MANAGER: INTERNAL AUDIT 
SIX (6) MONTHS FIXED TERM CONTRACT (REF: 10/2023/61) 
SALARY: R 1 013, 633.68 – R 1 484, 337.90 PER ANNUM TCTC (ALL- INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES 
• Manage Probity and all other related Internal Audit assurance projects.
• To manage the unit and ensure effective and productive operations.
• Assist the Operations Manager of Internal Audit in the development and management of the Strategic and Operational Internal Audit Plans.
• Ensure adherence of the Internal Audit Plan to the professional standards of internal auditing.
• Ensure that an efficient auditing process exists within the organisation in the short and medium term.
• Compile audit related reports, as well as progress and/or assessment reports, and submit them to management as required.
• Define and/or adjust role boundaries, workflow processes and job designs against defined service delivery requirements.
• Manage the counselling and consulting with personnel on developmental goals, career paths and short-term targets and standards.
• Institute disciplinary action where necessary, following corrective measures in accordance with Human Resources policies and Codes of Good Practice as per the Employment Legislation.
• Manage skills development, monitoring the adequacy of available training interventions through the evaluation of competency that is demonstrated in workplace applications.
• Participate in the budget management process of the unit.
• Manage and monitor staff attendance, overtime worked, staff leave and work conflicts. Address any deviations and/or occurrences of abuse and/or abuse conflicts.
 
REQUIREMENTS AND SELECTION CRITERIA
• Bachelor of Commerce Degree/B Tech in Internal Auditing or relevant NQF level 7 equivalent.
• Registered member with the International Internal Auditing Standards (IIA).
• 8 years’ experience in Internal Audit, inclusive of 5 years at middle management level.
• Probity experience will be an added advantage.

INTERNAL AUDITOR X3
SIX (6) MONTHS FIXED TERM CONTRACT (REF: 10/2023/62) 
SALARY: R 699 495.26 – R 1 013 130.26 PER ANNUM TCTC (ALL- INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES 
• Execute Probity and all other related Internal Audit assurance projects.
• Ensure the implementation of the Internal Audit Plan, according to the Internal Audit methodology.
• Participate in the revision of the JRA risk register and the identification of risk mitigating measures to ensure effective operations.
• Contribute to organisational risk management through the identification of emerging risks during audit planning processes and assessments of the effectiveness of controls set by management to mitigate risks.
• Plan all assigned audits as per the Internal Audit methodology.
• Perform field work for all audit assignments and prepare adequate working papers which record the audit results and conclusions.
• Document audit findings and obtain adequate and sufficient evidence to support the findings raised.
• Engage with the client during the execution of the audit in order to obtain necessary information or to clear audit exceptions.
• Prepare audit files either electronically or manually for all projects with necessary working papers for the audit procedures performed and sign them off.
• Communicate all project challenges to the manager for intervention.
• Exercise diligence and professionalism in the execution of all audit assignments and ensure completion of all projects within set timelines.
• Review management comments and action plans to ensure that it addresses the control deficiencies raised.
• Execute follow up audits to ensure that agreed solutions are successfully implemented.
• Obtain evidence supporting the audit results.
• Continuously adhere to the audit process and the international standards of the professional practice of internal audit in execution of all audit assignments.
 
REQUIREMENTS AND SELECTION CRITERIA
• Bachelor of Commerce Degree/B Tech in Internal Audit or Accounting, or relevant NQF level 7 equivalent.
• Registered with the International Internal Auditing Standards (IIA).
• 5 years’ experience in an Internal Audit environment, inclusive of 3 years at supervisory level.
• Probity experience will be an added advantage.

CHIEF EXECUTIVE OFFICER 
5 YEAR FIXED -TERM CONTRACT

SALARY: HIGHLY COMPETITIVE REMUNERATION PACKAGE
 
KEY RESPONSIBILITIES 
• To formulate strategies for the JRA that are aligned to best practice and the CoJ objectives.
• To oversee the implementation of the organisational business plan and budget, so that the strategy is operationalized every year.
• To embed sound governance practices in terms of structures, systems, processes, procedures and controls within the JRA that ensure delivery on strategic and operational objectives.
• Ensure adherence to an organisational structure that supports strategy implementation.
• Institutionalise business processes and systems that manage business operations.
• Ensure the accuracy and upkeep of policies and procedures.
• Ensure that the organisation maintains good internal controls.
• Provide Board members with critical information that will facilitate management decisions.
• Draft, consolidate and interpret management reports so that internal and external stakeholders are informed of performance progress and relevant issues facing the JRA.
• To coordinate the organisation’s approach in terms of assurance activities (management, internal and external assurance providers) to provide assurance that the existing controls and mitigating factors exert the intended modifying effect.
 
REQUIREMENTS AND SELECTION CRITERIA
• Bachelor (Honours) degree in Engineering/ Business or NQF equivalent.
• 10 years senior management experience of which 5 years are at executive management level.
• Experience in some or most of the following – civil engineering consulting, Government, infrastructure development, civil engineering contracting and research in infrastructure development.
 
 
The position will be based at the JRA’s Head Office in Johannesburg.

HEAD: FINANCE - CHIEF FINANCIAL OFFICER 
(REF: 09/2023/60)
SALARY: HIGHLY COMPETITIVE REMUNERATION PACKAGE
 
KEY RESPONSIBILITIES 
• Drive the development of the JRA business strategy and the Service Delivery Budget Implementation Plan (SDBIP) as part of the Executive Management Team (EMT) to ensure alignment with the City of Johannesburg’s Growth and Development Strategy (GDS) and strategic priorities.
• Provide input to the JRA business plan and budget from the department’s perspective.
• To ensure that unit operational plans are aligned to organisational strategy by Facilitating approval of operational plans, Facilitating the approval of the departmental budgets, Reviewing performance on a quarterly basis.
• Ensure that the company maintains good internal controls.
• Report consistently to the CEO, executive management and the Board.
• Identify, update and manage the strategic and operational risks of the department via the Operational Risk Register.
• Develop and implement mitigating measures for the department.
• Contribute to the coordination of assurance activities to ensure the effectiveness of controls.
• Ensure that assessments of the quality of the assurance are conducted through interaction with the assurance recipients.
• Identify gaps in the assurance provided and review recommendations to close the gaps for the department.
 
REQUIREMENTS AND SELECTION CRITERIA
• Bachelor’s degree in finance or relevant NQF level 7 equivalent.
• 12 years’ experience in Finance, inclusive of 7 years at senior management and middle management, of which 3 years must be at senior management level.
• A Municipal Executive Financial Management certificate in terms of Government Notice R493, published in the Government Gazette No. 29967, dated 15 June 2007 on the minimum competency levels. A person who does not meet the minimum competency levels in the unit standards will be given an opportunity to obtain such qualification within 18 months from date of appointment.
• Valid driver’s license.
• No criminal record.
• The need to undergo security vetting.
• The need to undergo a competency assessment test.
• Disclosure of financial interest.
 
The position will be based at the JRA’s Head Office in Johannesburg.
