SALARY RANGE : Total Annual Package (CTC) – R811,678.00 - R954,916.00

Purpose of the job 
Provision of best practice Talent Sourcing and Acquisition solutions with an “Employer of Choice” branding message, efficient vacancy management and enhanced organisational performance. 
 
Key Outputs: The successful candidate will report to the Senior Manager: Talent and Performance Management and their responsibilities will include: ● HR Strategy implementation- Ensure alignment of the Talent Sourcing framework and plan to the overall Talent Management and HR strategy - As the organizational Employment Equity ambassador, ensure that all vacancies are filled in accordance with the employment equity targets ● Employer Branding - Create and maintain a powerful employer branding message through use of diverse talent sourcing and acquisition platforms, including the organisational website ● Sourcing and Acquisition - Manage end to end (Recruitment lifecycle) Talent Sourcing and Acquisition, including pre-onboarding strategies for new employee onboarding, engagement, and retention - Conduct talent forecasting based on future economic/business conditions and implications on labour demand (economic growth, technological change, availability of skills and legislative developments) ● Competency Management - Collaborate with HRD to develop and conduct training for managers to promote Employment Equity, improve Talent Sourcing efficiencies and increase Employee Engagement ● Stakeholder Management - Collaborate with HRBP’s and meet with line managers to gain a comprehensive view of core business strategies, objectives, culture and workforce planning issues - Draft, implement, monitor and manage SLA’s with recruitment service providers, HRBP’s and Line Management ● Employee Development and Governance - Ensure overall management and development of Talent Sourcing Officers - Review / update all Talent Sourcing related Policies - Produce monthly reports with stats of vacancy rate and cost savings in line with talent sourcing budget and PFMA prescripts. 
 
Qualifications and Experience ● Bachelor’s degree in Human Resources or Industrial Psychology ● Honours Degree in Human Resources or Industrial Psychology advantageous ● A minimum of 3 – 5 years’ experience in managing a team ● A minimum of 3 – 7 years of recruitment experience.

SENIOR MANAGER: PROJECT MANAGEMENT 
JOB LEVEL : D4 
SALARY RANGE : Total Annual Package (CTC) R1,111,106.00 – R1,307, 184.00 
LOCATION : ICASA (Head Office- Eco Park, Centurion) 
POSITION STATUS : Two year fixed-term contract 
 
Purpose of the job 
The position is responsible for the overall direction and management of the following projects: 
• Licensing of high demand (IMT) spectrum; 
• Licensing of an Individual Electronic Communications Network Service Licence for the provision of wholesale electronic communications network services (referred to as the WOAN); 
• Data services market review (the program to address high cost to communicate, particularly as it relates to data services); 
• Development of the Radio Frequency Migration plan 2024; and 
• Development of the IMT Roadmap 2024. 
 
This role will be tasked with delivering on the above-mentioned strategic projects over the period of two years and augment internal expertise in business case development and managing projects. The role is expected to provide strong leadership in a matrix environment to promote best practices in managing interrelated projects and programmes to ensure successful delivery. This role will also ensure the identified resources have the correct structures and human capital to deliver successfully and will be required to ensure delivery of high quality deliverables both in terms of content and structure. 
 
Key Outputs: The successful candidate will report to the Chief Executive Officer, and responsibilities will include: ● Project Planning, Scheduling and Control ● Project Delivery ● Manage Project Risks and exploit opportunities ● Project Resource and Cost Management ● Measuring the impact and achieving the expected operational improvements. 
 
Qualifications and Experience ● Honours degree(NQF level 8) ● A postgraduate qualification/ certificate in Project Management (NQF level 7) ● 3 Years Management Experience ● 6 – 10 years Project / Program Management Experience ● 4 – 8 years’ experience in ICT Sector Experience would be an added advantage ● Demonstrated experience of delivering large-scale projects ● Leading a Project Management team through delivery in a complex environment, preferably a mix of public and private sector experience ● Process review, optimisation and benchmarking ● Experience in leading a cross functional team in a project environment ● Effective and collaborative change management in line with strategic objectives ● Demonstrable experience of production of high quality, targeted and useful documentation, presentation materials and management information ● Demonstrable experience of senior stakeholder management – internal and external ● Financial and human capacity resource planning and management ● Demonstrable technical experience in the Electronic Communications Network and Service will be an added advantage.

SPECIALIST: PROJECT MANAGEMENT

SALARY RANGE : Total Annual Package (CTC) R693,742.00- R816,167.00

POSITION STATUS : Two year fixed-term contract 
 
Purpose of the job 
The position is responsible for providing project management support to the Senior Manager: Project Management with respect to the following projects: 
• Licensing of high demand (IMT) spectrum; 
• Licensing of an Individual Electronic Communications Network Service Licence for the provision of wholesale electronic communications network services (referred to as the WOAN); 
• Data services market review and related projects; 
• Development of the Radio Frequency Migration plan 2024; and

The role is expected to employ effective organisational and administrative processes, together with knowledge and/or experience of project management best practices, to facilitate the successful achievement of the objectives of the above mentioned projects. 
 
Key Outputs: The successful candidate will report to the Senior Manager: Project Management, and responsibilities will include: ● Project Planning, Scheduling and Control ● Project Scope Management ● Manage Project Risks and exploit opportunities ● Project Resource and Cost Management. 
 
Qualifications and Experience ● A 3-year degree (NQF Level 7) ● A postgraduate qualification/certificate in Project Management (NQF Level 6) ● 4 Years of Specialist Experience ● 4 to 8 years experience in Project/programme management ● Solid knowledge in project management trends ● Drawing up Project Charters and Gantt Charts
