GENERAL MANAGER: PUBLIC WORKS AND BASIC SERVICES

Salary: As applicable to the Senior Managers of Grade 3 Municipalities in terms of the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers directly Accountable to Municipal Manager which ranges from R846 307.00 (Minimum), R1 022 226.00 (Midpoint) and R1 133 463.00 (Maximum) p.a.
Requirements: • An appropriate NQF Level 7 Qualification in Electrical/Civil Engineering • Government Certificate of Competence (Factories)/Registration with Professional Engineering Body is essential • Analytical, problem solving, planning and communication skills are essential • Experience in Engineering (Electrical or Civil) Services within Local Government sphere • At least 3 - 5 years' management experience.
Responsibilities: • Accountable for the maintenance and efficiency of the operation within the Public Works and Basic Services department which includes Civil, Electrical and PMU Sections • Leading, directing and managing staff within the - Public Works and Basic Services so that they are able to meet the Municipal identified priorities • Monitoring and controlling the budget of the department in line with the Service Delivery Budget Implementation Plan • Preparing and submitting reports to the Municipal Manager and relevant Council structure so that they are informed of the issues relevant to functions falling within the responsibility of the Directorate • Taking overall responsibility for the management of the Public Works and Basic Services in terms of assets, liabilities and expenditure of the departments • Preparing and implementing strategic plans for sections of the departments in such a way that all functional services of the department are provided and ensuring that they align to the IDP of the Municipality • Ensuring the enforcement of by-laws related to this directorate and the prosecution of offenders • Overseeing the management of the Public Works and Basic Services depots and other work areas so that the cost effective operations are ensured • Reducing the infrastructural backlogs both in terms of electrical and civil requirement so as to ensure efficient and effective provision of service for improved living conditions of the residents of the Municipality • Identify and development maintenance plan for the aging Public Works and Basic Services infrastructure so that the ongoing service delivery is ensures • Preparing reports to Technical Service Portfolio Committee as well as departmental reports to the Executive Committee and Council • Responsible for overall management of the staff of the Public Works and Basic Services department.

Salary: As applicable to the Senior Managers of Grade 3 Municipalities in terms of the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers directly Accountable to Municipal Manager which ranges from R846 307.00 (Minimum), R1 022 226.00 (Midpoint) and R1 133 463.00 (Maximum) p.a.
Requirements: • A recognized relevant B. Degree at NQF Level 7 in Building Science/ Town and Regional Planning or Development Studies/ Business Economics • Minimum of 5 years' experience at senior/middle management of which at least 2 years' must be at senior management level • Sound knowledge of Project management and contract management • Registration as Professional Planner will be an added advantage • Own motor vehicle and valid driver's licence • Computer literacy • Minimum competency requirements, will be dealt with in terms of Government Gazette 40593 dated 03 February 2017.
Knowledge: • Good knowledge and understanding of relevant policy and legislation • Good understanding of institutional governance systems and performance management • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 • Knowledge of geographical information systems • Knowledge of spatial, town and development planning.
Responsibilities: • Preparing reports to the Planning and Development Services Portfolio Committee and other Council Structure • Managing the GIS, Local Economic Development, Spatial Planning and Land Use Management, Integrated Development Planning and Public Transport Planning and Regulation • Developing, coordinating and managing operations of the planning and economic development department • Developing methodologies and approaches to guide the specific interventions associated with scoping, resourcing, implementation, monitoring and communication • Managing the drafting of IDP, its implementation and review processes • Advising the Municipal Manager on planning and economic development matters • Managing the Departmental Budget according to Service Delivery Budget Implementation Plan.
