PURPOSE
Plan, Co-ordinate, Control and Manage the meter readings and validate it for billing, water disconnection / reconnection activities for credit control purposes.
 
KEY RESPONSIBILITIES
Ensure that the key function of meter reading is fulfilled within agreed turnaround time. Co- ordinate the scheduling of the annual meter reading programme, taking into account the probable availability of resources. Plan and co-ordinate compilation of meter readings. Ensure that the reading cycles are planned and allocated to contractors. Control and co- ordinate daily the timeous and efficient receipt of information relating to, e.g. instructions for final readings, check readings, meter investigations etc. from City of Johannesburg. Monitor and enhance existing control measures with the view to increasing the effectiveness thereof in the instance of said measures becoming inefficient and outmoded. Manage the timeous, efficient and accurate obtaining of meter readings daily on the date advised in advance to consumers, in order that the billing of statements can proceed with the least possible disruption and the revenue due to JW therefore is collected as targeted in cash flow forecasts. Identify problem areas timeously and implement corrective measures in consultation with senior management where necessary. Manage and monitor the validation of Meter Reading and No Read Codes (MRQC). Responsible for the participative development of strategy for the various Treatment Works in conjunction with the Divisional Manager: Bulk wastewater, for technically and environmentally sound operations. Participate in the development of overall strategy for the Bulk Wastewater division in the context of the policy framework set by Johannesburg Water. Assist the Divisional Manager: Bulk wastewater, to define in consultation with the Capital Investment Department (CAPEX), the required infrastructure development and rehabilitation programmes of JW facilities in accordance to CAPEX programmes. Manage and ensure that all electrical and mechanical equipment located at Treatment Works are maintained in a good state and standby equipment is functional at all times to ensure the provision of continuous sanitation services in compliance with statutory requirements and other agreements. Ensure the general facilities maintenance to buildings and grounds in order to improve and maintain the aesthetics of the sites. Implement and maintain preventative measures to contain and minimize overflows originating from Containment Dams in order to comply with Permit conditions as set by the Department of Water Affairs. Ensure that the minor plant/yellow machines equipment is kept in a good state of operation in order to achieve availability to end users. Responsible for the effective administration and operation of Microsoft SQL databases in the company and provide database support to the Business Unit and end-users. Check the performance and efficiency of the databases to meet end-user and application requirements,

ASSISTANT PROCESS CONTROLLER

PURPOSE
Assist the Supervisor with the daily operation of all wastewater treatment works in all physical activities. To maintain good housekeeping and safe working environment and to ensure compliance with the water use licence conditions, National Water Act and the Occupational Health and Safety Act.
 
KEY RESPONSIBILITIES
Assist in cleaning tanks by manually using spades and rakes to remove debris into solid waste bins. Clean the weirs of tanks with brooms. Assist in removing weeds and debris from the centre boxes and walls of tanks. Assist in cleaning disinfection tanks by removing. Settled sludge physically. Assist in general operations and maintenance. Assist in routine operational requirements. Report malfunction of equipment. Clean up sludge spillages by sweeping with brooms and loading it into solid waste bins. Assist with general operations and maintenance. Assist in routine operational requirements. Remove dry sludge from sludge drying beds manually for mechanical removal. Routine cleaning of offices, toilets facilities and change rooms. Routine cleaning of pump stations and working areas. Maintain a clean and safe working environment. Clear and clean work area after malfunctions and spillages. Assist in general physical work when needed to ensure Work’s compliance with legislation and standards. Assist from time to time in planned team process controller activities involving projects to rectify non-compliances. Promote safety by immediately rectifying unsafe working conditions or equipment and reporting this to Supervisor. Follow instructions by Supervisors regarding Disaster Management plan. MOBILE PLANT OPERATOR

PURPOSE:
To be responsible to the Senior Operations Officer for the operation of compost turners and
front-end loaders for the treatment and disposal of sludge and with full regard for the safety
of employees.
 
KEY RESPONSIBILITIES:
To operate turner such as that all composting material is aerating as required. To operate a front-end loader such that new compost heaps are constructed ready for turning and aerating when requires. To operate a front-end loader such that all composted material is fed onto a screen when required. To assess when the composted heaps require moisture to be added. To supervise truck and mobile plant operators involved in the composting of sludge. To recommend to the S.O.O which drives required training to enhance their skill. To ensure that all staff under their control are equipped with protective clothing and work safe conditions using safe methods. Ensure all work is being carried out within statutory safety conditions as laid down in OHSA. To report to the S.O.O faulty equipment promptly. To report accidents and any damages caused to vehicles promptly.

DEPOT MANAGER

REMUNERATION: R1 084 236– R1 626 348 PER ANNUM
 
PURPOSE:
To ensure the effective operations and maintenance of the water and sanitation services to
customers under the jurisdiction of the depot


KEY RESPONSIBILITIES:
Manage the provision of all continues water and sanitation service to the public throughout the allocated depot area. In close consultation with UFW Department ensure that unaccounted for water is kept to an acceptable minimum by managing all leaks and repairs. Ensure that all relevant records are kept for the entire Depot. Manage the installation, replacement, and testing of water meters to ensure compliance with National and Johannesburg Water standards. Direct the development of a preventative maintenance programme for the entire water and sewer reticulation system – including large valves PRV’s and outfall sewers served by the depot area. Responsible for the efficient management of complains received. In conjunction with the Ops managers manage the response times. Interpret, and advise the Regional Manager on public needs, concerns and criticism in relation to the functional responsibility of the region. Plan, propose and implement pro-active measures and response to public needs. Consult stakeholders in respect of functional areas of region. Co-ordinate and advice the Regional Manager on all matters relating to water and sanitation services. Attend Regional service delivery meetings and ensure that decisions taken are being implemented and resolved. Ensure sound labour relations practices and management of discipline. Manage personnel in accordance with Johannesburg Water policies and legislation. Ensure the implantation of performance management as per the
policy. Assist with the preparation of the operating budget. Ensure cost efficient use of materials. Ensure compliance with the OHSACT and Johannesburg Water policies and procedures.

* National Diploma in Civil or Mechanical Engineering (NQF 6)
* 5 years’ experience in water & sanitation operations of which 3 years must be at at managerial level
* Code EB Driver’s License
