SUPPLY CHAIN SPECIALIST

REMUNERATION: R803 280 TOTAL COST TO COMPANY PER ANNUM
PURPOSE
To provide a sourcing function that will ensure uninterrupted and cost efficient provision of material, goods and services by means of Tenders and framework contracts, in terms of the Supply Chain Management policy as well as contemporary and legislative.
KEY RESPONSIBILITIES
Manage all tender requests emanating from various departments within the Company. Finalize and submit request to Secretariat for inclusion in BSC agenda. Attend and participate in BSC meeting as a voting member. Obtain approval and invite tender. Publish advertisement in media, JW website and CIDB website. Finalize tender document and ensure document complies with all legislative and policy prescriptions as well as the timeous availability of documents to the public. Attend and participate in briefing sessions. Compile minutes of briefing session. Attend tender closing and receive submitted tenders. Initiate evaluation process with evaluation team as per agreed milestones. Finalize BEC report in consultation with user department. Submit report to Manager: Tenders for review and submission to Secretariat for inclusion in the agenda of BEC meeting. Attend BEC meeting to support user department and note amendments / corrections required by BEC. Update report and submit Manager: Tenders for review and submission to BAC. Monitor repetitive procurement.

Recommend to end users on emplacement of framework contracts. Liaise with user to initiate tender process. Compile Tender document in compliance with all legislative and policy requirements. Perform tender evaluations as per criteria set in tender conditions and ensure that tenderers comply with legislative requirements. Issue letter of appointment to successful tenderers. Draft letter to unsuccessful tenders. Update tender file with all information as per file index (From initiation to Award). Forward updated file to Supply Chain Coordinator for verification and submission to Records. Compile and submit weekly activity report on all tender invited and awarded to Manager: Tenders. Compile and submit a weekly action log on current activities to Manager: Tenders. Maintain register for all tender documents issued to user departments and other stakeholders. Initiate and maintain a tender file for each tender with all relevant documentation. Maintain custody of tender documentation at all times. Provide advice on policy compliance and interpret provisions of the SCM Policy.
JOB REQUIREMENTS
Essential qualifications and experience:
• National Diploma in Procurement, Purchasing, Logistics, Finance or Supply Chain Management (NQF 6).
• 5 years experience in Procurement of which 3 years must be in tenders in Government Procurement or Supply Chain environment;
• Conversant with legislation: MFMA, PPPFA, CIDB an BBBEE; Compilation of reports
• Computer literacy
• Drivers License
