Overview
The successful applicant will be remunerated for preparation and attendance of meetings according to an hourly rate that is derived from the guidelines set out by the Department of Public Service and Administration (DPSA) rates applicable at the date of the appointment.
Therefore, for the purpose of this advertisement, the rate will not exceed Level 14 of the Department of Public Service and Administration (DPSA) rates, i.e. R2,149 per hour excluding VAT or R2,471.35 including VAT (as per the Rates issued 1 July 2019) or as amended in 2020 for the concomitant level (1).
The DPSA adjusts these rates annually and such adjustments will apply mutatis mutandis to the rates stipulated for the duration of the contract as it may become applicable (2) . Payment will furthermore be done per hour (and not daily) upon submission of signed off time sheets, i.e. for actual hours worked. The rate referred to above will be used to determine the amount payable on a monthly basis.
(1) The inclusion or exclusion of VAT will be subject to whether an individual is contracted or his/her company.
(2) The fee was determined in terms of the long term, all overheads with mark-up model (Model B, Options B1 and B1.1), as per the "Guide for Hourly Fee Rates for Consultants", which is available on http://www.dpsa.gov.za/dpsa2g/consultant_fees.asp.
Responsibilities/Duties
The successful applicant will chair the Electoral Commission National Bargaining Forum. The Electoral Commission currently recognises only one trade union, i.e. the National Education, Health and Allied Workers' Union (NEHAWU) for purposes of consultation and negotiations as prescribed by the Labour Relations Act, 1995. Meetings will be held as determined by the ECNBF Constitution and the Recognition and Procedural Agreement, but at least once a month.
Requirements
An applicant should have a proven record of accomplishment of minimum 10 years in chairing bargaining forum meetings, facilitating consultation, negotiations and wage negotiations and development of recognition agreements and bargaining forum constitutions. In addition, the following skills, experience and attributes would be an advantage: integrity, independence, dedication, understanding of the Electoral Commission Act and any other legislation that governs the business of the Electoral Commission, knowledge of management principles and ethics, good communication and report writing skills, strong leadership acumen, inquisitiveness, and independent judgment.
