PURPOSE OF THE JOB
The key purpose of this role is to facilitate the successful implementation of the defined INSETA learning strategy to deliver the required learning and skills outcomes for stakeholder impact and return on investment.  The role will support delivery against the targets and projects assigned to the Learning Division: Youth Programmes Manager.
 
MAIN ACCOUNTABILITIES
Learning Programme Strategy, Planning and Policy Implementation 20%
  • Develop and implement the Project Charters to achieve the approved learning programme strategy.
  • Develop and implement ToR’s for learning programmes for the Youth division.
  • Develop and implement guidelines for learning division for youth programmes.
  • Develop and implement Youth division mandate in achieving the learning programme objectives.
  • Execute on research related to Pilot programmes and extension of scope of existing programmes.
  • Provide input into the DG funding policy and procedure updates and implementation of the policy.
  • Responsible to meet divisional targets based on DHET SLA and APP targets.
  • Develop criteria for learning programmes that is aligned with the approved learning programme strategy and the programme deliverables.
  • Fulfil statutory requirements linked to programmes.
  • Adapt procedures to meet programme implementation requirements.
  • Report on learning division youth programmes as required.
  • Identify, prepare and submit projects for monitoring periodically.
  • Prepare the quarterly Project progress reports with supporting documents
 
Contract Management 20 %
  • Establish a MOA/funding agreements and outline deliverables, set timelines and develop a payment schedule.
  • Develop criteria for selection of Learning division for youth beneficiaries in line with INSETA policy, strategy and learning programme requirements and priorities.
  • Coordinate the signing of contracts and on-boarding of all project beneficiaries.
  • Ensure the performance and compliance of all project beneficiaries and service providers in line with contractual requirements and INSETA performance stipulations.
  • Ensure the processing of Project beneficiaries and stakeholder payments are in line with the INSETA policy and procedures.
  • Coordinate that all required documentation to track contract progress is received by the defined deadlines.
  • Make recommendations on contract termination and extension at contract end dates.
  • Manage and address non-performance with all stakeholders, setting performance improvement targets and monitoring compliance.
  • Report on contracts as required.
 
Finance and Budgeting 20%
  • Provide input to the Compilation of the managed projects Budget.
  • Recommend for approval by DGEC and DGAC for allocation of funding as per application.
  • Monitor of actual expenditure vs budget
  • Monitor the project dashboard including Finance and contract dashboards as per the spend allocations to the projects.
  • Recommend for Approval of project payments in line with the DG funding policy
 
Corporate Governance and Reporting 10%
  • Adhere to the internal and external (DHET SLA and APP) INSETA Governance requirements by providing required documents and evidence of targets reported to the AG and IA Representatives as required during audits.
  • Respond to any Audit findings and implement mitigation actions where required.
  • Monitor internal performance against targeted objectives as per the APP and report on deviations.
  • Ensure delivery and utilisation of applicable systems and information provision in line with SLA’s and INSETA expectations.
  • Attend and report on outcomes from committees (Steering Committees, Specialist Forum, DG Evaluation-, BSC and BEC)
 
Stakeholder Expectation Management 10%
  • Represent Learning Programmes on first contact including responding to communication professionally and building professional and supportive relationships with stakeholders that engage on a regular basis as required.
  • Build influential relationships with stakeholders to support effective and efficient processing of INSETA requirements in the Sector (AG DHET, Seta’s and other professional bodies)
  • Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships within the defined timeframes
 
Project Management 10%
  • Identify proposed learning programmes and projects in line with learning programme priorities and submit recommendations for approval.
  • Brief project beneficiaries on project and programme delivery objectives, reporting requirements and required outputs.
  • Set up project tracking tools and reports and implement with beneficiaries.
  • Track project progress and resolve challenges as required.
  • Coordinate and report on specific Project close outs
 
People Management 5%
  • Build capacity within the team!
  • Monitor, evaluate and manage the team performance.
  • Build a cohesive, high performing team
 
General Administration 5%
  • Day to day management of mailboxes and responding to correspondence
  • Oversee the Admin dashboard and ensure all deliverables are met.
  • Provide information from records and database as required by stakeholders.
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: A relevant qualification (NQF Level 6) in Project Management, Learning and Development, Education, Commerce or another relevant area or similar is required.
Preferred Requirement: NQF 7 qualification in a similar field would be preferable
 
Experience
Minimum Requirement:  A minimum of 3 years relevant grant administration and Skills Development experience is required.
Preferred Requirement: Appropriate experience in the Public Sector environment.
A minimum of 2 year’s Supervisory experience is preferred.
A minimum of 2-year Seta related Project Management experience would be preferred.
 
REQUIRED KNOWLEDGE AND SKILLS
 
Knowledge
Minimum Requirement: Knowledge and understanding of the PFMA and NT regulations.
Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)
 
Skills
Minimum Requirement: Attention to detail, ability to work under pressure and meet deadline under challenging circumstances.

PURPOSE OF THE JOB
The key purpose of this role is to support the Specialist to achieve the targets as set by DHET, in achieving accurate numbers of completions and employment of candidates.
To execute on the divisional administration and recordkeeping processes pertaining to the Learning Programme Implementation.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Learning Programmes Administration and Support 60%
Support to the Specialist:
  • Support the Specialist with the application window process for both Seta and Industry Funded
  • Extract data from the system/manually relating to the window applications and execute a desktop assessment.
  • Prepare and submit spreadsheet with employer details to the Specialist for assessment and submission to DG committees.
  • Support the specialist in receiving applications, evaluations and recommendation from the stakeholders.
  • Receive the final approvals and communicate/issue the outcome of the applications to all stakeholders by means of recommendation letters.
  • Generate recommendation letters and ensure that the documents are signed prior issuing of the letter to the stakeholders.
Implementation administration commences:
  • Validate and approval information and documents submitted by stakeholders on the MIS System
  • Evaluates the learner spreadsheet submitted by stakeholders versus the documents submitted to check for completeness and accuracy.
  • Generate the funding agreements/contracts and ensuring that the contracts are signed prior forwarding them to the stakeholders.
  • Submit the final spreadsheet to Specialist for final funding agreement letters and communicate/issue those upon signing of the agreement by all.
  • Assist in conducting the induction and compliance workshops with the stakeholders prior the commencement of the training.
  • Responsible for the implementation of the project from end to end.
  • Responsible for the contract management of the project
  • Responsible for the implementation of the project including the monitoring of project activities, facilitation of the progress and closure process of the project.
  • Continuous tracking and follow up on all documentation and queries relating to the project.
  • Develop and maintain an electronic filing system.
  • Ensure that all documentation is drafted accurately within turnaround time, filed securely and confidentiality is maintained on an ongoing basis.
  • Handling stakeholders’ queries via telephone, e-mail or walk in clients including sorting and acknowledging all incoming email correspondence.
 
Finance and Reporting Administration support 40%
  • Upon the signed final funding agreement, the Stipend payment process must commence and request the invoices for payment from stakeholders.
  • Check the invoice against the deliverables as per the funding agreement.
  • Prepare the RFP and ensure that the payment is submitted to Finance for payment.
  • Validate and report the Proof of Payments pertaining to the project recipients.
  • Create, maintain and update the Project dashboard including the finance and contract dashboard.
  • Report the Project performance including the evidence to Specialist.
  • Continuous tracking and follow up on all contractual obligations, reporting and different intervals and queries.
  • Co-ordination of meetings, compliance workshops, steer-com meeting periodically and on ad hoc basis
  • Preparing and distributing packs for meetings and workshops periodically and on an ad hoc basis
  • Coordinating and arranging all travel, venue and accommodation within area of work as required
  • Provide all required documentation and information as required by DHET and Auditors (AG and AI) and other reporting entities
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: Grade 12 or equivalent is required plus any NQF5 tertiary administration/ project administration / business administration or related qualification.
Preferred Requirement: NQF 6 qualification in Administration and Office Management
 
Experience
Minimum Requirement: A minimum of 1 to 2 years relevant experience in administration
Preferred Requirement: Relevant experience in the Public Sector environment.
