AUDIT COMMITTEE MEMBERS

Kai !Garib Municipality, situated in the Northern Cape Province and based in Keimoes, is a dynamic equal opportunity employer.
In terms of Section 166 of the Municipal Finance Management Act (MFMA), Kai !Garib Municipality calls on qualified and interested persons to serve on its Audit Committee for three (3) years, suitable, qualified and committed individuals are invited to apply.
CANDIDATE REQUIREMENTS: The ideal candidate should have more than five years management experience gained from the Audit / Financial / Legal / Engineering / Risk Management environment. Experience in or knowledge of the Public Finance and Public Sector will be considered an additional advantage. ln addition to the above, candidates should demonstrate experience in participating in governance structures, ability to dedicate time to the activities of the Kai !Garib Municipality's Audit Committee, have an inquisitive personality within reasonable levels of probing, analytical reasoning abilities and good communication skills, and a fair understanding of regulatory framework.
TERM OF APPOINTMENT: Appointment will be made for a period of three years. The Audit Committee has four statutory meetings per annum and additional meetings may be convened as deemed by the Audit Committee.
REMUNERATION: Sitting allowance per day attending meetings and traveling and subsistence according to approved council policy. Functions are also as per Audit Framework from National Treasury March 2009 as well as Section 166 of the Municipal Finance Management Act (MFMA)

CHAIRPERSON: RISK MANAGEMENT COMMITTEE
Kai !Garib Municipality based in Keimoes, Northern Cape Province invites applications for the following vacant post In terms of Section 62(1)(c) of the Municipal Finance Management Act (MFMA), Kai !Garib Municipality in the Northern Cape Province calls for an interested and qualified person to serve as a Chairperson of the Risk Management Committee for a period of three (3) years, subject to the renewal in accordance with the risk management committee charter. This is not a full time appointment. The Risk Management Committee schedules four meetings per annum and additional meetings may be convened as deemed necessary by the Chairperson of the Risk Management Committee or Accounting Officer.
REMUNERATION: Prescribed rates by National Treasury for remuneration of members of commissions & committees of enquiry and audit committees
REQUIREMENTS:
• A postgraduate qualification in Risk Management/Audit/Accounting
• CA/MBA/MBUCIA/ Certified risk management practitioner will be an added advantage.
• At least 10 years' experience in Accounting, Risk Management or Auditing field.
• Knowledge of Municipal Finance Management Act and regulations/prescripts applicable to Local Government.
• Excellent knowledge of the Risk Management and Corporate Governance and the Public Sector Risk Management Framework.
• Experience in serving on oversight structures.
DUTIES: The candidate will chair the Risk Management Committee meetings and provide an oversight role in the following:
• Review and monitor the implementation of risk management framework, policy, strategy and risk committee charter within the Municipality.
• Assisting in the review of the risk mitigation action plans and ensuring compliance with such plans.
• Integrating risk management into planning, monitoring and reporting processes.
• Provide advice/ guidance on setting and reviewing of risk appetite and tolerance levels for the Municipality.
• Ensure compliance with statutory/regulatory requirements and risk management best practices
• Providing reports to the Accounting Officer on a quarterly basis

Hierdie is nie voltydse aanstelling nie. Die Risikobestuurskomitee skeduleer vier vergadering per jaar en addisionele vergaderings mag byeengeroep word soos nodig geag deur die Voorsitter van die Risikobestuurskomitee of Rekenpligtige Beampte. Vergoeding: Voorgeskrewe tariewe deur die Nasionale Tesourie vir vergoeding van lede van kommissies en ondersoekende komitees en ouditkomitees.
VEREISTES: 'n Nagraadse kwalif ikasie in Risikobestuur/Oudit/Rekeningkunde; GR/MBA/MBL/GIO/Gesertifiseerde Risikobestuurspraktisyn sal 'n byvoordeel wees; Ten minste 10 jaar ondervinding in rekeningkunde, risikobestuur of die ouditomgewing; Kennis van die Wet op Munisipale Finansiele Bestuur en regulasies/voorskrifte van toepassing op Plaaslike Regering; Uitstekende kennis van die Raamwerk oor Risikobestuur en Korporatiewe Bestuur en Openbare Sektor Risikobestuur; Ondervinding in oorsigstrukture.
PLIGTE: Die suksesvolle kandidaat sal vergaderings van die Risikobestuurskomitee bestuur en 'n oorsig rol speel in die volgende:
• Hersiening en monitering van die Implementering van risikobestuursraamwerk, beleid, strategie en nsikokomitee handves binne die Munisipaliteit.
• Hulpverlening in die hersien van risikoversagting aksieplanne en versekering van nakoming aan sulke planne
• Integrasie van risikobeplanning in beplannings-,moniterings- en rapporteringsprosesse
• Voorsiening van advies/leiding oor die opstel en hersien van die risikoaptyt en verclraagsaamheidsvlakke vir die Munisipaliteit
• Versekering van nakoming aan statutere/regulatoriese vereistes en beste praktyke rakende risikobestuur.
