PURPOSE OF THE JOB
Coordination of marketing support activities and the management of the INSETA CRM system.
 
KEY PERFORMANCE AREAS - OUTPUTS
  • Support the stakeholder specialist and manager in overseeing the department's operations.

REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
1. Honours Degree in Business management / Administration or related.
2. Masters degree is an added advantage
 
Experience
Ten (10) Years Experience at Senior Management level preferably in a public sector.  
1. A clear understanding of fundamental workings in the HR, IT, Legal, Stakeholder Relations and other transversal operations will be a key success factor in this role.
2. Understanding of the performance management framework and target driven methodologies.
3. Proven experience for managing allocated budgets.
4. Experience getting the best of your team and inspiring employees to self-develop and perform at their optimal best.
5. Proven experience as an Executive Manager or similar executive role.
6. A strong understanding of setting and managing performance standards.
7. Experience in formulating, approving and presenting departmental Opex and Capex budget.

PURPOSE OF THE JOB
Responsible to provide Specialist   support to the ETQA Division to ensure that all learner records are accurate, and achievements are quality assured on the Management Information System (MIS) in accordance to laid down policies and procedures.
 
Responsible for the Verification Process (Quality assurance of Learner Achievements) of training provision to ensure the  meeting of  the INSETA’s and QCTO standards and requirements.
 
Ensuring the continuous tracking, follow up and closure of all certification and verification related issues as per business process.
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Responsible for the Certification Approval Process 30%
  • Update and maintain the Management Information System (MIS).
  • Evaluate and review captured Learner Achievement Information on the MIS.
  • Report on recorded Learner Achievements.
  • Analyse and report on QA Process as recorded.
  • Oversee certification administrative processes.
  • Log certification related issues with the IT Helpdesk.

Reporting 15%
  • Ensure the continuous tracking, follow up and closure of all certification and verification related issues as per business process.
  • Coordinate reporting related to Annual Performance Plan (APP) targets in consultation with respective colleagues.
  • Ensure that all required ETQA information is   recorded and is 100% audit ready.

Manage Verification Process 25%
  • Develop and implement design processes and tools to be applied in the verification process.
  • Oversee MIS   processes for quality and adherence to standards.
  • Support verifiers during the implementation of the verification process.
  • Train and support providers regarding verification process implementation.
  • Review verification reports and recommend corrective action as needed.
 
Stakeholder Engagement 20%
  • Ensure the technical resolution for provider and learner queries.
  • Receive queries from relevant stakeholders via email, telephone calls and walk ins.
  • Resolve the queries which need not be escalated.
  • Escalate queries which are more complex to the ETQA Manager for resolution.
  • Once feedback is received back from Manager, reply with a response
  • Log specific issues with the IT Helpdesk.
  • Helpdesk feedback is addressed and feedback issued to internal /external stakeholders
  • Evaluate and review verification process outcomes and address any enquires which may apply.
  • Engage with ETQA Administrators to ensure the promotion of the learner approval (QA) process.
  • Represent the ETQA at stakeholder workshops as and when required.
  • Develop, evaluate and review ETQA policies, procedures, guidelines and process templates.
  • Up skill and build training provider capacity on the processes and procedures applicable to the service provision.

REQUIRED QUALIFICATIONS AND EXPERIENCE
Qualifications
  • Minimum Requirement:  National Diploma (NQF Level 6) Qualification in Education and Training and Development (ETD) related field / Public Management

Experience

PURPOSE OF THE JOB
The key purpose of this role is to facilitate the successful implementation of the INSETA strategy to deliver the required learning and skills outcomes for stakeholder impact and return on investment. The role will support delivery against the targets and projects assigned to the Strategic Learning Programmes Manager
 
KEY PERFORMANCE AREAS - OUTPUTS
 
Facilitate Learning Programme Innovation, Delivery and Policy Implementation 20%
  • Develop Terms of Reference for procurement through the SCM tender process.
  • Participate in bid committees as required.
  • Develop and implement guidelines for learning programmes.
  • Conduct research related to pilot programmes and extension of scope of existing programmes.
  • Provide input into the Discretionary Grant funding policy & procedure updates and implementation.
  • Provide input into the Standard Operating Procedure for strategic projects updates and implementation
  • Develop criteria for selection of project beneficiaries in line with transformation targets, INSETA policy, strategy and Strategic Learning programmes requirements and priorities.
  • Progress reporting on Strategic Learning programs on a monthly quarterly and annual basis as per requirements
  • Fulfil statutory requirements linked to programmes.
  • Adapt procedures to meet programme implementation requirements.
  • Monitor implementation of deliverables with stakeholders per program.

Contract Management 20 %
  • Draft contracts and learning program agreements that clearly outline deliverables, set timelines and develop a payment schedule.
  • Coordinate the signing of contracts and on-boarding of all project beneficiaries, project resources and service providers.
  • Ensure the performance and compliance of all project beneficiaries and service providers is in line with contractual requirements and INSETA performance stipulations.
  • Ensure the processing of project beneficiaries and providers payments are in line with the INSETA policy and procedures.
  • Ensure Project tranche payments are checked for full evidence of each deliverable and compliance with INSETA policy and procedures.
  • Coordinate that all required documentation to track contract progress is received by the defined deadlines.
  • Monitor contract end dates and progress on deliverables.
  • Make recommendations on contract termination and extension at contract end.
  • Manage and address non-performance with all beneficiaries, setting performance improvement targets and monitoring compliance.
  • Track commitments and reconcile. Draft monthly commitment schedule for Strategic Learning Programmes for submission to Learning Manager
  • Monthly report to Learning Manager on status of each project.
  • Ensure alignment of Strategic Learning Project start and end dates with INSETA PMO records.
  • Ad-hoc reports on contracts as required
  • Draft funding agreements and ensure signatures are obtained from all signatories.
  • Customer Relationship Management: Resolve stakeholder queries and complaints within defined timeframes in a manner that maintains the stakeholder satisfaction and builds healthy relationships.
  • Represent INSETA in a professional manner telephonically, in meetings and in other forums as required. Engage with stakeholders on a regular basis and as per project requirements.
 
Finance and Budgeting 20%
  • Provide input to the Compilation of the managed projects Budget
  • Upon appointment as a DG committee member, participate in DG recommendation committee meetings.
  • Monitor of actual expenditure vs budget
  • Monitor the Finance dashboard as per the spend allocations to the projects
  • Recommend for Approval of project payments in line with the DG funding policy and PMFA
 
Corporate Governance and Reporting 10%
  • Adhere to the internal and external (DHET SLA and APP) INSETA Governance requirements by providing required documents and evidence of targets reported to the AG and IA Representatives as required during audits.
  • Respond to any Audit findings and implement mitigation actions where required
  • Monitor internal performance against targeted objectives as per the APP and report on deviations.
  • Ensure delivery and utilisation of applicable systems and information provision in line with SLA’s and INSETA expectations
  • Attend and report on outcomes from committees (Steering Committees, Specialist Forum, DG Evaluation, BSC and BEC)
 
Stakeholder Expectation Management 10%
  • Represent Learning Programmes on first contact including responding to communication professionally and building professional and supportive relationships with stakeholders that engage on a regular basis as required
  • Build influential relationships with stakeholders to support effective and efficient processing of INSETA requirements in the Sector (Employers, Other SETAs, DHET, and other professional bodies)
  • Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships within the defined timeframes
 
Project Management 10%
  • Identify proposed learning programmes and projects in line with learning programme priorities and submit recommendations for approval
  • Brief project beneficiaries on project and programme delivery objectives, reporting requirements and required outputs

  • Day to day management of project related mailboxes and responding to correspondence.
  • Oversee all the Admin project dashboards and develop templates to ease administration where required.

  • Capture data, follow up with stakeholders and service providers for source data and ensure that SETMIS reporting requirements are met for the team on a quarterly and annual basis.
  • Assist in compiling ad hoc reports as required by the INSETA Executives
  • Monitor the project finances and report on project spend against project commitments.
  • Liaison with finance to ensure alignment of information on commitments and on expenditure against project budgets.
  • Align project information with Reporting Division records.
  • Conduct scoping sessions and project reviews.
  • Train administrative staff and ensure accuracy of processing.
  • Ensure that stakeholders in a portfolio are attended to when the administrator assigned to the portfolio is on leave.
  • Validation of evidence for portfolio assigned and sampling of 25% of evidence per quarter from portfolios assigned to administrators to ensure adherence to INSETA requirements per Technical Indicator Descriptors (TiDs)
  • Conduct site visits as required.
  • Draft Project Change Notes for any project changes.
  • Support INSETA Strategic Learning Division Team as required
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
  • Minimum Requirement: A relevant qualification (NQF Level 6) in Project Management, Learning and Development, Education, Commerce or another relevant area or similar is required.
  • Preferred Requirement: NQF 7 qualification in a similar field would be preferable
 
Experience
  • A minimum of 3 years relevant SETA Grant Administration and Skills Development experience is required plus
  • A minimum of 2 year’s hands-on Project Management experience, with proven success.
  • Preferred Requirement: Insurance Industry experience and
  • 2 years Supervisory experience
  • Ideal – Strong IT background to manage large volumes of learner data on a spreadsheet with built in formulas.
  • Basic business writing and reporting skills.
  • Basic financial management (reconciling of invoices etc).
  • Computer Literacy (Excellent application of MS Word, MS Excel, MS PowerPoint). Internet / Email, Windows explorer as well as the ability to learn the INSETA’s Project
