The Johannesburg Social Housing Company SOC Limited (JOSHCO) mandate is to develop and manage affordable rental housing for the lower market as an integral part of efforts to eradicate the housing backlog of the City of Johannesburg. JOSHCO is a registered Social Housing Institution and is accredited by the Social Housing Regulatory Authority (SHRA).
We invite suitably qualified and experienced persons to apply for the following vacant position.
CHIEF EXECUTIVE OFFICER (CEO)
Employment Status: 5 Year Fixed Term Contract
Department : Office of the CEO
Purpose of the Job: The CEO is responsible for the overall strategic management and guidance of the Johannesburg Social Housing Company (SOC) Ltd JOSHCO to meet the mandate as set out in the signed agreements with the City of Johannesburg. The Company is a Municipal Entity as described in the MFMA and Systems Act and as such has certain additional obligations over and above normal company, specifically towards its shareholder(s) and the public in general.
Responsibilities (but not limited to the following):
• Define the overall strategy of the organization
• Implement organisational strategic plan approved by the Board
• Translate the business strategy into an operational business plan
• Develop Social Housing Projects within the transport corridor and inner city
• Define the required organizational structure to support the strategic plan of the Company
• Manage and guide the implementation of good corporate governance practices
• Ensure compliance with prevailing legislation
• Provide inputs and guidance to Board and Board Committees to facilitate effective strategic decision making
• Report to Board, Board Committees and Shareholders on JOSHCO performance
• Oversee development of business processes to facilitate effective business performance
• Ensure systems are in place for monitoring company performance against plans and budgets
• Ensure effective system of control covering financials and non-financials
• Provide general oversight of all organisational activities; oversee management of the day-to-day operations of the organizations
• Ensure risks that the company is exposed are identified
• Ensure Business development and acquisition of new business and client satisfaction
• Oversee the development of the company budget approved by the Board
• Monitor financial performance of the company
• Ensure projects are cost effective and maintain an acceptable level of quality
• Ensure clean audits
Minimum job Requirements, interested applicants must be in possession of:
• Minimum Master’s degree.
• Municipal Finance for Non-Finance Managers or Project Finance will be an added advantage.
• Extensive senior/ executive-level management experience of 5 to10 years in a large organisation including SOEs/ business related area.
• Working/ demonstrable knowledge of the MFMA Treasury Regulations, SHRA, Integrated Development Plan (IDP), KING IV and the Companies Act.
• Knowledge of all relevant legislation, policies and procedures relating to local government, human settlements, affordable housing, and social housing development.

• Housing Sector Legislation, Housing design and layout, Eviction management, Town Planning, Rent price setting.
