KEY RESPONSIBILITIES
Provide input to the development of the Regional Operations Strategy.
Communicate operational targets to the Depot Managers to facilitate implementation.
Provide technical implementation support to Depot Managers to ensure the achievement of strategic objectives.
Monitor and review performance against the Operational Plans from an engineering work perspective.
Prepare and present medium- and long-term plans and forecasts for operational, maintenance and equipment requirements.
Contribute to the development of the integrated service delivery plan for the region in consultation with ME, SOE, Government and the CoJ departments.
Develop and implement internal SLAs with other JRA business units that define roles and responsibilities.
Monitor HR statistics on a monthly basis (absenteeism, sick leave, time and attendance, overtime, misconduct, lost time and injury rates). Address exceptions and problem areas in order to improve operational performance.
Oversee the implementation of OSHAS 18001, ISO 9001 and ISO 14001. Oversee the leveraging of IT operation systems.
Ensure compliance with the Transportation and Roads Sector Mandate.
Ensure that the Regional Operations Plan is compliant with the service delivery mandate.
Contribute to the development of JRA business strategy and service delivery budget implementation plan (SDBIP) to ensure alignment with the City of Johannesburg’s Growth and Development Strategy (GDS) and strategic priorities.
Provide input to the JRA business plan and budget from the business unit’s perspective.
Monitor adherence to an organisational structure that will support strategy implementation.
Enforce legislative compliance from a business unit perspective.
Provide management reports so that internal and external stakeholders are informed of performance progress and relevant issues of the business unit.
Monitor and report on risk and mitigation within the business unit.
Contribute to the coordination of assurance activities to ensure the effectiveness of controls for the business unit.
Oversee talent management for the business unit in terms of recruitment, retention and individual skills development.
Facilitate compliance with the Municipal Finance Management Act (MFMA).
Provide relevant stakeholder information that will contribute to the stakeholder analysis exercise.
Facilitate effective liaison with internal and external stakeholders on projects.
REQUIREMENTS AND SELECTION CRITERIA
Bachelor’s degree in Civil Engineering - NQF level 7 or equivalent.
ECSA candidate registration.
Ten (10) years’ experience in Civil Engineering, inclusive of five (5) years at management level, of which one (1) year must be at a senior management level.

KEY RESPONSIBILITIES
Comply with legislation related to the management pf storm-water, viz. NEMA (National Environment Management Act) and the National Water Act to ensure limitations and regulations pertaining to the treatment/handling of the environment as well as water resources are adhered to.
Inform the Department of Minerals and Energy to take corrective action on any non-compliance to legislation regarding acid rain drainage observed during own department’s operations.
Ensure the Dam Safety Inspection regulations are adhered to.
Protect the natural environment of resources, e.g. greenfield-sites, rehabilitation sites and new projects observe the stipulations of the Act.
Obtain ROD (Record of Decree) from the Department of Agriculture and Rural Development (GDARD) in relation to any projects impacting the environment. Prepare a Storm-water Master Plan for the City of Joburg.
Prepare a generic master plan which specifies/lays out the required storm-water system for an identified geographic location.
Prepare a localized master plan to address the flooding of a specified area. Incorporate Weather Intelligence Competency.
Apply Geotechnical Intelligence. Incorporate Network Storm-water Master Planning. Incorporate SUDS – Rainwater Harvesting - design methodology.
Ensure Development Control Assistance for each region.
Prepare a GDS – Urban Water Management Plan.
Appoint and project-manage professional external service providers in the development of the master plans as required.
Supervise construction of new roads and storm-water drainage systems carried out by developers, which will be taken over by the JRA.
REQUIREMENTS AND SELECTION CRITERIA
Bachelor’s degree in Civil Engineering or relevant NQF level 7 equivalent.
Project management as a prerequisite.
ECSA Registration.

KEY RESPONSIBILITIES
Ensure the implementation of the Internal Audit Plan, according to the Internal Audit methodology.
Participate in the revision of the JRA risk register and the identification of risk mitigating measures to ensure effective operations.
Contribute to organisational risk management through the identification of emerging risks during audit planning processes and assessments of the effectiveness of controls set by management to mitigate risks.
Assist with the coordination of external audit processes and follow up on issues raised in the management letter for the implementation of action plans by management to mitigate risk exposure.
Plan all assigned audits as per the Internal Audit methodology.
Perform field work for all audit assignments and prepare adequate working papers which record the audit results and conclusions.
Document audit findings and obtain adequate and sufficient evidence to support the findings raised.
Engage with the client during the execution of the audit in order to obtain necessary information or to clear audit exceptions.
Prepare audit files either electronically or manually for all projects with necessary working papers for the audit procedures performed and sign them off.
Communicate all project challenges to the manager for intervention.
Exercise diligence and professionalism in the execution of all audit assignments and ensure completion of all projects within set timelines.
Review management comments and action plans to ensure that it addresses the control deficiencies raised.
Execute follow up audits to ensure that agreed solutions are successfully implemented.
Obtain evidence supporting the audit results.
Execute ad hoc audit assignments, including fraud examinations, as assigned by the manager and the ops manager.

QUALITY ASSURER (TRAFFIC SIGNAL) (REF: 24/2021/126)
SALARY: R 373 300.83 – R 559 951.24 BASIC SALARY PER ANNUM
KEY RESPONSIBILITIES
To monitor and maintain quality control standards in all new traffic signal installations and/or alterations to existing traffic lights from the initial phase of the project/s to completion.
Deliver on the customer service standards for planned activities related to traffic signals.
Participate during planning of projects and/or implementations, ensuring documentation of specifications of work to be done and assisting with pre-construction activities.
Monitor all new traffic signal installations and alterations to existing traffic lights, ensuring their alignment to the SARTSM manual.
Take photos of installations and capture necessary information in order to compile evidence of work done.
Look out for any disturbances on existing installations as the project progresses.
Liaise with relevant stakeholders like Eskom, City Power and Joburg Water to organise wayleaves, as well as emergency wayleaves when there is no drilling to be done.
Conduct daily visits to sites, whilst reporting to the office daily to load photos, capture information and liaise with senior technicians.
Ensure completion of the project/s, liaise with engineers to further assess the site and sign off, whilst ensuring that sites are left in good state (e.g. neat with grass replanted if there was grass, paving redone where it was removed, etc.).
Check for adherence to safety measures, ensuring that contractors comply, for example, where barricading is required, it is done correctly.
REQUIREMENTS AND SELECTION CRITERIA
3-year Diploma in Electrical Engineering or Electronics, or relevant NQF 6 equivalent.
Valid code 8 driver’s license.
3 years’ experience in traffic signals
