Johannesburg Water (SOC) Ltd is a municipal entity owned by the City of Johannesburg. Its core purpose is to provide water and sanitation services to approximately 5.3 million people. MANAGER: DEVELOPMENT CONTROL
- REF: MDC- JW350/2020 

REMUNERATION: R1 128 432 TOTAL COST TO COMPANY 

 
PURPOSE
Manage a section of technical staff to ensure the provision of a development control function that evaluates and assesses township and land applications, building plans and wayleaves with respect to technical and legal suitability in terms of Johannesburg Waters standard guidelines to ensure the protection of the Company’s infrastructure, interests and legal obligations. 
 
KEY RESPONSIBILITIES 
Monitor the approval of new township developments, DFA’s and less formal townships by assessing the availability and capacity of services. Advise consulting engineers and developers on engineering aspects with regard to Johannesburg Water services. Negotiate with developers and engineers in applications involving non-standard engineering issues as well as in applications where there are significant financial implications. Attend tribunals to represent Johannesburg Waters decisions as well as joint project meetings for developments in order to represent Johannesburg Waters interests. Designs submitted by consulting engineers, developers etc to determine the availability and impact on engineering services. Impose conditions for the protection of services where services are affected. Oversee the approval of construction drawings. 
Provide technical input and decision making on contentious applications. Negotiate with engineers and developers in applications involving non-standard engineering issues and when there are significant financial implications for Johannesburg Water. Attend tribunals to represent JW decisions as well as joint project meetings for developments in order to represent JW’s interests. Organize the department to ensure the efficient handling of applications. Establish internal procedures and systems for the efficient and timeous handling of applications. Calculate on annual basis the bulk and external engineering contributions payable based on guidelines and by gathering the relevant information from Finance and GIS. Authorize the off-setting of the costs of services constructed against contributions payable by developers. Draw up the departmental operating budget on an annual basis and monitor expenditure. Manage the development control staff in terms of the conditions of service and provide mentorship. Manage the performance, training and development processes for subordinates
 
 
JOB REQUIREMENTS 
Essential qualifications and experience:
 BSc (Civil) or BTech (Civil) (NQF 7). Registered Pr. Eng. or Pr. Tech (Eng.) 
 10 years’ experience in civil engineering of which 5 is at a management level, working experience in municipal engineering (including water and sewer systems).Thorough knowledge of the development process and the Acts and Ordinances governing it 
 Valid Drivers License.
