PURPOSE OF THE JOB
Responsible for supporting the Operations with the Administration of Discretionary Grants (DG) Projects, Budget and Expenditure, Monitoring of the commitments register and financial reporting to ensure adherence to all regulations and statutory requirements and both Internal and External Audit.
KEY PERFORMANCE AREAS - OUTPUTS
Discretionary Grants Projects Financial administration 40%
- Co-ordinate the annual DG budget charter to APP with all core divisions and finance
- Reconciliation of DG recommendations with approved DG budget as well as DG Contracts
- Quality assurance of recommendation letters to ensure alignment with DG recommendation
- Review and ensure vetted DG standard contract framework is implemented
- Quality assurance of all final agreements/ and contracts to ensure alignment with the DG recommendation
- Ensure that all contracts are fully signed, properly dated and witnessed by delegated officials and that the start and end dates on the contract have been properly recorded in the commitment register.
- Quality assurances of all payment’s batches against project expenditure deliverables before submission to finance
- Monitor the implementation of the DG financial targets and reporting on a monthly basis
- Schedule meetings with core managers to ensure alignment of the division’s commitment register with finance
- Monthly update the commitment register with new contracts immediately on receipt of a duly signed contract and reporting thereof.
- Review and perform recalculations of all addendums and closure letters, and update the commitment register
- Review the commitment register to ensure that addendums and closure letters for identified contracts are done timeously.
- Co-ordinate core and finance commitment register with payments/ expenditure timeously
- Present feedback on misalignment and ensure correction
- Identify compliance gaps and recommend solutions
- Update and maintain the Commitment schedule on the centralised shared drive which includes recommendations, final allocations, payments, clawbacks and withdrawals (where applicable)
- Flag and update any new risks for attention by Project owners
Reporting and Compliance 30%
- Compile relevant reports and feedback mechanisms to evaluate project performance ensuring good practice and lessons learnt are disseminated internally and externally, in terms of Legislative requirements.
- Facilitate the audit information between the Auditors and Managers
- Validate the compilation of monthly consolidated Project Commitment reports based on the Management Reports.
- Compilation of Monthly/Quarterly/Annual DG Performance reports for submission to OPDR Manager and Core Managers.
- Coordinate, evaluate and respond to audit requests for internal and external audit requirements around Commitment with Finance
- Receive, check, and submit the Validation report to OPDR Manager and EMO.
- Contribute to the quarterly trends report for EEMT feedback.
Stakeholder Engagement and Team Support 15%
- Investigate any concerns raised by stakeholders.
- Support the team in resolving the concerns as required concerning budgets, expenditure and valid contract periods

- Plan and schedule the CEO’s annual, quarterly, monthly, weekly and daily plans and tasks as required
- Schedule and coordinate meetings in the CEO’s diaries as required
- Identify meetings that the CEO cannot attend and recommend alternative attendee as required
- Manage that meetings are well coordinated and organised including all meeting logistics as required
- Develop and update the departmental and organisational annual calendar with all key engagements and deliverable deadlines, implement reminders and coordinate that all calendar deliverables are received on time and to standard by the agreed dates
- Plan and schedule the Executive or Management’s annual, quarterly, monthly, weekly and daily plans and tasks as required
- Acts as the CEO office gatekeeper and provides alternative options to direct access to the CEO
- Draft meeting documentation including minutes, agenda’s, matters arising, resolutions and meeting invitations, submit for approval and distribute within agreed turnaround time

REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
- Minimum Requirement: Grade 12 or equivalent and an NQF 6 qualification in Administration Management or any relevant qualification equivalent to an NQF 6.
- Preferred Requirement: NQF 7/8 qualification in Business Management or Public Sector Management
Experience
- Minimum Requirement: A minimum of 5 to 10 years relevant experience in supporting Executives in a PFMA environment
- Minimum 5 years as an Executive Assistant/PA at senior management level. CEO level preferred
- The candidate much be Well-Groomed and Presentable
- Preferred Requirement: Relevant experience in a Public Sector/Seta environment
REQUIRED KNOWLEDGE AND SKILLS
Knowledge
- Minimum Requirement: Knowledge and understanding of the PFMA and NT regulations

PURPOSE OF THE JOB
The main purpose of the job is to provide professional legal and advisory services on behalf of the INSETA. This role is responsible for the review of legal and contractual risks and ensuring the efficient administration of legal-related matters.
KEY PERFORMANCE AREAS - OUTPUTS
Legal advice and Opinions 30%
- Contribute to the successful implementation of the INSETA Excellence model
- Keep abreast of issues, anticipate changes in demand/regulatory changes and effect timely interventions to address the changes, working with the appropriate Heads to introduce these into the service
- Proactively and flexibly work with the other Legal Support Managers to improve the quality and efficiency of legal support services provided to the business, ensuring consistency of approach
- Take proactive steps together with divisions to mitigate any potential litigation matters that may impact the INSETA.
- Advice on remedial action on non-conformance to performance standards
- Review legal instruments to ensure adequate protection of INSETA’s interest.
- Detect early warning of all risky and potentially litigious matters from divisions in order to provide timeous legal advice and avoid potential and unnecessary litigation.
- Provide well-researched and cogent advice to divisions regarding potentially litigious matters.
- Proactively manage external legal service providers by providing clear and well-informed instructions in pending litigation matters.
- Provide general legal support and advice to management and divisions to protect the reputation of the INSETA
- Ensure that all records relating to all matters are properly kept and archived when matters are closed.
- Manage and lead all projects and initiative within the legal advisory services unit
- Provide capacity building and facilitating information sessions pertaining to all legal matters.
Contract Management 10%
- Responsible for drafting, vetting, reviewing, negotiating and re-negotiating of legal agreements, including service level, intermediary and binder, outsource agreements and other legal documentation
- Research and develop proposals on various strategic initiatives
- Implement and effective contract management system
- Develop and implement a procedure for termination and/or ceding of contracts as and when required.
Compliance with statutory requirements 20%
- Develop overall corporate legal policies and procedures.
- Review INSETA’s legislative objectives and mandate to assess the gaps among the legal frameworks.
- Contribute substantively to the INSETA’s strategy, planning and reporting processes
- Consult with divisions and external legal counsel on litigation strategy when required.
- Coordinate internal stakeholders to prepare briefs and recommend litigation remedies.
- Provide opinion, advice and interpretation of new legislation and regulations
Organisational litigation 5%
- Provide written comments on litigation documents prepared by external legal counsel in order to ensure that the INSETA’ position in all litigation matters is fully and properly articulated and thereby protect the INSETA’ interest.
- Research and draft, legally sound, implementable and timely opinions as required by the INSETA to inform key decisions.
- Provide sound advise on litigation matters.
Governance and Reporting 10%
- Advise INSETA on governance and legal matters
- Advise on matters of Good Governance; the Companies Act and King IV
- Coordinate and manage the support to the CEO in respect of Board and external meetings
- Review service of the panel of attorneys on a monthly basis and establish guidelines for the usage of the panel
- Liaise with external Attorneys and prepare comprehensive briefs to counsel as and when required Develop, monitor and/or review Dispute Resolution Framework
- Prepare reports for presentation to relevant governance structures
Risk Management 5%
- Collaborate with the risk management in the review and maintenance of the INSETA Regulatory Universe and development of Compliance Risk Management Plans
- Development and implement action plans in response to the legal operational Risk Register

Financial support 10%
- Execute prudent and proper management of Legal Advisory Services in line with INSETA policies and Public Finance Management Act, 1999.

REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
- Minimum Requirement: Grade 12 or equivalent plus an LLB (NQF 8) qualification Degree or equivalent
- Admitted attorney of the High Court of South Africa
Experience
- A minimum of 5 years’ experience in a management position providing Legal services (in Litigation, Contract Management and or in Regulatory Compliance Environment
- 3 years’ post admission experience (as admitted attorney of the High Court of South Africa)
- Knowledge of Administrative, Civil, Criminal, Corporate and Contract Law
- Knowledge of contract management
REQUIRED KNOWLEDGE AND SKILLS

PURPOSE OF THE JOB
The primary role of the Manager: Internal Audit is to coordinate, implement and manage specific processes to support the implementation and execution of the Audit Plan and Audit Strategy for INSETA.
KEY PERFORMANCE AREAS - OUTPUTS
Internal Audit 40 %
- Assess significant activities of the INSETA, in terms of the adequacy of internal controls relative to the risk profile
- Ensure that emerging risks and control deficiencies are identified and addressed effectively, efficiently and timeously
- Analyse operational and management processes and system controls effectiveness and efficiency in order to improve them and propose value-added recommendations
- Perform reviews of significant activities of the INSETA and ascertain the level of risk, and appropriately set the audit priority for such activities
- Evaluate new or changing services, processes and operations
- Coordinate the outsourced Internal Audit services in adherence to the Internal Audit Plan
- Coordinate and monitor the implementation of the audit action plans, in consultation with relevant internal stakeholders
- Contribute to preparation of the annual internal auditing plan in line with IIA standards for approval by the Audit Committee
- Promote a high level of control awareness throughout the INSETA
- Assist in the deterrence of fraud by evaluating the adequacy of internal controls in mitigating fraud risks
- Follow-up on the progress of implementation of recommendations and monitor the improvement actions taken by the divisions in addressing audit findings
- Conduct internal audit of significant activities of line departments to ensure compliance, and to mitigate risks
- Provide support to the office of the CEO and Executives on all matters relating to internal and external investigations.
Combined Assurance 30%
- Ensure the development and implementation of the Combined Assurance Framework for INSETA

Qualifications
Minimum Requirement:

- Member of the Institute of Internal Auditors (IIA)
- Added Advantage: NQF level 8 qualification in Auditing / Accounting
- Obtained or studying towards CIA/CISA/CA
Minimum Requirement:
