The Inkomati-Usuthu Catchment Management Agency is a water resources management institution established in terms of the National Water Act (Act 36 of 1998) to perform sustainable and equitable integrated water resource management within the Inkomati-Usuthu Water Management Area (WMA) in Mpumalanga.

HUMAN RESOURCES MANAGER (NELSPRUIT, HEAD OFFICE) 
Remuneration Package within salary band D3 (Ref no 05/20/21) 
 
Requirements: The candidate must possess a three (3) year relevant degree or diploma coupled with extensive appropriate experience in the field of Human Resource Management and Labour Relations. Minimum of six (6) to eight (8) years’ experience in Human Resource Management of which three (3) years should be in management or middle management. A valid driver’s license. 
 
Knowledge, skills, and competencies required: In-depth knowledge, ability and experience in the development and implementation of HR policies, procedures, strategies, and operational plans. Proven knowledge and understanding of organizational development, job design, job evaluation, performance management, remuneration and rewards and the ability to research, analyse and interpret data and prepare clear and concise reports to influence decision making processes.
Extensive understanding of human resource management, human resource utilization, capacity development, employee wellness and people management. Key performance areas: Manage the HR department and provide strategic direction in all matters pertaining to Human Resources Management in the IUCMA, including but not limited to organizational design, the job evaluation system and equitable job design in line with strategic and HR planning, Manage recruitment processes for provisioning of human resources in line with the employment equity plans and ensure the provision of an effective HR information service, development and implementation of the employment equity plans. Manage the monitoring and maintenance of the personal systems, including the leave systems, identify the needs for improved HR provisioning services and formulate programs and projects for the implementation thereof. Benchmark best practices on remuneration and benefits and recommend changes. Ensure development, implementation, compliance and maintenance of HR policies and procedures, manage the performance management processes, coordinate, manage and provide support and advice on all matters pertaining to labour disputes. Promote and administer sound dispute resolution and prevention mechanisms. Research, recommend and implement HR best practices in line with the needs of the organisation. MANAGER: SUPPLY CHAIN MANAGEMENT (NELSPRUIT, HEAD OFFICE) 
Remuneration Package within salary band D3 (Ref no 06/20/21) 
 
Requirements: The candidate must possess a recognized bachelor’s degree or honours in a relevant field. Minimum of six (6) to eight (8) years’ experience of which five (5) years should be at Middle managerial level in Supply Chain Management. Key performance Areas: Oversee the compilation process of the procurement plan and demand plan, Develop procurement strategies for IUCMA, Obtain National Treasury Circulars and advise the Chief Financial Officer on any new Supply Chain Management (SCM) regulations, Update and review SCM Policy and Internal Procedure Manual, Update and review SCM Policy and Internal Procedure Manual, Ensure compliance to PFMA and Treasury regulations prescripts and other legislations in terms of SCM, Ensure compliance to the National Treasury Central Supplier Database (CSD), Authorise purchase orders, present monthly procurement spend report and submit to the CFO, Monitor supply chain performance on a quarterly basis. Manage the acquisition of goods and services to support other business units to deliver on their objectives. Manage the compilation, monitoring and evaluation of contracts for goods and services entered into by the IUCMA to ensure that the IUCMA gets value for money, compliance and effective service delivery. Ensure implementation of PPPFA, B-BBEE Act and associated regulations, and SCM guidelines for compliance purposes. Manage the maintenance of reliable records and provision of management information to support decision making and for compliance purposes. Requirements: The candidate must possess a recognized bachelor’s degree in Finance/ Accounting. Minimum six (6) to eight (8) years’ experience in finance/ revenue management of which five years should be in middle management level. A valid driver’s license.

Key performance Areas: Understanding and implementation of PFMA, National Water Pricing Strategy and Treasury Regulations and ensure full compliance. Development and implementation of Revenue Management policies and procedures and other related legislation. Compile and Analysis of Revenue Management Report. Assist in compilation of Annual Financial Statements as per Generally Recognized Accounting Practice (GRAP) Standards. Analyse financial data to project revenue income. Constantly review and assess the internal controls within Revenue Management Division. Prepare Revenue Management reports to relevant committees within the IUCMA and other relevant stakeholders. Effectively manage the billing Division to ensure: Correct and complete billing monthly. Month end and year end procedures are done timeously. Accurate invoices and statements are sent out timeously. Coordinate and control the various internal functions and activities to ensure timely and proper collection of all income due to the Agency. Monitor customer queries related to billing. Develop and ensure the implementation of debt management strategies to improve debt collection. Oversee and monitor debt collection processes. Manage the maintenance of customer accounts and adjustments. Review customer accounts reconciliation. Ensure that revenue collection targets are met. Perform reconciliation to ensure adequate interface between the debtor’s subsystem and the general ledger. Ensure all balances in the suspense accounts are investigated and cleared. Ensure accurate interest is charged on overdue accounts. Manage calculation of impairment on closed and cancelled accounts in preparation for financial year end. Management of Cash Received and sundry accounts receivables. Facilitate the signing of billing agent agreement, acknowledgement of debt and payment plans. Monitor the turnaround time for customer queries. Develop and monitor implementation of an effective communication strategy. Ensure that resolutions taken during meetings with strategic stakeholders, key customers and internal divisions are implemented. Compile proposed tariff and prepare presentations related to revenue management. Manage the publication of tariff consultation meetings and approved tariff in local newspapers. Attend and present Revenue Management status in the Catchment Management Forums on Quarterly basis. Manage physical, human, financial and information resources within the Division. 
 

 
 
MANAGER: DATA & INFORMATION MANAGEMENT (NELSPRUIT, HEAD OFFICE) 
Remuneration Package within salary band D3 (Ref no 08/20/21) 
 
Requirements: The candidate must possess a recognized three (3) year degree in Natural Science/ Environmental Science/Engineering with Water Resource Management. Minimum of ten (10) years relevant experience in water resources management, with five (5) years human resources supervisory role, three (3) years water use data management preferably gained when managing the water authorisation and registration management system (WARMS) and two (2) years of project and programme management. Registration with ECSA as a Professional engineer/ SACNASP registration as a Professional Scientist or relevant equivalent statutory body if outside of South Africa. Post graduate qualification in the above fields will be added advantage. A valid driver’s license.

Key performance Areas: Manage the registration and processing of water use and user data on WARMS. Review and maintain standards, policies and procedures for effective water use and/ or user data management. Oversee implementation of water use data management techniques to for quality accurate and legitimate water resources planning and water use billing data. Conduct annual audit of the scheduled LRA water use within Irrigation Boards as empowered by the National Water Act. Administer correct water use data for revenue budgeting and support campaigns for water use charges collection. Develop efficient and secure procedures for water use/ user data management. Develop policies and procedures for effective and efficient data management. Oversee the production of catchment water use representative maps, trends, charts, graphics and information dissemination Overall custodian of water resources data management, storage, and distribution. Administer and lead policies and standards for capturing, storage, quality control and dissemination of WARMS water use data. Perform the WARMS System Administrator function. Formulate policies for customer services management. Develop and maintain the budget of the component. Lead WARMS, Water Use verification and GIS related queries from stakeholder. Ensure issued water use licenses; verified water uses; sale of property is captured on WARMS. Water use verification and geographic information system management. Oversee and monitor water use validation and verification. Administer proper functioning and operation of the Geographic Information System (GIS) and remote sensing software and hardware infrastructure. Lead water use verification campaigns. Lead communication with Deeds Office, Municipalities, Surveyor General to obtain updated cadastral and deeds database for water use verification. Analyse water use data, cadastral data, land use and remote sensed data to verify water against registered volume. Produce verification water use status representation maps and information for the IUCMA. Determine best approaches to transform scientific data to understandable non-scientific information. Establish a leading consolidated and suitable data management processing platform for all water resources datasets on GIS and Hydronet. Administer Geographic Information System (GIS) electronic records, hardware and software. Attend and present at Management Committee (MANCO). Make inputs into the annual performance plan and strategic plan. Manage the achievement of monthly, quarterly, and annual targets for effective implementation of the annual performance plan and the catchment management strategy. Formulate and draft water use distribution and allocation monthly divisional report statistics. Support the development of the Catchment Management Strategy and policies related to water use data management. Provide technical inputs on project(s). Compile, review and recommend water use projects Terms of Reference (ToR). Conduct monthly project management to monitor the project outcome and draft project monthly reports. Establish and coordinate Project Management Committee. Render project Secretariat services. Organize and/ or represent the IUCMA at foras, GIS conference, workshops like WARMS forum, Water use validation and verification forums. Develop 3D/ electronic intellectual property dynamic maps of the IUCMA water resources. Lead WARMS and water use validation and verification presentations and reports. Manage the WARMS filing system and file handling procedures. Monitor quality control and adherence to all procedures for water use data registration and dissemination. Develop a standard operating procedure to manage customers’ care. Oversee the turnaround time for water use help desk functions. Education and Awareness Programs. Identify, develop, and ensure the implementation of education and awareness programs/ campaigns for benefit to the water resources, stakeholders, IUCMA, water sector and communities. Ensure collaborative and co-ordinated IWRM or wise socio-economic and environmental development. Identify, develop, and implement capacity building and empowerment programmes for water management institutions and stakeholders (traditional authorities, HDI, emerging farmers, irrigation boards etc.) Coordinate and support IWRM and knowledge sharing: Ensure IUCMA participation in IWRM through reports/ presentations at IWRM related forums where the IUCMA collaborates with / provides advisory services to external stakeholders (IBWiWC, REMCO, WISA, Wetlands Forum, Water Week, Science Schools Competitions, Environmental Education and Exhibitions etc.) on a planned/ ad-hoc basis. Coordination of water management institutions: Develop and lead IUCMA participation in engagements with Water Management Institutions. Knowledge generation: Write policy papers related to increased knowledge on IWRM and Stakeholders. Coordinate and support other divisions: stakeholder engagement processes including Governing Board tariff and APP consultations, Catchment Management strategy consultation and linking IUCMA with water users. Development of Stakeholder Database for the WMA. Stakeholder satisfaction survey: Develop and conduct stakeholder satisfaction survey. Ensure the communication between management, governing board, and stakeholders. Developing and maintaining an integrated stakeholder database for the IUCMA and creating a stakeholder matrix. Facilitate the expansion of the WMA stakeholder participation: empowerment of Historically Disadvantaged Individuals (HDIs) i.e. Women, black emerging farmers, and rural communities. ENGINEER: WATER USE AUTHORISATION (NELSPRUIT, HEAD OFFICE) 
Remuneration Package within salary band D2 (Ref no 11/20/21) 
 
Requirements: The candidate must possess a recognized Engineering degree in Civil or Agriculture (B Eng. / BSc (Eng.). Six (6) years post qualification experience of which 2 years must be in environmental/ water resources management. Minimum of 2 years’ experience supervising junior engineering staff. Registration with Engineering Council of South Africa (ECSA) as a Professional Engineer. A valid driver’s license.

Key performance Areas: Evaluate engineering design reports for water use authorization and issue recommendations. Design engineering structures for water resource management within IUCMA. Assess the integrity of wastewater treatment works in support of Compliance Monitoring and Enforcement division. Conduct engineering water use compliance field investigations and campaigns for civils structures. Review civil design plans and rehabilitation plans in consultation with the clients. Consult and advise prospective water users on cost effective civil designs. Ensure correct implementation and application of the National Water Act, the regulations, resolutions, and policies. Conduct research analysis to determine scientific and engineering sound alternative ideas, interventions, and methods to protect water resources. Coordinates the engineering team, assigning short- and long-term goals for successful completion of the project’s plans. Provide leadership and directions to junior colleagues. Reviews safety standards for civil designs. Ensure adherence to engineering designs standards. Drafts reports and data analysis for civil works recommendations. Propose and draft regulation in liaison with the DWS. Develop and manage the career development plan of engineering staff. Support the professional registration of engineering staff. Design and facilitate in-house training and workshops as required. Liaise with Human Resources Division to develop talent management strategy for the engineering staff. Requirements: The candidate must possess a recognized three (3) year Degree or National Diploma in Labour Relations or Human Resources Management. Minimum of five (5) years’ experience in Employee Relations experience in a unionised environment with 3 years’ experience as a supervisor or junior management or 3 years’ experience in management.

SENIOR SCIENTIST: GEOHYDROLOGY (NELSPRUIT, HEAD OFFICE) 
Remuneration Package within salary band D1 (Ref no 13/20/21) 
 
Requirements: The candidate must possess a recognized four (4) year Degree/Honours in Geohydrology or Geology. Six (6) years’ post qualification experience in hydrogeological evaluations and assessments, groundwater hydraulics and flow regimes and South African geology, experience with design, implementation, and assessments of groundwater monitoring programs as well as groundwater-surface water interaction. The candidate should have at least 3 years middle level management and project management experience. Registration with South African Council for Natural and Scientific Professions (SACNASP) as a Professional Natural Scientist. A valid drivers’ license. Willingness to travel and work after hours when necessary.

Key performance areas: Develop and implement methodologies, systems, and procedures to collect, store and process geohydrological data. Ensure the collection, collation, processing and present groundwater usage information; Ensure the installation, commissioning, calibration of groundwater monitoring sites; Ensure the identification of groundwater monitoring sites and development and maintenance of a groundwater monitoring plan; Ensure the development, review and sign-off of planning, surveying and geophysical investigations; Assessment of geological (lithology & structures) and topography; and Apply appropriate scientific models (groundwater models to generate information and knowledge). Perform scientific analysis and regulatory functions for water resources management; Provide technical support, review and recommendations to protect groundwater resources. Provide geohydrological estimation of groundwater quantity and water quality using appropriate scientific ground water models to guide water use authorisations. Determination of recharge, aquifer characteristics, hydraulic parameters, water quality, groundwater balance (use), and groundwater potential. Evaluate pollution risk of exploration targets. Provisioning of management recommendations and aquifer operational rules. Assess groundwater vulnerability, harvesting potential. Assess groundwater availability and sustainable abstraction rates including, surface and groundwater interaction. Assess impacts of future environmental change through scenario analyses linked to development growth and/or climate. Conduct basic and applied research and publish results. Evaluate the integrated water use licence application (including associated specialist reports) to ensure that all relevant information has been provided as guided. Evaluate the impact on the quality and quantity of surface and ground water resources and make recommendation to address and or minizine the impact. Determine/evaluate the impact of the proposed activity on the water resource and propose measures to prevent negative impact. Make presentation of report Record of Recommendation and Water use Licence to the Water User Administration Advisory Committee for judgement. Write a report (Record of Recommendation) recommending for issuance or non-issuance of the licence to be considered by the Director General from Department of Water and Sanitation, Head Office.
