MUNICIPAL MANAGER
(3-year fixed-term performance-based contract)
Remuneration per annum (Category 1 Municipality): R951 779 Minimum;
R1 057 532 Midpoint; R 1 163 285 Maximum plus 7% rural allowance as per Gazette 42023 (the exact scale will be determined by competency assessment results
Minimum requirements: • Bachelor's degree in Public Administration/Political Sciences/Social Sciences/Law or equivalent Municipal Finance Management Programme/Certificate Programme Municipal Development • Minimum of 5 years' experience at a senior management level • Demonstrate a proven record of successfully transforming an institution in the public and private sector • Demonstrate advanced knowledge and understanding of relevant and other relevant legislation • Advanced understanding of institutional governance systems including performance management • Advanced understanding of good clean governance, council operations, fiscal discipline and sound delegation of powers • Good understanding of budget and finance management • Good understanding of audit and risk management establishment and functionality • Advanced leadership skills • Valid driver's licence • Computer literacy.
Key performance areas: As the Accounting Officer of the Municipality, the incumbent is responsible to the Mayor and Council for: • Overseeing a sound, effective and efficient council and its administration addressing the needs of the community • Acting with fidelity, honesty, integrity and in the best interest of the Municipality in managing all its affairs • All functions enshrined in sections 51 and 55 of the Municipal Systems Act, 32 of 2000 (as amended) • Exercising all functions and powers assigned in terms of the Municipal Finance Management Act, 56 of 2003 (as amended) • Providing guidance and advice on compliance with legislation generally and with the Municipal Finance Management Act in particular to all political office bearers, political structures and all officials of the Municipality • All fiduciary responsibilities enshrined in section 61 of the Municipal Finance Management Act • Fostering relationships between Municipal Council and the administration of the Municipality, as well as other stakeholders • Creating an environment that defines the purpose and the role of the local government as a means to involve people in shaping the future of communities.
