The IDT is a Schedule 2 Public Entity, established as a development management agency. Its primary role is to influence, support and add value to the national agenda. The IDT is mandated to measurably impact on the eradication of poverty and to improve the quality of life of poor, rural and marginalised communities. GENERAL MANAGER: PORTFOLIO MANAGEMENT SERVICES
JOB LEVEL: DU
REGION: NATIONAL OFFICE
LOCATION: PRETORIA
DURATION: 5 YEAR CONTRACT
PORTFOLIO: PMSU
 
PURPOSE: The primary purpose is to provide strategic leadership and management of national programme, technical support to regional programme delivery and to direct organisation wide portfolio (sector) management. The role is further responsible for championing emerging contractor and designated groups empowerment in programme delivery.
REPORTING: Executive Head: PMSU
 
REQUIREMENTS: Minimum of a Post Graduate Degree preferably in Built Environment and a formal qualification in Project Management. A Master’s Degree will be an added advantage. A formal qualification in community development or business studies would also be an added advantage. 8 years management experience within the built environment, 3 of which must be at a senior management level. Experience in Programme Management, Planning and Strategy implementation. Competencies: Construction management; General and strategic Management; Programme Management; Financial Management; Budget Management and Cost Control; Monitoring and Evaluation; Business Planning; Construction management; General and strategic Management; Programme Management; Financial Management; Budget Management and Cost Control; Monitoring and Evaluation. PORTFOLIO MANAGER: SOCIAL INFRASTRUCTURE
JOB LEVE: DU

PORTFOLIO: PMSU
 
PURPOSE: To provide organisation wide operational leadership and management of the social infrastructure portfolio as well as direct the provision of technical programme management support to regional social infrastructure programme delivery.
REPORTING: Executive Head: PMSU
 
REQUIREMENTS: Minimum of a postgraduate degree in the Built Environment i.e. Building Architecture, Quantity Surveying, Civil Engineering, Structural Engineering and Construction Management plus a formal qualification in Project Management. Registration with the South African Council for Project and Construction Management Professions (SACPCMP) as a Professional Construction Project Manager (PrCPM). At least 10 years within the built environment, 5 of which must be at a management level. Experience in Project/ Programme Management within the Development Sector. Competencies: Construction Programme and project management; Development facilitation; Sound knowledge of PFMA, Treasury SCM regulation, CIDB regulation; Occupational Health, Safety, Environment and Quality assurance; Relevant sector (Education, Health, Justice, Economic, Environment, Energy) knowledge; Financial Management; Budget management and Cost Control; Monitoring and Evaluation and Business planning. REQUIREMENTS: Minimum of a postgraduate degree in Social Sciences i.e. Development Studies, Development Planning, Community Development, Development Economics, Rural/Regional and Urban Planning, Social Impact Assessment, Agriculture, Sustainable Development and a formal qualification in Programme/Project Management. Professional registration with the Project Management South Africa (PMSA) or an equivalent Project Management Body such as Project Management Institute, International Institute of Project Management, etc. At least 10 years within the Community/Social Development sector, 5 of which must be at a management level. Experience in Project/ Programme Management within the Community/Social Development Sector.

SENIOR MANAGER: HUMAN RESOURCE PLANNING AND ORG DESIGN
JOB LEVEL: DU

PURPOSE: To be responsible for human resource planning, organisation design and human resource development functions within the IDT
REPORTING: General Manager: Human Resources
 
REQUIREMENTS: Honours Degree in Human Resources Management. A Master’s Degree will be an added advantage. Extensive experience in business process mapping and organisational design; Leadership and Management capabilities and at least five years in a managerial position
 
Competencies: In-depth knowledge of human resource planning strategies and techniques. Skills: Research skills; Leadership and Management capabilities, Ability to work under pressure; Strategist and independent thinker and Emotional maturity, level headedness and good solution provider.
 
DUTIES: Development and implementation of the human resources plan; Development and management of HR Strategies; Initiation and implementation of transformational change projects and programmes; Conduct HR-related research and benchmarking; Business Process Mapping/re-engineering; Organisation analysis and design; Job Profiling and Evaluation; Oversee performance management processes and systems and design organisation development strategy.
