Purpose of the job 
Provide effective administrative support to the Bid Adjudication, Bid Evaluation and Bid Specification Committees by ensuring that all administrative bid functions and processes are strictly adhered to the stipulations of applicable legislative frameworks. 
 
Key Outputs: The successful candidate will report to the Supervisor: Bids and Contracts and their responsibilities will include: Initiate & execute the bidding process: provide secretariat services to the Bid Evaluation Committee and Bid Specification Committee (includes obtaining approval). Compile bid documents. Publish tender invitations. Receive and open bid documents. Co-ordinate, review, and compile the list of prospective providers for quotations: Compile terms of reference to invite service providers for an expression of interest. Receive, evaluate, and adjudicate the expressions of interest 
 
Qualifications and Experience ● National Diploma (NQF Level 6) in Supply Chain Management / Logistics Management ● B. Degree (NQF Level 7) as recognized by SAQA in BCom Finance / BCom Accounting / BCompt / Financial Management with Accounting as an added advantage. ● 3-5 years’ relevant experience in the application of Public Finance Management Act (PFMA), PPPFA and National Treasury Regulations.

INSPECTOR TECHNICAL X 2 
JOB LEVEL : C3 
SALARY RANGE : Total Annual Package (CTC) – R487,380.00 - R609,225.00 
LOCATION ICASA (Regional Office – Western Cape) 
POSITION STATUS : Permanent 
 
Purpose of the job 
To conduct investigations, and enforcement activities on radio frequency users within the telecommunications and Broadcasting sectors to ensure compliance with the ICASA Act, ECA and its underlying statutes and resolve and /or mitigate harmful radio interference complaints. 
 
Key Outputs: The successful candidate will report to the Regional Manager: Western Cape, and their responsibilities will include: 
  • Resolution or mitigation of harmful radio frequency spectrum interference through determination of the type of radio apparatus used, filtering systems, operations against licence conditions and establishing if the operator is using the correct and dedicated radio apparatus. 
  • Conduct Interference compliance audits across the Western Cape Province through measuring Output Power, Harmonics, bandwidth, spurious emissions and analyzing intermodulation. 
  • Investigation of high site radio frequency spectrum installations. (at locations across the Western Cape Province) through determining the actual Physical locations and measuring of site performance against SANS standards, measuring the Voltage Standing Wave Ratio (VSWR), forward and reverse power of the high site, cable loss measurements and sensitivity. 
  • Deciding that that the person in possession of the radio apparatus does not comply with licence terms and conditions or is operating beyond the licence terms and conditions in terms of the ECA, ICASA Act and any other applicable regulations.
  • Conduct enforcement activities on issued radio frequency spectrum licensees. 
  • To monitor the quality of services from network and broadcasting license holders. 
  • To conduct type approval inspection in identifying and preventing the use of unauthorised electronic transmitting equipment and devices. 
  • To investigate ECS/ECNS and Broadcasting operators to ascertain that they are licensed and operating within the Acts' requirements, underlying legislation and licence terms and conditions. 
 
Qualifications and Experience: ● Minimum - Three-year National Diploma (Electrical, Electronic or Information Engineering) – NQF L6 ● BSc or BTech or Bachelor’s degree in Electrical or Engineering (Electrical/Electronic or Information Engineering – NQF L7 (added advantage) ● 3 years in radio frequency environment ● Radio frequency interference investigation experience (added advantage) ● Experience in use of Electronic Test Equipment’s and electronic measurements ● Computer literacy and high level of proficiency in MS Office ● Non-endorsed driver license.

ADMINISTRATIVE OFFICER
JOB LEVEL : B4 
SALARY RANGE : Total Annual Package (CTC) – R276,259.00 – R345,324.00 
LOCATION ICASA (Regional Office – Western Cape) 
POSITION STATUS : Permanent 
 
Purpose of the job 
To provide procurement and administrative support to the Regional Manager and the entire Regional Office. 
 
Key Outputs: The successful candidate will report to the Regional Manager: Western Cape, and their responsibilities will include: 
  • Answering incoming calls and directing them. 
  • Receiving in-person visits to the office. 
  • Preparing internal memorandums regarding procurement and travelling. 
  • Handling and follow-up on these processes with Supply Chain division and ensuring it is done timeously. 
  • Administration of required petty cash for the division. 
  • Vehicle administration and key control. 
  • Filing and general office administration. 
 
Qualifications and Experience: ● 1 year Diploma in Secretarial/ Office Administration (NQF5) three-year National Diploma (Secretarial/Office Administration) -NQF L6 (added advantage) ● 3 – 5 years working experience in Secretarial Support / Office Administration / Relevant Administration Experience ● Computer Literacy (Advanced MS Word, Advanced MS Excel, MS Power Point, MS Outlook) ● Knowledge of using financial systems such as JDE will be added advantage. Experience in a regulatory environment (Telecommunications, Postal and Broadcasting) will be added advantage.

CUSTOMER COMPLAINTS OFFICER 
JOB LEVEL : C3

POSITION STATUS : Permanent 
 
Purpose of the job 
● The purpose of the job is to assist the Authority in receiving, managing & resolving consumer complaints from the postal, broadcasting and electronic communications sectors, as governed by relevant consumer protection legislation and regulations ● The Customer Complaints Officer is required to build and maintain relationships with the various stakeholders involved in resolving all consumer complaints received by the Authority ● The officer is also required to advise the Authority on possible changes to legislation & regulations based on qualitative and quantitative analysis of consumer complaints.
 
Key Outputs: The successful candidates will report to the Manager: Customer Complaints & Dispute Resolution, and their responsibilities will include: ● Receipt of consumer complaints, management, and analysing them to determine jurisdiction and escalating them to licensees for resolution ● Resolution of consumer complaints through Alternative Dispute Resolution (ADR) process. ● Escalating non-compliance cases to the Complaints and Compliance Committee (CCC) ● Operational Planning ● Participation in Council Committees and task teams ● Participating and representing the Authority on other consumer protection forums ● Assisting in the development of consumer protection related regulations, proposing possible amendments and review where necessary. 
 
Qualifications and Experience: ● Bachelors of Law Degree (LLB) or BCom/BA in Social Research (NQF L7) ● Post graduate Diploma in Compliance Management will be an added advantage ● 2 years working experience in ICT sector/ legal sector/research institutions or regulatory sector ● Solid knowledge of relevant consumer related legislation, including: CPA, ICASA Act , ECA and POPI ● Previous experience in the field of consumer protection and compliance ● Experience in working with complaints management systems e.g. CRM will be an added advantage.
