Overview
To render administrative support to the planning, directing and co-ordination of human resources administration-specific tasks of the Provincial Electoral Office, operate systems and procedures for efficiency, and provide team leadership for optimum performance. This position reports to the Assistant Manager: Human Resources. 
 
 
Responsibilities/Duties
 
Duties: Provide Human Resource administration support services whilst maintaining a filing and retrieval system, keeping past and current records; carry out duties related to recruitment, selection, appointments, terminations (resignations, retirements, deaths) of permanent and fixed term employees as well as  conditions of service that include leave and service benefits; provide support to the Employee Wellness Programme,  activities and the implementation of occupational health and safety legislation and programmes; process appointment of Municipal Electoral Officers (MEOs).
Labour Relations: Execute duties related to grievance resolution and disciplinary processes; assist with instituting preliminary and full investigations, appointing prosecuting and presiding officers for disciplinary hearings and escalating appeals against findings of, and sanctions imposed by, disciplinary hearings, where delegated; provide support in processes of disputes resolution. 
Compensation Administration: Carry out duties for compensation and conditions of service, co-ordination and implementation of new procedures and plans and provide guidance and advice to staff;
Provincial Employee Training: Provide support for provincial staff development, refresher training in case of changes in electoral procedures and technology and provincial training needs; carry out duties related to training of temporary staff, large numbers of field staff for elections, by-elections, and voter registration and assist and overseeing training of master trainers. 
Performance Management Facilitation: Provide effective and efficient team support in the performance management of employees in the province; provide clear guidelines on strategic objectives, input, output, outcomes, performance indicators and ratings; communicate the results and outcome of performance management process to employees; carry out administrative functions related to performance.

Requirements
Basic Requirements: Matric/N3 plus a Bachelors' Degree or three year National Diploma, with 4 years relevant working experience within an HR environment; experience within a project management environment is advantageous; knowledge of the Electoral Commission and election related matters will be recommended; excellent office administration skills, good verbal and written communication skills, good organizing skills, computer literacy, people management and interpersonal skills; willingness to travel extensively and a valid driver's license is compulsory.
