COMPLIANCE OFFICER 
Employment Status : Permanent 
Department : Business Planning and Strategy 
 
Purpose of the Job: This position is responsible to manage and oversee the Corporate Compliance Program, functioning as an independent and objective body that reviews and evaluates compliance issues/concerns within the organization. The position ensures the Board of Directors, management and employees are in compliance with the rules and regulations of regulatory agencies, that company policies and procedures are being followed, and that behavior in the organization meets the company’s Standards of Conduct.
 
Responsibilities (but not limited to the following): 
• Providing advice, awareness and training on matters pertaining to compliance 
• Monitoring compliance and reporting compliance breaches and exposures 
• Preparing reports to senior management and relevant regulatory bodies 
• Develops, initiates, maintains, and revises policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct. 
• Monitoring industry and regulatory updates, and JOSHCOs policies and procedures in relation to these updates to ensure compliance with regulatory requirements 
• Assisting with the development and implementation of compliance management plans, policies, processes and monitoring to ensure the organization complies with laws and regulations, and statutory requirements 
• Executing and monitoring of the obligations register and any potential changes in the environment to affect the obligations 
• Conduct periodic compliance testing 
• Develops and periodically reviews and updates Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees 
• Develops, initiates, maintains, and revises policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct.

• Monitor the compliance plan for periodic updates. 
• Ensure that systems are in place for gathering all information required to meet internal and external contract conditions. 
• Ensure that there are adequate information management systems to store information, generate standard templates and reports and to track grant reporting requirements. 
• Ensure that JOSHCO policies comply with all relevant legislation and guidelines. 
• Review policies periodically to ensure compliance and relevance. 
• Manage the storage of all JOSHCO policies and procedure documents. 
• Advise management of necessary changes and revisions to policies.

• Contributing to the development of short to medium term organisational strategy and policies 
• Translating operations strategy/plan content into several concrete activities in support of JOSHCO’s strategic objectives

GENERAL MANAGER: HOUSING MANAGEMENT

Purpose of the Job: This position is responsible to ensure that the multiple property projects managed by JOSHCO successfully meet the expectations of customers whilst being properly maintained and operating within the framework of agreed budgets.
 
Responsibilities (but not limited to the following): 
Develop and Implement the Housing Management strategy 
• Developing a business plan for land assembly strategies and housing support services. 
• Define the strategic role of Housing Management in the overall strategy of the organisation. 
• Provide input to advance the organisation from a strategic perspective. 
• Translate the strategic plan into the Housing Management operational plan 
• Support the organisation’s agenda on national and provincial policy positions through raising these with the key decision makers as appropriate. 
• Develop and manage relationships between the organisation and key stakeholders to facilitate effective management of key Housing Management issues such as utility rates, use of service providers, etc. 
 
Develop and implement Risk Management Strategy 
• Identify risks that the Housing Management is exposed to. 
• Implement appropriate risk management strategies. 
• Report on risk management. 
 
Effective Performance Management of the Housing Management portfolio 
• Ensure all projects are appropriately packaged including project implementation plans and project budgets for approval by the Board. 
• Ensure contractual closure for take-on of stock by means of Service Level Agreement with e.g. City of Johannesburg. 
 
Effective Rental Management and Lease Administration 
• Manage the rental of stock. 
• Supervise the application of the company’s standard operating procedure (sop) applicable to new tenants. 
• Manage implementation of standards for selecting and recruiting tenants. 
• Ensure that all steps are adhered to and fully understood by tenants. 
• Supervise the maintenance of the tenant database with regard to the number and details of tenant and occupation certificates. 
• Manage the rental subsidy application process. 
 
Manage effective building management 
• Manage the tenant installation and snag list process in line with the performance target indicators. 
• Manage the appointment of service providers for the provision of non-core services in the buildings. 
• Facilitate the development and implementation of service level agreements for contract service providers. 
• Monitor the performance of service providers in line with the service level agreements and implement the contracts as agreed. 
 
Effective commissioning, training and handover of stock. 
• Manage the commissioning, training, and handover process in line with the defined procedures. 
• Ensure that building services such as water, lights, security, intercom systems and fire equipment are installed and fully functional on handover. 
 
Effective staff management. 
• Recruit and appoint a skilled workforce. 
• Approval of staff appointments. 
• Ensure orientation and induction of all new staff.

• Degree BSc in Construction & Property studies or BCom (Property Finance/ Property Economics Investments/Real Estate) NQF Level 7 or related degree.

HUMAN RESOURCE OFFICER: PAYROLL AND RECRUITMENT

Purpose of the Job: Reporting to the HR Manager, the incumbent will be responsible to manage and co-ordinate all payroll activities. Over and above ensuring that employees are paid correctly he/she will assume responsibility for employee benefits, statutory requirements, reporting and rendering an excellent customer experience in line with JOSHCO values.
 
Responsibilities (but not limited to the following):
• Coordinate response handling: receive all CV’s, shortlisting candidates, prepare interviews, conducting
• interviews and reference checks.
• Prepare motivation to fill vacancies/staff request and check accuracy of the draft advert.
• Perform administration duties, which include pension fund administration and medical aid queries.
• Ensure the payroll input is completed accurately and within time-frames.
• Assist employees with structuring their packages
• Investigate and report payroll anomalies
• Manage all statutory deductions including garnishee orders
• Balance and reconcile payroll monthly
• Ensure adherence to policies and procedures

Purpose of the Job: This position is responsible to review, analyse risk management issues by identifying, measuring, and making decisions on operational or enterprise risks for an organization. The role will requires conducting of risk assessments, reporting and liaising with stakeholders 
 
Responsibilities (but not limited to the following): 
 Developing a business plan for land assembly strategies and housing support services. 
 To build, continuously improve and provide independent oversight and advice on enterprise risk management framework; 
 Ensure that the business leaders, who are responsible for their risks, are aware of their obligations; 
 Ensure that risk assessments are being conducted, and 
 Assist the Risk and compliance manager to manage the internal audit process and providing oversight of external audit, and of the compliance processes throughout the organisation. 
 Create an integrated risk framework for the entire organization 
 Assess risk throughout the organization

 Advise on directing capital to projects based on risk 
 Assist functional managers in obtaining risk mitigation

FINANCIAL ACCOUNTANT 
Employment Status : Permanent 
Department : Finance 
 
Purpose of the Job: The incumbent is primarily required to produce accurate monthly and annual financial statements as well as to provide support for the efficient recording, disbursement and reporting of operational finances. 
 
Responsibilities (but not limited to the following) 
• Income and Expenditure Reconciliation and Analysis is completed 
• Balance Sheet Reconciliations are undertaken 
• Journals are prepared and loaded 
• Monthly reconciliations of subsystems to general ledger are accurately completed (asset system, debtors and creditors sub-ledgers, VIP etc.) 
• Salary reconciliations are accurately undertaken 
• Petty cash and bank reconciliations are reviewed and signed off 
• Plan and execute the annual asset counts. Finalising count results and ensuring compliance of all adjusting entries. 
• Review the accuracy of the asset register on a periodic basis. 
• Prepare Creditor reconciliations 
• Prepare for annual audit 
• Implement the financial accounting procedures. 
• Comply with internal controls. 
• Supports the coordination of activities in the division 
• Information is recorded on the relevant system 
• Asset management, includes annual asset count, impairment of assets 
• Maintenance of asset register 
• Responsible for the implementation of sound internal controls 
• Monitors compliance with regulatory requirements 
• Treasury and cash flow management 
• Preparation/review of key reconciliations including reconciliation of bank balances 
 
• Payroll reconciliation – acquisition and capturing of payroll-related input, preparation of bank transfer salary file, completion of salary reconciliation analysis and reports on variations 
 
Minimum Requirements: 
• Post-graduate Degree in Accounting or Finance 
• Completion of articles will be an advantage 
• Relevant certification (e.g. CA, CIMA) will be an added advantage 
• At least 5 years in a financial environment 
• Certificate in Municipal Finance Management or Certificate Program in Municipal Development (CPMD) in line with Minimum regulations on competency level of 2007 will be an added advantage. 
• Knowledge of legal and regulatory requirements affecting financial management including; GAAP, GRAP, IFRS, PFMA and National Treasury regulations 
• Knowledge of Public / Municipal Administration and Accounting Systems 
• Solid knowledge of basic and advanced accounting and financial principles and practices 
• Excellent knowledge of cost accounting and reporting 
• Excellent knowledge or risk analysis, budgeting and forecasting

MONITORING AND EVALUATION OFFICER 
Employment Status : Permanent 
Department : Business Planning and Strategy 
 
Purpose of the Job: This position is responsible for implementation of M&E strategies, systems and tools that will ensure accurate and timely performance information data. 
 
Responsibilities (but not limited to the following): 
 Developing a business plan for land assembly strategies and housing support services. 
 Oversee the integration of all the existing monitoring and evaluation systems within the organization 
 Manage, monitor and evaluate departmental programmes and align them with Companywide programme of action/objectives 
 Assist in the provision of information and co-ordinate responses to SHRA, COJ and other relevant funders 
 Establish early warning systems on reporting performance of the company 
 Assist in the provision of information and co-ordinate responses to SHRA, COJ and other relevant funders 
 Assist with the coordination of quarterly performance review in key outcome areas 
 Facilitate data verification and validation of information and evidence. 
 Collect, collate and report the organization performance on Service Level Agreement 
 Undertake data analysis and strategic analysis and develop strategic performance reviews 
 Participate in monitoring and evaluation activities, including Service Delivery Monitoring 
 Design and maintain appropriate information management system 
 Assist with the management and evaluations and policy research 
 Support policy analysis to facilitate appropriate theories of change, setting of logistical. arrangements for travelling, meetings, workshops and other stakeholder engagements. 
 Prepare and ensure distribution of quarterly review meetings and workshop documents. 
 Assist with capturing of data, collect and disseminate relevant organizational performance.  B-Tech / Degree in Internal Auditing/ Risk Management, Accounting/Finance and Economics. 
 A three-year (3) Degree or National Diploma in Public Administration or Social Sciences or related field

 3 -5 years' experience in Performance Monitoring and Evaluation
