Applicable total annual salary is R 1 708 360.64 total cost to company (including benefits)
Purpose of the position
To ensure HR plan alignment with implementation of corporate plan and strategy. This role will be engaged in providing generalist HR support across a varied spectrum of subject matters from HR strategy, advice and change management solutions, supporting the introduction of the basic foundations required to make the HR function operational, visible, and relevant. The incumbent must have a strong and proven IR background.
1. Qualifications and Experience
Honors Degree in Human Resources / Industrial Psychology or related field
8-10 years’ experience in Human Capital Management
5 years’ experience in People Management.
MBA and/or Masters in Humanities, Behavioural Science, and Industrial Psychology will be an added advantage.
2. Implement strategic HR Framework for JPC
Align HR plan with the implementation of corporate plan and strategy.
Identify and implement key strategic HR drivers in support of the corporate plan and strategy.
Develop, align and implement talent management strategies with JPC strategic objectives
Provide leadership and strategic support on Human Resources matters relating to talent management
Develop and implement effective talent acquisition strategies
3. Ensure overall management of HR function
Ensure compliance with all relevant labour legislation
Ensure that employee relations are maintained within the organisation.
Ensure that HR records are accurately maintained (data integrity)
Ensure the implementation of employee benefits, remuneration policies and programs.
Manage the implementation of SLAs between HR and the business.
Ensure fit for purpose policy development, documentation and implementation.
4. Human Resource Management Information System
Maintain an appropriate information system for JPC
Ensure the provision of analytical reports for the business
Maintain the payroll system
5. Manage employee management performance systems within JPC
Ensure that Training and Development interventions are aligned to the organisation’s balanced score card and contribute to the attainment of its overall objectives and goals.
Manage the development and implementation of integrated performance management process
Oversee the development, approval and implementation of HRD and Leadership Development programmes
Analysing and reporting on the overall departmental performance on a quarterly basis for submission.
Ensure evidence is in place
Write out monthly performance report for the company and submit to relevant structures
Coordinate inputs on behalf of the department for annual report, cluster plans ad business plans for Property Portfolio and JPC
6. Departmental Business Plan and budget
Prepare and submit both Capex and Opex budget application for the department
Monitor the department’s spending on a quarterly basis
Prepare the department business plan in line with the company strategy company business plan, sectoral plans and Mayoral Priorities
Preparing, monitoring and controlling the departmental budget in line with the departmental requirements
Budgeting for department in order to compile annual budget for the unit as instructed by the CFO
7. Operation Clean Audit Report(OPCAR) for the department
Coordinate the development of a departmental OPCAR tracking register
Assist the Executive Manager in monitoring the implementation of action plans and report on progress
Perform and coordinate adhoc assignments that come to the Execute Manager
Attend meeting on behalf of the Executive Manager and ensure that the department is properly represented at all relevant forums.
8. Organisational development and change enablement
Actively promote the assimilation of organisational effectiveness and change management competencies in the various divisions.
Facilitate, support and consult on endeavours to engender organisational values in the company and creation of a unique organisational culture
Change leadership and transition efforts facilitated across divisions in JPC.
Diagnostic tools, i.e. employee survey, performance review, and HR metrics employed to support effective organisational decision making related to human resources.
Collaborate across the Human Resources functions to ensure convergence in purpose and execution of organisational effectiveness and change.
9. Transformation
Manage the annual BBEE assessment by the appointed agency
Agree transformation targets with the MD together with the respective Heads of divisions
Identify Company BEE champions and ensure training on the relevant Codes of Good Practice
Conduct information session with EXCO teams to highlight major changes, concerns, strategies, action plans in line with the CoJ strategy and policies
Guide and assist operational BEE champions in the crafting of appropriate strategies and action plans to achieve the transformation targets
Conduct mini-audits across JPC operations to ensure compliance to set targets
Assist and guide operations when considering proposals as to the impact of their BBBEE scores Consolidation of JPC’s BBBEE information.
