MUNICIPAL MANAGER
DEPARTMENT: OFFICE OF THE MAYOR • RE-ADVERTISEMENT
CONTRACTUAL POSITION
This is a fixed-term performance-based contract ending in October 2027, which is one (1) year after the next Local Government Election.
The Municipal Council of the Inkosi Langalibalele Local Municipality (KZN237) hereby invites applications from highly competent, purpose-driven, and experienced leaders to apply for the position of Municipal Manager.
Total Remuneration Package: Government Notice No. 7368 published under Government Gazette No. 54505, setting out the upper limits of total remuneration packages of municipal managers and managers directly accountable to Municipal Managers.
Minimum requirements: • A Bachelor’s Degree in Public Administration, Political Sciences, Social Sciences, Law, or an equivalent relevant NQF 7 qualification • Five (5) years’ of experience at a senior management level, with a proven track record of institutional transformation, robust financial management, and service delivery excellence in local government • Full compliance with the Minimum Competency Levels as prescribed by the National Treasury in Government Gazette No. 29967 (Municipal Finance Management Programme / Certificate in Municipal Development). Applicants without this qualification will be legally required to attain it within 18 months of their date of appointment, failing which, the employment contract will terminate automatically within one (1) month after the applicable period • A valid driver’s licence: Minimum Code B • No criminal record or record of financial misconduct. Shortlisted candidates will undergo mandatory screening, reference checks, competency assessments, and security vetting.
Core Performance Areas: As the Accounting Officer and Head of Administration, the successful candidate will operate in the Municipal Main Building in Estcourt and be responsible for: • Managing the total administration of Inkosi Langalibalele Municipality in strict accordance with the Municipal Systems Act, Municipal Finance Management Act (MFMA), and other relevant local government legislation • Ensuring the strategic formulation and rigorous implementation of the Municipality’s Integrated Development Plan (IDP) and monitoring the Service Delivery and Budget Implementation Plan (SDBIP) • Overseeing the sustainable, equitable provision of basic services to the local communities across the Inkosi Langalibalele Local Municipality • Providing sound, objective strategic advice to political structures, including His Worship the Mayor, the Speaker, and the Executive Committee (EXCO) • Cultivating a workforce culture centered around performance management, public accountability, clean financial administration, and citizen-first service delivery.
Responsibilities: • To comply with the functions of the Municipal Manager as prescribed in Section 55 of the Municipal System Act, 32 of 2000, as amended • Provide strategic and ethical leadership and management to achieve the vision of the Municipality • Development and management of an economically effective and accountable administration which is equipped to implement the Municipality’s Integrated Development Plan, to operate in accordance with the municipal performance management system, and to understand the needs of the local community • Represent the Municipality at the provincial and national for a • The performance of any other functions that may be assigned by the Municipal Council, and as an Accounting Officer.
Required Knowledge and Skills: • Advanced conceptual and practical knowledge of constitutional, policy, and institutional frameworks governing South African local government • Exceptional strategic capability, budget formulation, risk management, and conflict resolution skills • Ability to negotiate and maintain strong communication links with national departments, the KwaZulu-Natal Provincial COGTA, and local business/community stakeholders.

Minimum requirements: • A recognized Bachelor’s Degree in Public Administration, Management Sciences, Law, Human Resources, or an equivalent relevant NQF Level 7 qualification • A minimum of five (5) years’ of work-related experience in a middle management role • Compliance with the National Treasury Minimum Competency Levels. MFMP/ CPMD is mandatory or must be obtained within 18 months of employment, failing which, the employment contract will terminate automatically within one (1) month after the applicable period • Advanced institutional governance knowledge, human capital management, labour compliance, policy formulation, and change management • A valid driver’s license and security clearance screening • Applicants must not have been dismissed for misconduct from any Municipality.
Key Performance Areas (Core Responsibilities): • Direct and manage the operations of the Corporate Services Department, including Human Resources, Labour Relations, Information and Communication Technology, Administration, and Council Support • Oversee organizational design, labour relations, skills development, and employee wellness strategies • Ensure the Municipality complies with the Municipal Systems Act, Municipal Structures Act, Labour Relations Act, and the MFMA • Manage administrative support services to the Municipal Council, the Executive Committee, and various council sub-committees • Formulate, review, and implement corporate internal policies, strategies, and bylaws to optimize service delivery.
Responsibilities: • Direct the implementation of employment equity, recruitment, selection, and induction strategies • Oversee the continuous review and structural updates of the municipal staff establishment (organogram) • Guide the drafting, review, public participation, and gazetting of municipal bylaws and administrative policies • Drive the deployment of the Municipal Information and Communication Technology (ICT) and digital transformation strategies • Act as the primary cost-centre manager for the Corporate Services budget, preventing unauthorized, irregular, or wasteful expenditure under the MFMA • Formulate, track, and present performance reports against the department’s Service Delivery and Budget Implementation Plan (SDBIP) targets.
