PURPOSE
Advise Executive Director, Senior Managers, Line Management and HR Practitioners. Liaise with Department of Labour, Health & Safety Organisations, Legal Representatives, Safety equipment and training suppliers. Lead and direct the functions of Occupational Health and Safety and Compensation for Occupational Injuries and Diseases (COID) in Johannesburg Water strategically and operationally in order to promote and ensure the health and well-being of all employees and ensure legal compliance.
 
 
KEY RESPONSIBILITIES
Develop and present the OH&S and Disaster Management’s annual budget and operations plan for incorporation into the OH&S and Disaster Management’s budget. Ensure that staff have the capability to effectively provide and deliver services according to identified needs and the planned programmes. Plan and direct employee development, performance management processes and programmes. Ensure that the core values of Johannesburg Water are upheld. Develop and ensure the implementation of policies and procedures relating to occupational health and safety throughout JW. Develop and implement control systems and processes necessary for the OH&S and Disaster Management’s success. Control expenditure by ensuring spending is appropriate and necessary for achievement of objectives. Manage all other resources of the OH&S and Disaster Management in a responsible and cost-effective manner. Act on behalf of the Executive Director in terms of Section 16(2) of the Occupational Health and Safety Act, to ensure that the duties of the employer are properly maintained. Ensure compliance with procedures in terms of the Compliance for Occupational Injuries and Diseases Act (COID). 
Lead and direct strategies relating to risk analysis of all workplaces within Johannesburg Water. Prioritise the identification of potentially dangerous activities and processes and recommend corrective measures. Conduct needs analysis to determine specific training needs as well as requirements in terms of legislation. Monitor the accomplishment of established objectives in terms of Health and Safety. Develop specific disaster management plans in liaison with line management for specific high-risk areas, head office and Diepsloot Pipe Bridge. Conduct investigations to assess the environmental and public health impact of incidents, depending on severity of case.

JOB REQUIREMENTS
Essential qualifications and experience:
  • B Tech/ Degree (NQF 7) (Safety, Risk, Environment Management/Health, Science, Engineering)
  • 5 years working experience in safety and health or environment or risk quality systems development, planning and implementation of which 3 years must be at management level.
  • Valid Driver’s License.
