​KING CETSHWAYO DISTRICT MUNICIPALITY
 
Applications are invited from suitably qualified persons for the appointment to the following position at King Cetshwayo District Municipality in Richards Bay.
 
DEPUTY MUNICIPAL MANAGER: TECHNICAL SERVICES
FIVE (5) YEARS FIXED TERM CONTRACT
Total remuneration package is based on category 5 of the Upper Limits on Remuneration Packages Payable to Municipal Managers and Managers Directly Accountable to the Municipal Managers.
 
 
MINIMUM REQUIREMENTS: •Applicants must be in possession of a Bachelor of Science Degree in Engineering/BTech: Engineering or equivalent qualification •Applicants need to comply with the minimum competency in terms of the MFMA, or the appointed candidate will be given 18 months after appointment to comply •Registration with a recognized relevant engineering professional body will be an added advantage.
 
EXPERIENCE: •Applicants must have 5 years’ experience at the Middle Management Level or in programme or project management as defined in the Local Government: Regulation on the Appointment and Conditions of Employment of Senior Managers and 3-4 years’ experience must be at professional/management level with engineering management experience •Extensive experience in Water Services Authority will be an added advantage.
 

KNOWLEDGE/KEY PERFORMANCE AREAS WILL INCLUDE: •Good knowledge and understanding of relevant policies and legislation •Good knowledge and understanding of institutional governance systems and performance management •Must have extensive knowledge of the public office environment •Must be able to formulate engineering master planning, project management and implementation •Draft and enforce the content bylaws within its functional area •All matters relating to building control, including the approval of Encroachment Agreement •Monitor the implementation of Council’s IDP, budget, business plans, strategic objective, policies and programmes of the Technical Services Department. Assess the performance of service delivery infrastructure construction and project management relating to water •Provide oversight and management of the Service Support Agency (SSA).

THE SUCCESSFUL CANDIDATE WILL BE REQUIRED TO UNDERGO THE FOLLOWING: •Signing of an employment contract •Signing of a performance agreement •Disclosure of financial interest •Shortlisted candidates will be subjected to competency assessments, security vetting and qualification verification.
