Purpose of the job
Responsible for the overall direction and guidance of the Authority and attainment of ICASA’s strategy. Achieves full compliance with regard to the mandate of ICASA through the formulation of regulations in accordance with applicable legislation. Coordinates the efforts of the Executives and works with them and the Council to develop current and long-term objectives, strategic plans, annual and operational performance plans, policies and procedures for the organisation. Ensures the accomplishment of the Authority’s mission and vision, and the accountability of ICASA to its diverse constituents and the interest of the public. Represents the organisation to its stakeholders, significant sectors of the South African economy and the general public.
Key Outputs: The successful candidate will report to the Chairperson of ICASA, and their responsibilities will include: ● Mission, Policy and Planning – Develops medium-term business plans based on the Authority’s strategic mandate as set by Council and ensure successful execution thereof ● Legal and Compliance - Ensures that all operational activities of the Authority are compliant with relevant legislation and codes of good governance ● Management and Administration – Provides general oversight of all the Authority’s activities, manages the day-to-day operations, and assures a smoothly functioning, efficient organisation ● Governance – Works with the Council/Chairperson to enable the Council to fulfil its governance functions and facilitates optimum performance by the Council, its committees and individual Council members ● Human Capital – Ensures the implementation of a human capital strategic and policy framework that meets the needs of the Authority ● Finance – Promotes programmes and services that are produced in a cost-effective manner and kept within budget while maintaining an acceptable level of quality, and works with the Council to ensure financing to support short- and long-term goals, and serves as the Accounting Officer of ICASA, as stipulated in the Public Finance Management Act.
Qualifications and Experience: ● Relevant Master’s Degree ● 10- 15 years of relevant working experience ● Proven track record in building and leading highly successful and motivated teams ● 5 years’ experience serving at Executive and Board level ● 5 years’ Senior Management Experience ● Solid Project Management Skills ● Solid regulatory/ICT business acumen ● Solid legal approach ● Good knowledge of finance and economics.

Purpose of the job
To ensure that ICASA adheres to administrative due process in making its decisions; to ensure that ICASA develops lawful, implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.
Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include:● Provide legal guidance to Council (incl. Council committees) in executing their functions i.t.o the ICASA Act ● Provide legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions of ICASA on regulatory matters/issues ● Draft Regulations, regulatory documents/notices and letters (incl. responses) to licensees with regard to legal & regulatory issues ● Monitor and provide input, where necessary, into draft legislation that has an impact on ICASA mandate ● Represent ICASA at national & international meetings/fora ● Perform Compliance and Risk Management functions ● Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. Purpose of the job
The position is responsible for the overall direction and management of the following projects:
• Licensing of high demand (IMT) spectrum;
• Licensing of an Individual Electronic Communications Network Service Licence for the provision of wholesale electronic communications network services (referred to as the WOAN);
• Data services market review (the program to address high cost to communicate, particularly as it relates to data services);
• Implementation of the Radio Frequency Migration plan 2019; and
• Implementation of the IMT Roadmap 2019 and Radio Frequency Assignment Plans.
This role will be tasked with delivering on the above-mentioned strategic projects over the period of two years and augment internal expertise in business case development and managing projects. The role is expected to provide strong leadership in a matrix environment to promote best practices in managing interrelated projects and programmes to ensure successful delivery. This role will also ensure the identified resources have the correct structures and human capital to deliver successfully and will be required to ensure delivery of high quality deliverables both in terms of content and structure.

Qualifications and Experience ● Undergraduate degree in Law, Economics or Engineering (preferred) ● A postgraduate/professional qualification in Project Management ● 5 – 10 years Project / Program Management Experience ● 4 – 8 years’ experience in ICT Sector Experience would be an added advantage ● Demonstrated experience of delivering large-scale projects and leading a Project Management team through delivery in a complex environment, preferably a mix of public and private sector experience ● Process review, optimisation and benchmarking ● Experience leading a cross functional team in a project environment ● Effective and collaborative change management in line with strategic objectives ● Demonstrable experience of production of high quality, targeted and useful documentation, presentation materials and management information ● Demonstrable experience of senior stakeholder management – internal and external ● Financial and human capacity resource planning and management ● Demonstrable technical experience in the Electronic Communications Network and Service.

• Licensing of an Individual Electronic Communications Network Service Licence for the provision of wholesale electronic communications network services (referred to as the WOAN);
• Data services market review and related projects;
• Implementation of the Radio Frequency Migration plan 2019; and
• Implementation of the IMT Roadmap 2019 and Radio Frequency Assignment Plans.
The role is expected to employ effective organisational and administrative processes, together with knowledge and/or experience of project management best practices, to facilitate the successful achievement of the objectives of the above mentioned projects.

The position is responsible for providing administrative support to the office of the Senior Manager: Project Management with respect to the following projects:

Qualifications and Experience ● Bachelor's degree in English, library science, journalism or other relevant field ● 2 to 4 years demonstrated experience in Project Administration ● Proficiency in software, including MS Office (MS Excel, MS Word, MS Outlook), MS Project and MS Visio ● General research skills ● Administrative and facilitation skills to keep projects focused on objectives.
