ALLOCATIONS AND TENANT MANAGEMENT OFFICER X2
Employment Status : Permanent
Department : Housing Management
Purpose of the Job: The position is responsible to ensures that revenue to JOSHCO is optimised by ensuring that all units within an estate are fully occupied with tenants who are bound by a clear, legal actionable and mutually beneficial signed lease and that the contractual relationship with tenants is effectively managed
Responsibilities (but not limited to the following):
- All units within JOSHCO projects in the cluster are occupied at all times by tenants who are bound by a clear, legal, actionable and mutually beneficial lease agreements.
- The process of billing and rent collection from tenants is supported through cooperation with billing and finance
- JOSHCO Tenants in the cluster are satisfied with their leases and understand their contractual obligations
- Lease queries are dealt with quickly and efficiently
- The housing estates within the cluster meet the required occupancy and vacancy rate
- Leases are clear, legal, actionable and occasion few difficulties
- Departing tenants are properly managed, deposits repaid and terminated from the system
- Customer data is properly maintained on the property management system
- Compliance is maintained with all JOSHCO systems (performance management, HR, finance, Stakeholder information, property management, reporting etc.)
- Guide the prospective tenants through the leasing requirements.
- Process applications.
- Conduct all required reference and ITC checks
- Confirm employment and earnings
- Process qualifying applications on project waiting lists
- Open the tenant account and load the tenant information onto the property management system
- Receive requests from revenue for indigent tenants
- Process applications for rent relief
- Receive tenant notices of vacating premises
- Process the termination of the tenant.
- Process the necessary deposit refund.
- Terminate evicted tenants.
Minimum job Requirements, interested applicants must be in possession of:
- Grade 12
- Degree / National Diploma in Property Management / Public Management / Similar.
- A minimum of 3 years’ experience in Property Management, preferably as an Estate Officer or in leasing or credit control environment.
- Experience in the Municipal or Social Housing sectors and estate projects is an advantage; and Basic computer skills

- Implementing appropriate procurement practices to ensure appointment of required project resources in line with project timeframes.
- Gathering critical data to inform the planning process.
- Coordinating the development of the Company’s Land Acquisition Plan.
- Identifying suitable land for project development.
- Identifying buildings for purchase for social housing purposes.
- Participating in the planning and design of housing development projects from conceptualization to implementation.
- Defining project feasibility factors, resourcing requirements and project deliverables and time frames.
- Managing town planning applications and submissions and ensuring that effective town planning processes are adhered to.
- Obtaining requisite approvals for various aspects of the planned projects from relevant competent authorities.
- Developing full scale project plans and associated communication documentation.
- Managing the professional consultants involved in the assessment of identified land to ensure suitability.
- Ensuring town planning processes are implemented within the set timelines.
- Using all communication media to effectively detail town planning processes and progress to consultants, contractors, and stakeholders.
- Preparing and implementing project communication plans in liaison with other project members.
- Preparing for and attending monthly planning meetings with professional consultants.
- Attending meetings with strategic partners to facilitate town planning approvals for projects in the pipeline.
Minimum job Requirements, interested applicants must be in possession of:
- Bachelor’s Degree in Urban/Town and Regional Planning or relevant qualification.
- Project Management qualification will be an added advantage.
- A minimum of Five (5) years’ relevant experience in Town Planning or related area after registration with the South African Council for Town and Regional Planners (SACPLAN) as a professional planner.
- Experience in project management of town planning processes
- Thorough knowledge of the principles and practices of Municipal Land Use Planning.
- Knowledge of the subdivision and shore land and Municipal Zoning Statutes.
- Experience in the Municipal or Social Housing sectors and managing multiple-large estate projects will be advantageous.

- A National Diploma/Bachelor’s degree in Public Relations, Business Management and Community Development studies
- 03 years’ experience in a similar position.

PROGRAM MANAGER: IMPLEMENTATION

Purpose of the Job: The position is responsible to ensure JOSHCO's growth through the on time, on budget and to specification delivery of new build projects. Manage projects and work with internal and external clients. Take overall responsibility for planning, managing, and delivering projects that are: medium to large in size, complex in nature, high in risk profile and have multiple inter-dependencies.
Responsibilities (but not limited to the following):
- Developing an annual construction and property / project’s management plan.
- Providing technical oversight of the construction of the projects in terms of time, budget, and quality.
- Reviewing reports and providing troubleshooting to projects with challenges.
- Overseeing the handover and maintenance liability period of the project.
- Developing tender specifications for the appointment of service providers.
- Developing contracting documentation for professionals and contractors.
- Exercising sound business judgement; identifying, investigating and analysing development opportunities, including innovative solutions.
- Preparing property development business cases and funding proposals, including all aspects of feasibility investigations (including acquisitions, constructions & consultancies
- Ensuring that projects are implemented within contractual obligations and regulatory requirements, project timelines and budget requirements.
- Maintaining project plans and communicating status to Management and clients as needed.
- Developing a Housing Development budget in line with Capex and Operational plan.
- Reporting on financial performance of Housing Development.
- Monitoring Housing Development expenditure against the budget.
- Monitoring delivery of projects to ensure that they achieve their original objectives, tracking and auditing of contract terms.
- Managing accurate and comprehensive documentation including funder, consultant and contractor agreements.

- Degree in Building Science, Construction Management or similar.
- Minimum of six (6) years’ experience in construction project management and construction contracts.

Purpose of the Job: The position is responsible to implement the JOSHCO community development strategy and to support the development of sustainable communities that improve the quality of life of tenants at JOSHCO and to manage the social environment within the JOSHCO buildings
Responsibilities (but not limited to the following):
- Establish community development needs and priorities in Joshco buildings.
- Create and work in partnership with Joshco tenant and communities.
- Maintain current database on issues to community development programmes.
- Attend meetings and events with tenants and other external parties to assist and guide their initiatives e.g., Local Forums to address social issues.
- Publicize and promote the objectives and functions of the position of community development in the buildings.
- Ensure appropriate community engagement in the various buildings.
- Promote projects in the buildings
- Report on potential training needs that emerge from community development processes.
- Align training needs to the EPWP programme implemented by Joshco.
- Organise suitable training venue and encourage tenants to attend training sessions.
- Provide logistical support to training service providers.
- Arrange follow up training with suitable handouts necessary.
- Publicize and promote the objectives and functions of the position of community development in the buildings.
- Work closely with the various tenant representative bodies and establish good working relationships with these bodies
- Ensure that all approved policies and procedures are circulated to all concerned.
- Develop a short-term plan to cope with the urgent needs of the various communities.
- Identify opportunities for EPWP implementation in Joshco.

- At least two (2) years’ experience in a related field, community development and management.
- Strong community development or program management experience will be an added advantage.
- Experience in the public sector will be an advantage.
