Essential and non-negotiable requirements: • B degree in Public Administration/Political Sciences/Municipal Governance/Law or equivalent • Compliance with the requirements as stipulated in the Municipal Regulations on Minimum Skill Levels, GovernmentGazette 29967 of 15 June 2007 • A postgraduate qualification in the public administration field will be an added advantage • Adequate local government experience at management/middle management level • Proven institutional transformation records in the public and private sector.

Responsibilities: • Comply with the functions of the Municipal Manager as prescribed in section 55 of the Municipal SystemsAct, 32 of 2000 • Provide strategic and ethical leadership and management to achieve the vision of the Municipality • Develop andmanage an economically effective accountable administration equipped to implement the Municipality's Integrated Development Planto work in accordance with the Municipal Performance Management System and to understand the needs of the local community• Be responsible for all income and expenses of the Municipality, all assets, settlement of all debts of the Municipality as well as theproper and dedicated compliance with applicable legislation on Municipal Finance Management • Manage the provision of servicesto the local community in a sustainable and fair manner • Be responsible for appointments, training, discipline and effective utilisationof staff • Promote thorough employment and compliance with applicable labour legislation • Advise political structures and politicaloffice bearers, govern communication between political structures and political office bearers of the Municipality, as well as executetheir decisions • Administer and implement the Municipality's by-laws and other legislation • Exercise any powers and performduties delegated by the Municipal Council or by other delegated authorities of the Municipality • Facilitate participation by the localcommunity in the issues of the Municipality • Develop and maintain a system for assessing community satisfaction with municipalservices • Represent the Municipality at provincial and national level • Perform any other function granted by the Municipal Counciland as Accounting Officer.

Essential and non-negotiable requirements: • A Bachelor of Science degree in Engineering/BTech: Engineering/National Diploma Civil Engineering • A relevant postgraduate qualification and registration with ECSA will be added advantages • A minimum of 5 years' work-related experience at Senior Management level, preferably in local government • Compliance with all the requirements as contained in Government Gazette No 29967 of 15 June 2007, as amended by Government Gazette No 41996 of 26 October 2018. If a newly appointed person is not in possession of these competencies, he/she must attain such within 18 months of the date of employment, in accordance with Government Notice Number 91 of 3 February 2017, as promulgated in Government Gazette No 40593 • Excellent knowledge of statutory requirements in local government • Good communication and facilitation skills • Fluent in at least 2 of the 3 official languages of the Northern Cape • A valid driver's licence and a dean criminal record.
 
Key performance areas: • Contribute to developing an economical, effective and accountable administration in accordance with Council policies and applicable legislation • Manage the planning of the Integrated Development Plan, budget and performance system • Ensure effective community and stakeholder participation in municipal activities • Provide sound advice to the Municipal Manager and Council • Effectively and efficiently manage assets and fleet allocated to the Department • Promote sound labour relations in compliance with applicable legislation • Handle internal and external customers • Provide general management to ensure that the Municipality meets the 5 key performance areas and outcomes of the local government turnaround strategy • Ensure general adherence to Generally Acceptable Accounting Practices (GAAP) • Manage and coordinate project implementation, bulk service provision, master planning, housing settlement, water management and electricity • Report to the Municipal Manager, Technical Sub-committee, EXCO and Council.

CHIEF FINANCIAL OFFICER

Essential and non-negotiable requirements: • B degree with Accounting at final year level and adequate work experience after obtaining a first post-Matric qualification, of which at least 4 years must have been in a senior position in a municipality • The ability to maintain interpersonal relationships • Conflict resolution • Strategic management • Project management • Performance management • Contract management • Skill in the management of change and diversity • Client service management • Written and verbal communication in Afrikaans and English • Policy analysis and development skills • Problem-solving skills • Human resource management • Costing skills • Risk management • Proficiency in Windows Operating Systems and Microsoft applications.
 
Key performance areas: • Manage the Municipality's Financial Department in accordance with relevant legislation, policy and best practice • Ensure that the Municipality and its political structures, political office bearers and employees continuously comply with the financial environment, including prescripts regarding financial reporting • Advise the Municipality and its political structures, political office bearers and employees on all aspects of financial management • Prepare financial plans, annual budget and adjustment budgets, service delivery and budget implementation plans, cash flow projections and regular revision and preparation of financial management policy and by-laws • Implement and maintain sufficient accounting records according to relevant legislation and accounting standards (CRAP), including preparation of in-year and year-end financial reports • Perform core functions of the Treasury Office including, but not limited to, income and expenditure management and controls, income and debt collection management, asset and liability management (including banking, investments, loans and maintenance of a proper fixed asset register), internal control and risk management, safeguarding of the Council's assets against fraudulent acquisition or disposal, theft, misuse and wastage • Coordinate and cooperate with internal and external auditors • Fulfil financial management legislation, regulations and prescripts according to prescribed accounting standards • Advise senior managers and other senior officers in the execution of duties delegated to them in terms of Sections 78 and 79 of the MFMA • Conduct budget analyses, cash flow management, supply chain management and all other functions that may be delegated to hire/her by the Accounting Officer.
