INVITATION TO SERVE AS AN EXTERNAL MEMBER OF THE STANDARDS LIAISON COMMITTEE OF THE INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA
FOUR (4) POSITIONS
 
The Independent Communications Authority of South Africa (“ICASA”) is a public entity in terms of section 192 of the Constitution of the Republic of South Africa, 108 of 1996, established to regulate electronic communications, broadcasting and postal sectors in South Africa, in the public interest in terms of the Independent Communications Authority of South Africa Act, No 13 of 2000 (“ICASA Act”), and the Electronic Communications Act, No 36 of 2005 (“EC Act”).
ICASA hereby invites applications from suitably qualified and experienced persons to be appointed in an advisory, part-time capacity to serve on its Standards Liaison Committee (“SLC”) for a period of three (3) years.
Prospective candidates must be citizens or permanent residents of the Republic of South Africa, and must have relevant knowledge of and expertise in standards applicable to the electronic communications, broadcasting, or postal sectors, which expertise will enable them effectively to advise ICASA on vendor and technology neutral standardisation of products within the Information and Communications Technology sector in particular.
 
Roles and Responsibilities: the SLC is vested with certain powers by the ICASA Council stemming from the ICASA Act and the EC Act, such as, to:
• recognise emerging technology trends;
• identify areas where new technical standards are needed;
• determine whether existing standards are still relevant to South Africa;
• consider proposals from the South African Bureau of Standards technical committees and other standardisation bodies regarding new and updated standards; and
• make recommendations to the ICASA Council on standards proposed for adoption, along with the necessary licensing and/or certification procedures to be followed.
 
Required qualifications: Applicants must be in possession of an appropriate technical or engineering tertiary qualification, preferably at postgraduate level.
 
Experience: Applicants must have three (3) or more years of experience in the electronic communications sector, with extensive knowledge in the following:
• development and drafting of electronic communications technical standards; 
• participation in technical committees or equivalent fora dealing with the development of technical standards.
 
Selection Procedure: Short-listed candidates will be invited for interviews, to be conducted by a panel appointed by the ICASA Council. It will be the prerogative of the Council to make final appointments upon recommendation by the shortlisting and interview committee. A member of SLC must be considered fit and proper in accordance with section 17(3) of the ICASA Act.
 
Remuneration: These are non-remunerated, honorary appointments.
However, an external member of the SLC will be reimbursed for reasonable expenditure on subsistence, travel etc., as the Council of the Authority determines (as per section 17(8) of the ICASA Act).
Term of Office: the successful candidates will be appointed to serve as external
members of the SLC for a period of three (3) years and will be subject to the SLC Terms of Reference and such other terms and conditions as prescribed by law and by the Council of ICASA.

DIVISIONAL ASSISTANT: POLICY, RESEARCH AND ANALYSIS
JOB LEVEL: B4
SALARY RANGE: Total Annual Package (CTC) – R263,104.00 - R328,880.00
LOCATION: ICASA (Head Office- Eco Park, Centurion)
POSITION STATUS: Permanent
 
Purpose of the job
To manage, maintain and ensure the smooth running of the Division by providing efficient and effective secretarial and support functions.
 
Key Outputs: The successful candidate will report to the Executive: Policy, Research and Analysis and their responsibilities will include: ● Secretarial Support ● Diary Management ● Organising functions and meetings ● Correspondence management ● Administrative/Office Support.
 
Qualifications and Experience ● Relevant Advanced Certificate (NQF 5) in Secretarial / Office Administration or related fields ● Relevant 3 years National Diploma from accredited educational institutions (NQF 6) will be an added advantage ● A minimum of 5 years relevant administrative and/or secretarial experience ● Must be computer literate at an advanced level.
