ENTERPRISE DEVELOPMENT OFFICER

PURPOSE
Implement Enterprise and Supplier Development (ESD) initiatives in line with the applicable legislative prescripts including the Johannesburg Water Supply Chain Management (SCM) Policy.
 
KEY RESPONSIBILITIES
Enforce compliance with the following legislation:(MFMA) and its Regulations, (PPPFA) and its Regulations, (B-BBEEA), the dti Codes of Good Practice and its Regulations, National Treasury Prescripts, Construction Industry Development Board Act and its Regulations and Practice Notes. Adhere and comply to the prescripts of the SCM policy, relevant SOPs and legislative prescripts. Participate in the B-BBEE forum and advise on compliance matters. Compile data required for the Enterprise and Supplier Development element of the B-BBEE Scorecard during audits. Implement enterprise and supplier development initiatives as per SCM Policy and/or pre-approved ESD plans. Maintain documentary evidence of all implemented ESD initiatives. Conduct workshops/ training sessions for suppliers on developmental gaps identified. Attend and engage in stakeholder meetings as and when required. Participate in the Bid Committee structures as and when required. Track and report on progress of suppliers enrolled in approved development programmes with specific emphasis on SCM matters. Compile and submit monthly performance reports on ESD initiatives undertaken to Manager ASD for review. Provide input on ad-hoc, weekly, monthly and quarterly reports to the ASD Manager for B-BBEE Forum, EXCO and Board and its sub-committees. Maintain information for all ESD activities undertaken and compile such for audit purposes. Adhere to JW’s Record Management Policy prescripts. Maintain positive customer relations and satisfaction. Provide information to suppliers on approved JW SCM Policy and processes. Liaise with relevant stakeholders and provide advice to both internal and external stakeholder on changes and issues in SCM environment.
 
JOB REQUIREMENTS
Essential qualifications and experience:
  • Diploma in Procurement/ Logistics/ Finance/ Supply Chain Management (SCM) (NQF Level6)
  • 2 years’ experience in the SCM environment with 1 year in Enterprise and Supplier Development • MS Office (Ms Outlook, Ms Word, Ms Excel, Ms PowerPoint)
  • Sound knowledge of Broad-Based Black Economic Empowerment Act (B-BBEEA), the dtic Codes of Good Practice and its Regulations and other relevant SCM prescripts
  • Valid Driver’s licence

ACCOUNTANT SUNDRY RECEIVABLES

PURPOSE
To invoice all sundry debtors and collect outstanding amounts owing to Johannesburg Water to keep the age analysis current as per the MFMA.
 
Key Responsibilities
Produce reconciliations of all debtors accounts and submit them to the Manager: GL and Sundry Receivables for review and ensure that reconciling items are dealt with timeously. Prepare and ensure that all confirmations of intra/inter company balances are signed monthly. Perform credit control measures to ensure timeous collection of debtors to ensure that all amount billed are collected within payment terms in order to keep the age analysis current as per MFMA. Ensure monthly statements are sent out timeously to all debtors. Invoicing of sundry debtors including USDG, UISP and CAPEX drawdown, ensuring that all conditions have been met for the invoice to be issued. Ensure timeous clearing of the relevant debtor with the payment allocated so that the age analysis indicates a true reflection of the correct debtors’ aging. Reconciling items or differences to be attended to and cleared timeously. Compile and provide an accurate audit file for sundry debtors to be reviewed by Manager: GL & Sundry Receivables. Responsible for compiling accurate accounting journals and processing of ad-hoc journals on a monthly basis. Ensure that debtors reports are submitted as per target dates.

  • Grade 12 plus National Diploma  in Accounting with 2 years experience in the financial field (including 1 year accounts receivables experience).

FOREMAN ELECTRICAL

PURPOSE
Supervise the operations on repairs and maintenance to all electrical plant, equipment and instrumentation located at Johannesburg Water’s pumpstations, reservoirs, towers, Electro-Mechanical depots and workshops in accordance to General Machinery Regulations section 2.1 and 2.7 (OHASA) and SANS codes of practice.
 
KEY RESPONSIBILITIES
Schedule and supervise the repair and maintenance of all electrical and instrumentation equipment located at pump stations, reservoirs, towers, Electro-Mechanical depots, and workshops. Supervise and ensure the facilities maintenance work carried out by the Operator: Electrical team. Ensure the revision and update of Electrical drawings by submitting information to Ops Manager: Electrical Technical .Conduct investigations into electrical operating methods and upon approval from Ops Manager: Electrical. Supervise the implementation of such upgrades or modifications in order to enhance current systems. Supervise the  facilities maintenance of all water pump stations which include, but not limited to the painting of the buildings ,grass cutting and general upkeep according to OHASA and JW standards and procedures. Supervise the scheduling, maintenance, and repair of all HT (High Tension)equipment located at pump stations. Supervise and performs the Switching in accordance with switching procedures for High Voltage systems .Supervise and ensure the scheduling, creating, and closing (upon job completion) of works orders for all maintenance activities. Supervise and ensure the testing of ancillaries at water and sewer installations as per outsourced contracts. These include, but not limited to the testing of firefighting equipment and fumigation of facilities. Ensure that identified critical spares are available. Re-ordering of materials and spares as and when required .Ensure that Tool and equipment inspections are carried out monthly. Supervise fleet vehicles within the section according to JW Vehicle Management Policy .Supervise Allocated Minor Plant equipment according to JW policies and procedures. Carry out standby duties, overtime and emergency work when required .Supervise and Control staff in terms of HR Policies Identify job specific training and development needs in line with JW skills development plan. Electrical Transferring of skills to subordinates by Mentoring and Coaching .Performing and discussing, in line with performance management system. Counselling the staff on their performance and professional development when and where required Carry out responsibilities according to the relevant Safety appointments (Disaster mgt reps and Safety committee reps) Supervise, monitor, and enforce safety requirements in the workplace by carrying out risk assessments and on job assessments. Ensure that all new employees are informed of and trained to the requirements of OHASA Ensure that all safety incidents are reported to Line management and Safety committee. Ensure the completion of relevant documentation and that necessary action is taken to prevent similar incidents in future. Liaise with contractors on an adhoc basis to ensure that all outsourced work is completed within agreed timeframes. Liaise with suppliers wrto delivery of spares. Liaise with other JW departments on operational issues when required. Liaise with Eskom and City Power Supervise and control overtime to within budget.

Essential qualifications and experience
  • Grade 12 or N3 (NQF4) + Electrical trade test certificate/Appropriate Learnership NQF 4
  • 4 years’ experience on motors and motor controllers such as soft starters, direct online and Star Delta starters. Basic experience on PLC’S and VSD’S. Experience on ultrasonic level controllers and actuators. of which 1 year must be at supervisory level.

REGIONAL MANTENANCE MANAGER

Management of the central Minor Plant/Yellow Machines Workshop
 
KEY RESPONSIBILITIES
Responsible for the participative development of strategy for the various Treatment Works in conjunction with the Divisional Manager: Bulk wastewater, for technically and environmentally sound operations. Participate in the development of overall strategy for the Bulk Wastewater division in the context of the policy framework set by Johannesburg Water. Assist the Divisional Manager: Bulk wastewater, to define in consultation with the Capital Investment Department (CAPEX), the required infrastructure development and rehabilitation programmes of JW facilities in accordance to CAPEX programmes. Manage and ensure that all electrical and mechanical equipment located at Treatment Works are maintained in a good state and standby equipment is functional at all times to ensure the provision of continuous sanitation services in compliance with statutory requirements and other agreements. Ensure the general facilities maintenance to buildings and grounds in order to improve and maintain the aesthetics of the sites. Implement and maintain preventative measures to contain and minimize overflows originating from Containment Dams in order to comply with Permit conditions as set by the Department of Water Affairs. Ensure that the minor plant/yellow machines equipment is kept in a good state of operation in order to achieve availability to end users. Manage the relevant SAP asset database inputs so that all maintenance interventions/repairs are accurately compiled and recorded

HEAD OF COLLECTIONS (12 MONTHS CONTRACT)

Purpose:
The purpose of the position is to provide strategic leadership and effectively plan, manage and coordinate the activities and resources of the section to ensure that the company’s collection targets are always met, and relationships with key clients are maintained.
 
KEY RESPONSIBILITIES
Effectively plan, manage and co-ordinate the activities and resources of the section to ensure that the company’s collection targets are always met . Provide strategic leadership and communication to the Finance Credit Control function by developing and implementing Credit Control strategies and methodologies, in compliance with the company’s corporate strategy, policies and legislative framework. The above needs to be harmonised with RSSC and CRM and relationships established and maintained to ensure appropriate outcomes are achieved in support of collection objectives. Ensure senior level representations at various committees, meetings, and forums internally up to Exco and the Board, as well as externally up to MMC meetings on all credit control and bad debt related matters. Ensure Effective Data Control and Credit Management Administration  Preparation of management information and statistics, including but not limited to daily, weekly monthly statistics, reports, presentations .Develop and lead high performance credit control team .Management of a large Staff complement both administrative and operational (field workers), manage human resources and implementation of associated plans (performance, development training etc). Implement performance targets and management aligned to strategies deployed for collections. Develop as well as ensure compliance to all SOP’s and SLA’s. Design and implement internal operational controls  Manage Legal relationships and their activities around credit collections. Lead a data driven approach to priorities collections processes and apply a clear improvement plan  Enhance and maintain sound customer relations between JW and customers to foster communication and assist in collections. Ensure prompt and accurate billing for all accounts and timely collection follow up, formulate, and implement measures to ensure the accuracy of invoices and submission to customers to recover such debt.
 
JOB REQUIREMENTS
Essential qualifications and experience:
  • NQF 8 qualification in Finance/Business Management/Credit Management or related field
  • 10 years’ experience in Credit Management or Collections in a large organisation, of which 5 years must be at managerial level
  • Experience in Customer Care

  • Professional registration with the relevant professional body
