Overview
The purpose of this position is to manage security and office support services.  This position reports to the Deputy Chief Electoral Officer: Corporate Services.
 
Responsibilities/Duties
1) Manage building maintenance for national offices; 
(2) Manage cleaning services, facilities and contractors for national offices; 
(3) Manage intra-facility and office services (telecoms, furnishing, canteen, gym, tea/food, parking catering) for national office; 
(4) Develop election security strategies and plans (in co-operation with the State Security Cluster); 
(5) Manage physical and information security services (MISS & PISS) for all offices, facilities (national, provincial, regional, local and warehouses) and Results Operating Systems (ROCs); 
(6) Manage and monitor contracted guarding services and installations; 
(7) Render fleet management services; 
(8) Manage leases for national and all provincial offices; 
(9) Manage human resources, as well as finances, budget and general administration of the division.
 
 
Requirements
An appropriate Bachelor's degree or a three-year related National Diploma; a minimum of 8 years' working experience with  6 years at middle management level (equivalent of Deputy Manager or Deputy Director in the Public Service); relevant experience in building management, security strategy and planning as well as fleet and lease management; proven successful operational and process management within public or private sector; competent knowledge and understanding of relevant policy and legislation, competent understanding of institutional governance systems; extensive knowledge of the public office environment; understanding of Electoral Commission operations and delegation of powers, as well as field-specific roles under the Division; leading competence; good planning, project management and implementation skills; good interpersonal and financial management skills, including knowledge and understanding of the relevant legislative frameworks.
