EXECUTIVE MANAGER: HUMAN RESOURCES AND CORPORATE SERVICES: 
(5-YEAR PERFORMANCE-BASED FIXED-TERM CONTRACT)

REMUNERATION: R 1 508 738 – R 1 781 871 – R2 055 004 Cost to Company Package per annum
 
 
PURPOSE
To provide strategic leadership and direction to the company in terms of Human Resources, Corporate Services and Occupational Health and Safety.
 
PRIMARY RESPONSIBILITIES
Develop and implement strategies in support of the company mission and long-term vision. Manage and provide strategic direction to the Human Resources and Corporate Services functions. Develop and implement departmental policies and procedures. Represent the Company at a corporate level and liaise with all major stakeholders. Ensure adherence to all relevant statutory requirements. Compile reports for the Boards and its subcommittees in the area of responsibility. Implement Human Resources and Corporate Services initiatives and ensure compliance with all policies and procedures. Drive the staff retention strategy, training and development initiatives and the execution of the Company Employment Equity Plan. Advise Executive Committee on review of the organisation structure and make recommendations for possible improvements. 
Ensure developments of systems and procedures for the management and control of the departmental performance and deliverables. Ensure development and implementation of occupational health and safety standards and procedure and compliance to legislation. Implemented Disaster Management Processes. Ensure provision of comprehensive security services to the Organisation. Ensure the development and implementation of security control systems and processes to accommodate the organisation security needs. Ensure provision of comprehensive and centralized Fleet Management Services to Johannesburg Water’s core functions. Identify business and fraud risks in areas of responsibility and ensure controls are monitored and reviewed to ensure their effectiveness. Plan and develop capital and operating budgets for the Department.
 
QUALIFICATIONS AND EXPERIENCE
A postgraduate degree in HR or Social Sciences. 8 – 10 years Human Resources experience of which at least 4 years must have been at Senior Management level in a labour intensive service industry organisation. Exceptional analytical, planning and organizational abilities. Effective project management, leadership and networking skills. Must meet all National Treasury competency requirements for Senior Managers e.g. Certificate in Management Development for Municipal Finance (CPMD) / Municipal Finance Management Programme (/MFMP) / Executive Leadership Municipal Development Programme (ELMDP) or be eligible to obtain the National Treasury competency requirements within 18 months upon appointment into the position. Valid driver’s license.
