The Information Regulator (Regulator) is a juristic person established in terms of Section 39 of the Protection of Personal Information Act 4 of 2013 (POPIA) which enjoins the Regulator to be independent and impartial and to perform its functions and exercise its powers without fear, favour or prejudice. It is accountable to the National Assembly and has jurisdiction throughout the Republic of South Africa. The Regulator is responsible for the promotion and protection of the right to privacy as it relates to the protection of personal information and right of access to information. In this regard, it exercises its powers and performs its functions in accordance with POPIAand the Promotion of Access to Information Act 2 of 2000 as amended (PAIA). The Regulator consists of five (5) Members namely: the Chairperson and four (4) ordinary Members appointed by the President of the Republic of South Africa for a five (5) year term. The Chairperson and two (2) ordinary Members are appointed on a full-time and the other two (2) Members on a part-time basis. Section 47 of POPIA empowers the Regulator to establish its own administration to assist it in the performance of its functions. In this regard, the Regulator must appoint the Chief Executive Officer (CEO) and other staff members to assist it in the performance of its functions. The Head Office of the Regulator is situated in Woodmead, Johannesburg. ASSISTANT MANAGER: INTERNAL CONTROL

SALARY: R468 459.00 (Basic salary per annum and not negotiable) The successful candidate will be required to sign a performance agreement annually.
REQUIREMENTS
- Matric certificate plus a National Diploma/Degree in Financial Accounting/Cost Management Accounting/Internal Auditing at National Qualification Framework (NQF) Level 6 or 7 as recognised by South African Qualifications Authority (SAQA);
- Three (3) to Five (5) years relevant experience within financial management environment; and
- Knowledge of Public Financial Management Act, Treasury Regulations, Internal policies and procedures.
SKILLS AND COMPETENCIES REQUIRED
Knowledge of POPIA, and PAJA , Planning, organising and execution, ability to engage in strategic thinking, knowledge of the Public Financial Management Act, knowledge of Treasury Regulation, thorough knowledge of related administrative policies and procedure, In-depth knowledge of Public Service Regulatory Framework, ability to use memory and analytical skills to successfully complete investigative assignments, ability to pay attention to detail to ensure accuracy and completeness of all investigative material, conflict resolution skills, Teamwork and networking, ability to multitask and provide sound advice on investigative strategies and Interpretation, Planning, Policy Development and Implementation, Research Skills, Analytical Skills, Communication, Ability to manage conflict Initiative, Critical thinking, Keeping abreast of changes in regulatory framework, Good oral and written communication, preparation of reports, conducting conceptual and analytical research, presenting accurate conclusions and recommendations, Team leader, sensitivity to needs of people from diverse cultures and backgrounds.
KEY PERFORMANCE AREAS
- Develop, implement and maintain internal control Policies, Frameworks and Procedure Manuals;
- Conduct and oversee internal control inspections and investigations to identify lack/ineffective internal control systems within the Information Regulator;
- Keep records of unauthorised, irregular, fruitless, and wasteful expenditure;
- Control financial documents (Receiving, Filling, reconciliation and also make follow up on outstanding batches);
- Provide transversal support, advice and guidance in terms of internal control prescripts;
- Participate in the compilation of reports to the Executing Authority on internal control compliance programmes;
- Provide administrative support to the Loss Control Committee (LCC);
- Conduct internal control assessments to identify potential risks;
- Provide administrative support for internal and external audit processes in the Regulator;
- Compile Regulator Audit Action Plan and report progress on implementation of action plans;
- Identify fraudulent, irregular and fruitless and wasteful transactions;
- Prepare condonation documents for clearing Irregular, Fruitless Expenditure; and
- Maintain parliamentary records and condonation for unauthorised expenditure.
