conflict and/ or instituting corrective measures and consultation processes to address deviations from standards. Analyzing statistical information pertaining to staff attendance/ absenteeism, overtime, lost time due to accidents and/ or incidents and downtime and proposing specific remedial measures aimed at improving productivity and reducing personnel related costs.
CUSTOMER FOCUSED SERVICE DELEIVERY (MECHANICAL ENGINEERING DESIGN APPLICATIONS)
Analysing and interpreting the client’s brief and interrogating legislation, regulations and other related factors requiring consideration during the design sequence. Conducting investigative/ feasibility studies to enable accurate assessment of the extent of adaptability of specific design approaches. Preparing conceptual design depicting arrangement and organization of simple and complete mechanical systems and applications in specific architectural initiatives. Presenting the design concept and providing detailed explanation of cost parameters, alternative choices of design applications and, material specifications and its impact on the final structure.
CONTRACT MANAGEMENT (PROCEDURAL APPLICATIONS)
Implementing control processes for the verification of schedules, bills of quantities, tender documents and cost estimates prepared by technical personnel. Interacting with internal technical departments to ascertain, guide and align contract specifications and content to adequately address requirements. Preparing special conditions aligned to ‘procurement policies’ of the Municipality, adjudicating tenders and, compiling recommendations for consideration.
MONITORING COMPLIANCE
Interacting with specialized and professional personnel onsite, as Management Representative, to determine qualitative and quantitative aspects of work input. Conducting inspections to determine extent of compliance or variations from contractual agreement. Convening and chairing site meetings and addressing constraints impacting deliverables, work in progress and or evaluating recommendations with respect to variations. Detailing remedial measures and/ or contractual obligations in respect of standard, quality, time and cost. Processing payments against completed works and collating and consolidating interim reports, inspections schedules and contractual agreement to facilitate dispute resolution sequences.
COMMUNICATION (INFORMATION DISSEMINATION)
Participating in various meetings (on site, internal and external forums, etc) presenting consolidated reports detailing the status of contract works and, providing comments/ opinions on matters affecting or concerning specific outcomes. Collecting and making available factual information and/ or conducting the necessary investigation/ research, to enquiries to support professional personnel with addressing concerns on service delivery from the general public, councillors, government departments, developers, etc. Providing comments and advice on the differences in mechanical systems and applications included in average to complex scale building plans in respect of installation and maintenance. Preparing correspondence, reports and/ or verifying the content of reports prepared by Technical Personnel.
