SUPERVISOR: BIDS AND CONTRACTS 
JOB LEVEL : C4 
SALARY RANGE ` : Total Annual Package (CTC) – R532,127.00 - R626,032.00 
LOCATION : ICASA (Head Office – Eco Park, Centurion) 
POSITION STATUS : Permanent 
 
Purpose of the job 
To manage strategic sourcing functions within prescribed governance frameworks to ensure service delivery, to support the achievement of organizational strategic goals through external stakeholders (service providers) and enhance organizational performance by rendering efficient support to all business units in ICASA; further, oversee SCM contracts administration in line with the provisions of applicable laws and SCM regulations. 
 
Key Outputs: The successful candidate will report to the Manager: Supply Chain Management and responsibilities will include: Bid Administration ● Contract Management ● Internal Control/Risk Management ● Ensure compliance with all relevant legislation, policies, procedures, and applicable prescripts ● Key Functions and Objectives ● Facilitate Improvements in Financial Management ● Administration of Bids ● Human Resources Management. 
 
Qualifications and Experience: ● Three-year National Diploma in Accounting/Supply Chain Management ● B.Com Supply Chain Management or equivalent an added advantage ● 3 – 5 years professional experience in Finance and Supply Chain Management ● 3 years supervisory ● 4-6 years of work experience in Finance ● Experience with the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000), the Broad-Based Black Economic Empowerment Act, 2003 (Act No. 53 of 2003) and any other SCM related legislation as issued by National Treasury.

 ELECTION MONITORING COMPLIANCE OFFICER X35 
JOB LEVEL : C3 
SALARY : Total Monthly Package (CTC) – R40,615.00 
LOCATION : ICASA (Head Office – Centurion) 
POSITION STATUS : Five Months Contract 
 
Purpose of the job 
To monitor and evaluate coverage of the 2024 National and Provincial elections by Broadcasting Service Licensees in terms of sections 56, 57, 58 and 59 of the Electronic Communications Act No. 36 of 2005 and the applicable Regulations. 
 
Key Outputs: The successful candidates will report to the Manager: Broadcasting Compliance, and their responsibilities will include: ● monitoring compliance with Electronic Communications Act and Election Coverage regulations which includes political advertisement and party election broadcast ● Data capturing and identifying issues covered by the broadcasting Licensees during election period ● Report non-compliance ● Compile reports on compliance as required. 
 
Qualifications and Experience: ● Post Matric qualification/Tertiary education such as Media Studies, ●06 months - 1 year working experience ● Knowledge of broadcasting regulatory environment, understanding of SA political landscape ● Prior knowledge and experience in elections or broadcasting monitoring and ICT sector will be an added advantage ● Proficiency in at least 2 official South African Languages.

INVITATION TO SERVE ON THE INFORMATION TECHNOLOGY REVIEW COMMITTEE (ITRC) OF THE INDEPENDENT COMMUNICATIONS AUTHORITY OF SOUTH AFRICA: THREE (3) POSITIONS 
 
The Independent Communications Authority of South Africa (ICASA) is a public entity responsible for the regulation of the electronic communications, broadcasting and postal industries in South Africa, as mandated by the ICASA Act, No 13 of 2000, and Electronic Communications Act, No 36 of 2005. ICASA hereby invites applications from suitably qualified and experienced persons to serve on its Information Technology Review Committee (ITRC) at its Head Office in Centurion for a period of three (3) years. 
ITRC’s role is to ensure that prudent and reasonable steps are taken with regard to Information Technology (IT) Governance of ICASA. 
 
Requirements: An Honours degree or a Post Graduate qualification. In addition to a qualification, prospective candidates must also have certification in IT Governance and demonstrate an understanding of IT controls (audit certification). Candidates should also have CA, CIA or CISA as well as experience in working at executive/board level. 
 
Term of Office: Successful candidates will serve as part-time members of the ITRC for a period of three (3) years and will be subject to the ITRC Terms of Reference and such other terms and conditions as prescribed by law and the Council of the Authority. 
 
Disqualification in terms of section 6 of the ICASA Act No. 13 of 2000 (as amended) is applicable: Applicants may not among other things have a direct or indirect financial interest in the electronic communications, broadcasting or postal sectors; be a public servant or the holder of any other remunerated position under the State; be a Member of Parliament, any provincial legislature or any municipal council; be an office bearer or employee of any party, movement or organisation of a party-political nature.
