SALARY RANGE: Total Annual Package (CTC) – R598,369.00

POSITION STATUS3 (Three) Years Fixed Term Contract
 
Purpose of the job
To ensure effective and efficient administration of ICASA’s fleet and assets allocated to Corporate Services: Facilities co-ordination of multi-function printing services in line with ICASA’s official business; and to ensure strict compliance with the agreed service standards, prescribed policies and procedures.
 
Key Outputs: The successful candidate will report to the Manager: Facilities and Fleet Management, and their responsibilities will include: ● Fleet management ● Enforcing compliance with approved policies, procedure manuals, any other approved regulations, legislation and requirements, and report any violations ● Reviewing and reconciling monthly expenditure, and producing monthly journals with accurate cost centre and supporting documents ● Facilitating vehicle service bookings, maintenance and repairs within the Authority ● Coordinating the vehicle audit inspections  ● Allocating traffic fines to relevant Divisions and manage related logistics ● Providing assistance on accident reporting procedures and related accident, and insurance claims management logistics ● Fleet administration duties ● Monitoring vehicle usage through the tracking system, reviewing and filing tracking reports, report any abuse and faulty units ● Ensuring License disk renewals and garage/petrol card renewals are done ● Ensuring efficient and effective management of physical assets allocated to Corporate Services: Facilities ● Multi-function printers management.
 
Qualifications and Experience: ●Undergraduate qualification in Business/Office Administration /Business Management /Finance or Public Administration /Public Management (NQF level 6/7) ● Minimum 2 years working experience in fleet management ● 1 year experience in management of multifunction printers and administration would be advantageous ● Computer literacy / proficiency in MS Office ● A valid driver’s license.

​PRINCIPAL BUSINESS ANALYST  

JOB LEVEL: D3
SALARY RANGE: Total Annual Package (CTC) R1,370.330.00
LOCATION: ICASA (Head Office – Eco Park, Centurion)
POSITION STATUS: Permanent

Purpose of the job                                                                                                                
To lead the review and analysis of the financials, business plans and market research for the effective market regulation of licensed activities, spectrum and service licenses.
 
Key Outputs: The successful candidate will report to the Senior Manager: Market Regulation, and their responsibilities will include: ● Conducting market studies to determine feasibility and suitability of the licensing additional players ● Comparative and qualitative analysis reports on markets research ● Analysis of socio-economic potential benefits and potential negative consequences that may accrue for transfers, amendments and change of control ● Presenting business plans and research matters to Council and EXCO as required ● Drafting market study findings documents, post-hearing reports and reasons for decisions on market research ● Providing plain language advice on financial issues to non-financial audiences ● Assisting the senior manager in developing a consistent regulatory agenda to promote competition and enhanced economic efficiency of the ICT Sector.
 
Qualifications and Experience: ● BCom Degree in Economics, Finance, Accounting or any Business related qualification at NQF Level 7 ● A Business related Postgraduate qualification at NQF Level 8 ● Accreditation to a professional Accounting or Finance body is an added advantage ● At least 3 years of experience in a senior management/senior specialist position specialising in corporate financial analysis or competition assessments within an economic regulatory environment; alternatively at least 5 years professional working experience specialising in corporate financial analysis and competition assessments in an economic regulatory environment ● Proven experience in conducting economic research and drafting research reports ● Experience engaging with stakeholders at all levels ● Experience in using analytical tools (such as Power BI, Advanced Excel, and any other financial modelling tool).

INVITATION TO SERVE ON THE INFORMATION TECHNOLOGY REVIEW COMMITTEE (ITRC) OF THE INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA: ONE (1) POSITION
The Independent Communications Authority of South Africa (ICASA) is a public entity responsible for the regulation of the electronic communications, broadcasting and postal industries in South Africa, as mandated by the ICASA Act, No 13 of 2000, and Electronic Communications Act, No 36 of 2005. ICASA hereby invites applications from suitably qualified and experienced persons to serve on its Information Technology Review Committee (ITRC) at its Head Office in Centurion for a period of three (3) year
ITRC’s role is to ensure that prudent and reasonable steps are taken with regard to Information Technology (IT) Governance of ICASA with the focus being on Digital Transformation for the Authority.
 
Requirements: ● A Masters or PhD qualification in Information Technology (IT) or Electrical and Electronics Engineering or Mathematics or Computer Science or Information Systems or Physics or an IT-related postgraduate qualification (NQF Level 9/10) ● 10 years extensive experience in digital technology sector (IT, Engineering, Data Analysis, Data Management) ● 5 years extensive experience in Digital Transformation strategy and implementation ● 5 years extensive experience in Data Management and Governance ● 4 years extensive experience in Cloud Computing (AWS, Azure, GCP, Huawei) ● Cybersecurity and AI experience will be an added advantage ● Experience working at executive level ● Previous experience serving as a member of an IT Steering or Governance Committee will be an added advantage ● Certification in  Governance of Enterprise IT (CGEIT), or Certified Information Systems Security Professional (CISSP), or Certified Information Security Manager (CISM) or any accredited digital technology related certification will be an added advantage ● Knowledge of the standard ISO 38500:2024 Information technology — Governance of IT for the organization would be an advantage
 
Term of Office:
The successful candidate will serve as a part-time member of the ITRC for a period of three (3) years and will be subject to the ITRC Terms of Reference and such other terms and conditions as prescribed by law and the Council of the Authority.
As per Treasury Regulation 20 under Government Notice No. R. 225, published in Government Gazette No. 27388 of 15 March 2005, persons employed by state organs or those serving on such Commissions and Committees of Inquiry will not be entitled to additional remuneration or fees payable for partaking in the work of the Information Technology Review Committee. However, this is a unique opportunity to contribute to the governance of ICASA, to gain valuable experience in the ICT sector, and to network with other industry professionals.
 
Disqualification in terms of section 6 (1) (d) to (l) of the ICASA Act No. 13 of 2000 (as amended) is applicable:
A person may not be appointed if they:
  • are a member of Parliament, any provincial legislature or any municipal council;
  • are an office bearer or employee of any party, movement or organisation of a party-political nature;
  • or any family member has a direct or indirect financial interest in the electronic communications, postal or broadcasting industry;
  • or their business partner or associate holds an office in or with, or is employed by, any person or body, whether corporate or unincorporated, which has an interest contemplated above;
  • are an un-rehabilitated insolvent;
  • have been declared by a court to be mentally ill or disordered;
  • have at any time been convicted, whether in the Republic or elsewhere, of –
  • (i) theft, fraud, forgery or uttering a forged document, perjury, an offence in terms of the Prevention of Corruption Act, 1958 (Act No. 6 of 1958), the Corruption Act, 1992 (Act 94 of 1992), Part 1 to 4, or section 17, 20 or 21 (in so far as it relates to the aforementioned offences) of Chapter 2 of the Prevention and Combating of Corrupt Activities Act, 2004, or any other offence involving dishonesty; or
  • (ii) an offence under this Act or the underlying statutes;
  • have been sentenced, after the commencement of the Constitution of the Republic of South Africa, 1993 (Act No. 200 of 1993), to a period of imprisonment of not less than one year without the option of a fine; or
  •  have at any time been removed from an office of trust due to misconduct.
