DEBT COLLECTIONS CONTROLLER/MANAGER: D4

Reporting to the Divisional Manager: Debtors Management and Treasury, the Debt Collections Controller/ Manager will lead and control the Debt Management Team, ensuring operational efficiency and service excellence by implementing effective debt management policies and procedures designed to reduce outstanding debt. 
 
The successful candidate’s responsibilities will be to: 
  • Identify and implement best practice in debt collection timeframes and limit arrears. 
  • Implement arrears status classification tracker and ensure appropriate action is taken. 
  • Review trends and develop mitigation strategies to address problem loans. 
  • Recommend and justify investment write offs. 
  • Develop debt management policies and procedures. 
  • Establish process standards in line with objectives e.g. turnaround times, service standards. 
  • Monitor and direct actions of the team ensuring policies and procedures are followed and service provided efficiently and effectively. 
  • Continuously improve processes to ensure appropriate interventions are implemented timeously. 
  • Ensure clients concerns are resolved efficiently. 
  • Ensure all procedures and processes comply with required legislation and/or corporate policies. 
  • Coordination with legal collection to ensure that repossessions are effectively managed. 
  • Manage the performance of subordinates and implement development and corrective actions where appropriate. 
 
The following minimum requirements should be met to be considered: Qualification: 
  • Bachelor’s degree in in Finance/Accounting or equivalent of NQF level 7 Commercial Qualification. 
 
Experience:
  • 3 – 5 years’ experience in Credit/ Debt Management. 
  • 3 years’ experience in managing a team. 
 
Requisite Functional Competencies 
  • Advanced knowledge of the credit environment and laws 
  • Basic knowledge of relevant legislation e.g., Banks Act, FAIS, FICA, NCA and PFMA 
  • Knowledge and experience in MS Office 
  • Conflict management 
  • Negotiation skills 
  • Customer relationship management 
  • Strong quantitative background. 
  • Willingness to travel frequently. 
  • Valid code 8 drivers’ licence with own reliable vehicle.

Reporting to the Compliance Manager, the Compliance Analyst will identify, assess, manage, monitor, and report on regulatory compliance within IDFC.
 
The Compliance Analyst will: 
• Conduct substantive research and provide updated information that will assist management with development of effective risk policies and procedures. 
• Draft control measures to ensure compliance and facilitate the implementation. 
• Assist in the development of Risk Management plan. 
• Monitor controls that have been implemented to test the level of compliance. 
• Advise on compliance regulatory requirements. 
• Provide assistance on drafting reports on a monthly, quarterly and annual basis and submit thereof. 
• Maintain contact with external supervisory authorities. 
• Maintain current updates on the laws and regulations by keeping abreast of recent changes that may affect the organisations policies, procedures and processes. 
• Liaise with managers on the progress of the projects. 
• Follow up on outstanding issues on the checklist. 
• Prepare compliance year plan which incorporate compliance monitoring which is in line with the group’s plan. 
• Assist with planning of compliance awareness campaigns. 
• Implement compliance awareness initiatives. 
• Ensure up to date records are maintained. 
 
The following minimum requirements should be met to be considered: 
Qualifications:
• Bachelor’s degree in commerce and /Law (LLB) 
• Certificate in Compliance. 
 
Experience:
• A minimum of 3 years’ experience in similar role 
 
Professional Registration 
• Be registered with South African Compliance Institute 
 
Requisite Functional Competencies: 
• Computer literacy in Ms Office 
• General working knowledge of relevant legislation such as: FIC, NCA, PFMA, FAIS, OHS. 
• Valid Driver’s Licence. 
• Knowledge and understanding of Public Financial Management Act.

Reporting to the Group Company Secretary, the Company Secretary will ensure Ithala Development Finance Corporation’s compliance with relevant laws, statutory regulations and the execution of Board responsibilities are in the best interest of the company as the custodian of effective corporate governance. 
 
The Company Secretary will: 
  • Convene and administer meetings for Board and Committees, in consultation with Chairpersons, Group Chief Executive and Executives. 
  • Prepare minutes of the Board and Committee meetings, capturing the essence of the discussion and precisely interpreting core issues. 
  • Ensure that the Board and its Committee decisions are communicated and followed up with the relevant parties. 
  • Contribute to the group annual calendar ensuring that there are no meeting clashes for all Directors and Executives within the group. 
  • Prepare for the annual general meeting and management of Shareholder and Stakeholder interface, leading to the AGM. 
  • Prepare for round-robin resolutions and extracts as and when necessary. 
  • Ensure that systems are in place for managing information according to best practice. 
  • Ensure compliance with relevant statutory and regulatory requirements, in line with Companies Act. 
  • Conduct statutory audits to ensure that statutory documents for all companies within the group are in order. 
  • Lodge CIPC forms as and when necessary. 
  • Provide advice to board members on their fiduciary duties and responsibilities and on meeting procedures. 
  • Maintain a register of Directors’ interests in contracts and entities. 
  • Advise on recommendations of the King Code on Corporate Governance. 
  • Provide advice on good corporate governance. 
  • Keep abreast of new legislation and developments and assess impact thereof on the business. 
  • Analyse internal and external environment factors. 
  • Evaluate and report on national and international governance trends and statistics. 
  • Implement interventions/programmes to introduce best practice. 
 
The following minimum requirements should be met in order to be considered: 
Qualifications:
  • LLB degree/B. Proc or equivalent Law degree or relevant NQF7 qualification in company secretariate (CIS) 
 
Professional registrations: 
  • Admitted Attorney and registration with Law Society of South Africa will be advantageous
  • CSSA (Chartered Secretaries Southern Africa) registration as a Chartered Secretary (CIS) will be advantageous 
 
Experience:
  • 5 years relevant experience with relevant minute taking experience and report writing. 
 
Requisite Functional Competencies: 
  • High level of understanding and experience in the application of Public Finance Management Act, as well as related legislation 
  • Knowledge of Corporate governance, Company Law and King IV 
  • Ability to read, analyze and interpret the most complex documents 
  • Ability to respond effectively to the most sensitive inquiries or complaints 
  • Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors 
  • Ability to define problems, collect data, establish facts, and draw valid conclusions 
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables 
  • Computer Literacy (Ms Office: Word, PowerPoint, Excel) 
  • Knowledge of all legislation pertaining to IDFC 
  • Knowledge and experience in financial planning and forecasting 
  • Knowledge of enterprise risk management concepts, frameworks and methodology 
  • Knowledge of legislative compliance
