Overall Responsibility
The Peer Educator is responsible for delivering of community-based HIV prevention, treatment literacy, and psychosocial support services to men who have sex with men (MSM) and transgender persons (TGP). The purpose of this role is to mobilize, educate, and support beneficiaries through culturally sensitive and evidence-based approaches that promote safer sexual behaviors, increase access to health services, and strengthen retention in care. The Peer Educator will serve as a trusted community liaison, conducting outreach, facilitating demand creation, providing health education, supporting HIV/TB/STI screening, and linking clients to clinical and social services. This position ensures that program activities are implemented effectively and contribute to improved health outcomes among key populations.
 
Key Performance Areas:
The incumbent shall be responsible for carrying out the day-to-day operations functions below:
  • Conduct targeted outreach and mobilisation of MSM & TGP in identified hotspots.
  • Promote uptake of HIV testing, PrEP, ART, STI/TB screening, and psychosocial services.
  • Facilitate brief peer education sessions focused on HIV prevention, sexual health, and human rights.
  • Provide stigma-free, confidential peer support to MSM & TGP.
  • Offer basic risk-reduction counselling, PrEP/ART adherence support, and accurate sexual-health information.
  • Refer and support MSM & TGP for HIV testing services.
  • Ensure effective linkage to PrEP, ART, STI/TB services, and gender-affirming care where available.
  • Conduct follow-ups to support initiation, retention in care, and viral load monitoring.
  • Conduct routine outreach in mapped hotspots and update mapping tools
  • Identify newly emerging MSM & TGP hotspots and trends in service demand.
  • Identify psychosocial needs, stigma, discrimination, or GBV cases among MSM & TGP individuals.
  • Provide basic emotional support and refer cases to mental-health, social, or legal services as per the program referral pathways.
  • Complete daily data tools (registers, linkage forms, PrEP/ART trackers) with correct disaggregation for MSM & TGP per GF indicators.
  • Submit weekly/monthly reports and ensure data quality, confidentiality, and compliance with POPIA and M&E standards.
 
Qualifications

Experience 
  • Experience working with key populations is an advantage.
  • Two or Three years’ experience in community outreach, peer education, or KP mobilization.
  • Prior involvement with MSM & TGP programming
  • Experience with hotspot mapping, referrals, and community-based HIV services.
  • Experience submitting daily/weekly KP data 
  • Previous work experience in NGOs or funded program will be an advantage.

Overall Responsibility
The Pharmacy Stock Controller is responsible for the effective management, control, and accountability of medicines and pharmaceutical consumables supporting the MSM and TG programme at Drop-in Centres. The role ensures the continuous availability, safe storage, accurate distribution, and compliant use of health products in line with South African Pharmacy Council (SAPC), Department of Health (DoH), Good Pharmacy Practice (GPP), and donor requirements.
The incumbent plays a critical role in strengthening medicine availability, supply chain efficiency, record management, and quality assurance systems, contributing to the delivery of accessible, client-centred, and high-quality HIV, STI, TB, and primary healthcare services for MSM and TG populations. The role supports programme implementation, reporting, and accountability across clinic and community-based service delivery platforms.
 
Key Performance Areas:
Medicine and Stock Management
  • Manage the receipt, storage, issuing, and reconciliation of medicines and pharmaceutical consumables in accordance with SAPC, GPP, DoH, and organisational SOPs.
  • Monitor stock levels, expiry dates, batch tracking, and FEFO principles to prevent stock-outs, wastage, and overstocking.
  • Support ordering, forecasting, and redistribution processes in collaboration with the Pharmacist and programme teams.
  • Ensure proper temperature monitoring, cold chain maintenance, and documentation for all medicines.
  • Record Management and Documentation
  • Maintain accurate and auditable pharmaceutical records, including stock cards, bin cards, dispensing registers, temperature logs, and delivery notes.
  • Maintain prescription and issuing records against which medicines are dispensed or issued.
  • Ensure timely filing, archiving, and retrieval of pharmacy documentation for audit and reporting purposes.
Quality Assurance and Compliance
  • Conduct routine QA and QC checks on medicine storage, handling, documentation, and issuing practices.
  • Support internal audits, supervisory visits, and inspections, and assist with implementation of corrective actions.
  • Ensure adherence to GPP, SAPC regulations, organisational policies, and high work standards always.

Overall Responsibility
The NIMART Nurse (Outreach) is responsible for providing comprehensive, high-quality HIV prevention, treatment, and care services to men who have sex with men (MSM) and transgender (TG) populations through outreach and facility-based platforms. The role focuses on the initiation, management, and monitoring of PrEP, ART, and PEP, supported by integrated TB screening, sexual health services, and differentiated models of care.
The position aims to increase access, retention, and clinical outcomes for MSM and TG clients by delivering non-judgmental, affirming, and rights-based clinical services, strengthening linkages to care, and supporting continuity of treatment in collaboration with the Department of Health (DoH), community partners, and multidisciplinary teams. The NIMART Nurse ensures compliance with national guidelines, SOPs, and infection prevention standards, while contributing to programme reporting, quality improvement, and stakeholder engagement to support HIV and TB epidemic control efforts.

Key Performance Areas:
PrEP, ART, and PEP Service Delivery
  • Provide comprehensive PrEP, ART, and PEP services to MSM and TG clients in outreach and facility-based settings in accordance with national guidelines.
  • Screen clients for PrEP eligibility, initiate PrEP, provide adherence counselling, manage side effects, and conduct routine follow-up and monitoring.
  • Initiate, manage, and monitor antiretroviral therapy (ART) under NIMART, including baseline assessments, regimen selection, re-scripting, and management of stable patients.
  • Provide PEP services, including risk assessment, timely initiation, adherence support, follow-up testing, and completion counselling.
  • Monitor PrEP, ART, and PEP clients for adverse events, treatment response, and retention in care, escalating complex cases as per referral protocols.
  • Interpret relevant laboratory investigations (e.g. HIV tests, creatinine, VL, CD4, HB, LFTs) to inform PrEP, ART, and PEP clinical decisions.
  • Support U=U messaging, risk-reduction counselling, and differentiated service delivery models tailored to MSM and TG populations.
Clinical Services and Outreach Support
  • Perform routine blood draws and ensure correct labelling, handling, storage, and transportation of specimens in line with laboratory and biosafety standards.
  • Monitor and record patient vital signs, including blood pressure, weight, temperature, and random glucose levels, and respond appropriately to abnormal findings.
  • Provide on-site clinical support during outreach and facility-based consultations, including sexual health screening and syndromic management of STIs.
  • Support HIV Testing Services (HTS) teams with clinical oversight, HIV and TB health education, and reinforcement of infection prevention and control (IPC) practices.
  • Collaborate with Programme staff and Department of Health (DoH) colleagues in TB screening, diagnosis, and implementation of TUTT and LF-LAM protocols.
Quality Assurance, Data, and Compliance
  • Ensure adherence to Standard Operating Procedures (SOPs), NIMART guidelines, occupational health and safety requirements, and infection prevention and control standards.
  • Maintain accurate, complete, and confidential clinical records, registers, and specimen collection logs in accordance with data quality and confidentiality requirements.
  • Identify and report clinical, environmental, and operational risks, and implement or recommend corrective actions where required.
Multidisciplinary Collaboration and Reporting
  • Participate in multidisciplinary case management meetings to support continuity of care for MSM and TG clients with complex clinical or psychosocial needs.
  • Compile and submit accurate monthly clinical statistics, narrative reports, and ad hoc reports as required by programme management and funders.

Representation and Administration

Qualifications 
  • Bachelor of Clinical Medical Practice (BCMP) degree/Clinical Associate and current registration with HPCSA or other relevant bodies as applicable or
  • Professional nurse (PN) with NQF 7 qualification in Primary Health Care (PHC) plus dispensing licence.
  • NIMART trained and certified PN.
  • License and current registration with the South African Nursing Council (SANC).

Experience
  • Minimum of 5 years’ nursing experience with a focus on HIV prevention, counselling, and management.

Overall Responsibility
The incumbent will play a central role in providing psychosocial support, case management, and community outreach to key populations, specifically Men who have Sex with Men (MSM), and Transgender (TG) individuals. The position ensures that KP communities receive stigma-free, rights-based, gender-sensitive health and social services, while also contributing to advocacy and empowerment initiatives.

Key Performance Areas:
  • Provide individual or group counselling to MSM & TGP presenting with psychosocial needs and the rescreening.
  • Participate in a multi-disciplinary team to ensure that MSM/TGP are provided with comprehensive psychosocial support services.
  • Provide adherence support services to MSM & TGP who are on Antiretroviral Therapy (ART) and on pre-exposure prophylaxis (PrEP)
  • Facilitate disclosure counselling to MSM & TGP and their caregivers to minimize defaulting
  • Conduct home visits to MSM & TGP with psychosocial needs to determine underlying factors and intervene accordingly
  • Manage cohort groups of MSM & TGP with similar issues and interests for purposes of retention in the Program
  • Provide support to Peer Educators and Peer navigators where necessary
  • Facilitate referrals of layered services where appropriate viz. Health Facilities, Gender Based Violence (GBV) organizations, Home Affairs, Department of Social Development, SAPS and other stakeholders

Overall Responsibility
The Pharmacist is responsible for ensuring effective, compliant, and high-quality pharmaceutical services across IHPS programmes, including supply chain management, medicine storage and dispensing, quality assurance, and regulatory compliance in line with South African Pharmacy Council (SAPC) and Department of Health (DoH) requirements.
The role supports IHPS HIV, TB, and primary healthcare programmes, with a specific focus on key populations, to ensure the safe, uninterrupted, and rational use of medicines. The incumbent will contribute to strengthening medicine availability, quality improvement systems, and pharmaceutical governance, while supporting programme implementation, monitoring, and reporting obligations.

Key Performance Areas:
  • Ensure the procurement, storage, handling, and dispensing of pharmaceutical supplies in full compliance with SAPC, DoH, pharmaceutical legislation, and relevant donor guidelines.
  • Provide indirect supervision of grant-supported drop-in centre medicine storerooms operated by professional nurses and pharmacy stock controller, ensuring GPP compliance across all supported sites.
  • Oversee end-to-end medicine stock management, including forecasting, ordering, FEFO stock rotation, expiry monitoring, redistribution, and prevention of stock-outs, wastage, and overstocking.
  • Implement, maintain, and routinely review supply chain management systems, inventory control tools, reporting mechanisms, and stock accountability processes.
  • Develop, implement, and monitor quality assurance and QI systems, and support pharmaceutical audits, inspections, and corrective action plans to strengthen service delivery.
  • Maintain accurate, complete, and auditable pharmaceutical records, including stock records, dispensing registers, temperature logs, and regulatory documentation.
  • Conduct routine site inspections, mentorship visits, and assessments of medicine management practices, with structured feedback and follow-up actions.
  • Provide clinical pharmacy support, including guidance on rational medicine use, adherence support, pharmacovigilance, and management of adverse drug reactions where required.
  • Train, mentor, and build capacity of clinical staff, pharmacy personnel, and stock controllers on GPP, medicine management, procurement processes, SOPs, and regulatory compliance.
  • Contribute to programme planning, implementation, monitoring, and reporting, including compilation and submission of pharmaceutical and donor reports for MSM and TG services.
  • Ensure health products are managed in line with funder requirements and develop and execute a health products quality assurance plan.

Qualifications and Experience
  • Bachelor of Pharmacy (BPharm) and current registration with the South African Pharmacy Council (SAPC). 
  • Postgraduate qualification in Clinical Pharmacy will be an added advantage
  •  Valid South African driver’s licence and willingness to travel. 
  • 5 years’ post-registration experience (hospital or NGO setting). 
  • Experience in supply chain management, Quality Improvement (QI) systems, and project management. 
  • Experience in HIV/AIDS, TB, public health, and health systems strengthening.

Overall Responsibility
Under the supervision of the M&E Manager the Data Quality Monitoring (DQM) ensures that appropriate and quality services are delivered and successfully captured, validated and reported in line with Global Fund (GF) reporting requirements. Overall Responsibility
The Human Rights Advocacy Officer is responsible for promoting, protecting, and advancing the human rights of key populations specifically MSM and TG individuals within HIV, public health, and community justice programs. The role involves leading advocacy initiatives, strengthening community empowerment, monitoring human rights violations, and engaging government, civil society, and health stakeholders to ensure equitable access to services, legal protections, and non-discriminatory environments. Overall Responsibility
The incumbent shall be responsible for office administration functions as guided by the Program Manager (PM), District Program Manager (DPM), as well as Finance Manager (FM), and will provide programs, human resources (HR), finance, and procurement administrative support at the district level.

Finance and Administration
  • Compile the necessary supporting documents to enable the finance team to prepare comprehensive payment packs that contain all the required documents for creating a payment voucher e.g., attendance registers, travel requests, etc.

  • As guided by the PM, DPM, and Finance and Admin office, generate reports and data from the IHPS procurement system.
HR and Payroll
  • Update and maintain a current employee contact list. 
  • Support the program and HR teams to ensure employee timesheets and leave forms are submitted on time.
  • Work closely with the HR team to ensure that payroll input information is submitted timeously. 
  • Support the program and HR teams to distribute employee payslips and other administrative documents as appropriate.
Other general duties

Overall Responsibility
The role of a Social Worker is to provide psychosocial and counselling services, including Enhanced Adherence Counselling, and to strengthen collaboration and referral of TB/HIV patients to relevant stakeholders e.g., Department of Social Development. Overall Responsibility
The Radiographer will be responsible for providing a high standard of radiographic chest X-ray imaging, including the use of artificial intelligence (AI) for reading images, whilst ensuring that patients receive high-quality care and linkage to appropriate services. The TSO position is responsible for increasing TB case finding by providing screening and testing of high-risk groups. Overall Responsibility
The role of the Social Auxiliary Worker (SAW) is to provide social support services (SSS) to TB patients in need within a subdistrict. The SSS package includes the provision of care, support, protection, and development of people living with TB, their families, and communities affected by TB through relevant programs. This position requires a good understanding of the Department of Social Development (DSD) legislative mandate, policies, and programmes, the Batho Pele principles, and knowledge of the social services network at district and subdistrict.

Key Performance Areas:
Technical:
  • Develop a subdistrict work plan with clear roles and timeframes.
  • Assist and support the social workers to provide social work services that include care, support, protection, and development of TB vulnerable individuals, groups, families, and communities.

Overall Responsibility
The role TB Focal nurse is to coordinate TB activities at a facility level. He/she will coordinate, deliver services, facilitate prevention of TB activities, improve case finding, linkage to care, and retention to care at PHCs, hospitals, and at decentralised DR-TB sites. The TB Clinical Nurse Mentor will provide targeted clinical mentorship and technical support to healthcare workers in high-burden TB facilities across selected subdistricts.   • Provide on-site clinical mentorship and supportive supervision to facility-based professional nurses and TB focal nurses on the clinical management of TB patients

  • Participate in joint facility visits with district and partner program staff and contribute to routine reporting, feedback loops, and planning.
  • Compile and disseminate narrative and quantitative reports on key project progress indicators.
  • Document best practices, success stories, and areas for improvement and contribute to knowledge-sharing platforms within the TB program
  • Conduct onsite assessment and initiation of TB treatment for people diagnosed with TB in the community, DCXR, and testing sites.
  • Conduct TB clinical and mortality audits in selected health facilities.
  • Troubleshoot or escalate any barriers to TB service provision timeously.
 
Minimum Requirement
  • Registered Professional Nurse with the South African Nursing Council (SANC)
  • Post-basic qualification in Primary Health Care (PHC), Community Health, or TB/HIV will be an advantage
  • At least 5 years of clinical nursing experience, including 3 years in TB and/or TB/HIV service delivery
  • Demonstrated experience in training, mentoring, and capacity building of healthcare workers
  • Proven understanding of South Africa’s National TB Program policies 
  • Strong analytical, communication, and interpersonal skills
  • Willingness to travel frequently within the subdistrict (driver’s license required)
 
Competency

The Institute of Health Programs and Systems (IHPS) is a South African non-profit company (NPC) born out of the PEPFAR CDC Track 1 transition of the ICAP, Columbia University, Multi-country AIDS Program (MCAP) in South Africa in 2010. IHPS was established with a mission “to strengthen health and development systems through program implementation and partnerships” and the vision is to ensure “optimal and sustainable health and development outcomes”. IHPS is a current Global Fund (GF) Subrecipient (SR) under the National Department of Health (NDoH), tasked to implement the Tuberculosis (TB) Program in the Johannesburg (JHB) Health District in Gauteng Province (GP), Dr Kenneth Kaunda (KK) District in the North West (NW) Province and Frances Baard District in Northern Cape starting October 2025 ending March 2028. Overall Responsibility
Included, but not limited to the following activities: facilitating linkage to care, adherence counselling and support, contact screening, retention in care, and accessing new treatment regimens. The enrolled nurses will be based at various Primary Health Care Facilities and Hospitals within the subdistricts.

Key Performance Areas:
  • Strengthen and support active TB case finding. 
  • Work closely with facilities to establish community-based structures that will create demand for HIV/TB screening, care, and treatment.
  • Coordinate activities with health facilities to ensure that clients referred from the community receive the continuum of care.
  • Support the community mobilization activities, including mobile outreach activities for HIV/TB prevention, care, and treatment services.
  • Employ appropriate messaging to trigger demand-driven TB case finding and provision of treatment of Latent TB Infection (LTBI).
  • Screen and collect sputum for diagnostic purposes.
  • Facilitate the Up-down referral and Linkage of TB patients between the community and facilities.
  • Ensure TB patients on treatment attend appointments. 
  • Report to the facility Manager on patients screened, diagnosed, linked to care, and visited.
  • Update and record the patient’s information in standardized registers.
  • Ability to screen all clients for TB 
  • Collect on the spot sputum from all eligible clients
  • Generates daily, weekly, and monthly reporting of data for reporting
  • Update client records with laboratory sputum results and treatment start date
  • Work with the facility-based personnel, e.g. ENAs, Data Capturer to ensure that data is captured on the system and verified to ensure data quality
  • Follow up on clients referred to the facility to ensure a continuum of care.
  • Liaise with the outreach teams for the follow-up of clients
  • Conduct community education on TB prevention, symptoms, and adherence to treatment
  • Link with the community team on tracing of household contacts of all TB index cases.
  • Perform other duties as assigned by the IHPS senior management team
  • Supervise ENAs and TB Support Officers as required
  • Support data collection and data management activities
  • Collect on the spot sputum from all eligible clients
  • Generates daily, weekly, and monthly reporting of data for reporting

Qualifications 
  • Matric plus Two-year training as an Enrolled Nurse and current registration with the South African Nursing Council (SANC)
  • Minimum of two years’ practical experience working in the HAST program
 
Technical skills and experience
  • Proven experience, at least two years in the treatment and management of DR-TB care 
  • Minimum of two years’ practical experience in nursing, post registration
  • Current Registration with SANC as an enrolled nurse
  • 2 years of working experience within a similar environment or any clinical setting
 
Knowledge and competencies
  • Knowledge of basic TB and HIV management 
  • Experience in health promotion and health education
  • Computer literacy in the Microsoft Package
  • Problem-solving and the ability to use initiative in interpreting data
  • Good communication, interpersonal, conflict management, and negotiation skills.
