Ithala SOC Ltd is a wholly owned subsidiary of Ithala Development Finance Corporation and currently operates exclusively in the KwaZulu Natal Province focusing on the lower LSM market. It operates under a banking licence exemption notice from the South African Reserve Bank which allows it to act as a deposit taking institution and advance loans to individual customers. 
 
As part of achieving financial sustainability, Ithala is in the process of building a banking model underpinned by fit for purpose systems and processes, assurance and governance, and appropriate skills and expertise. An important element of this process is to reorganise the Treasury function to align with the corporate objective of modernising the banking model to become innovative and to enter new market segments and to further develop our public sector banking franchise comprising of provincial employee banking, business banking and investment banking. In this regard, Ithala is looking to recruit a competent Treasury Manager with extensive experience in a Treasury environment in South Africa.
 
 
The primary responsibilities include the following: 
 Develop and constantly review the funding strategy and ensure to ensure an optimal capital structure and diversification of funding sources. 
 Prepare and recommend investment limits submissions for financial institutions.
 Manage Liquidity to maximise on returns within the risk parameters approved by the Board. 
 Develop cash flow forecast models to meet Ithala business requirements. 
 Identify daily funds position and surpluses. 
 Perform budget forecasting and internal pricing. 
 Ensure appropriate investment of liquidity funds in line with approved policy 
 Prepare cashflow statements for the purposes of budgeting, forecasting and year-end annual financial statement and audit purposes. 
 Conduct investigations to determine the nature and extent of treasury risks and proactively formulate a remedial action plan for mitigation. 
 Proactively amend the risk procedure subsequent to the implementation of remedial actions. 
 Conduct annual treasury policy review through the internal governance structures. 
 Review the Treasury mandate of Ithala and recommend appropriate organisational design in line with business needs. 
Develop and maintain key strategic relations with key stakeholders such as the legal and regulatory institutions and the Reserve Bank 
 
The following minimum requirements must be met in order to be considered for this position: 
 A postgraduate degree in Commerce/Business Sciences. 
 Registration with the Bond exchange person’s exams 
 A minimum of seven (7) years’ experience in a treasury environment. 
 Sound knowledge of the relevant legislation applicable to Ithala SOC Ltd e.g. Bank’s Act, FSCA, PFMA. 
 Knowledge of financial instruments risk. 
 Knowledge and understanding of the applicable treasury policies and procedures.
 Proven track record in leadership and management of senior teams. 
 Well - developed interpersonal skills and ability to communicate assertively at all levels. 
 Strong leadership, decision making and problem solving capabilities. 
 Innovative, creative and technically sound approach to work.
