CONTRACT ADMINISTRATOR

SALARY RANGE : Total Annual Package (CTC) – R433,152.00 - R509,591.00

POSITION STATUS : Permanent
Purpose of the job
Administer all the contracts for ICASA. Coordinate contract drafting, maintenance of contracts and the renewal of contracts. Reconcile contracts payments and ensure that all contracts payments are executed on time and according to milestones.
Key Outputs: The successful candidate will report to the Supervisor: Bids and Contracts, and the responsibilities will include: ● Contract and Service Level Agreement Drafting ● Contract Maintenance ● Contract Extension and Verification ● Contract Payment ● Compliance ● Reporting.
Qualifications and Experience: ● Diploma / Advanced Certificate in Finance/Accounting (NQF level 6) ● B.Com Finance/Accounting will be an added advantage ● 1 Year Supervisory or 1 Year Specialist Experience ● 2 Years relevant working experience will be an added advantage ● Good Knowledge of supply chain management and finance policies, procedures and related Acts (PFMA, ECA, PPPFA, B-BBEE Act, National Treasury Regulation, National Credit Act and PAJA) ● Good knowledge of GRAP, IFRS, CO Act and King 3 Report ● Be able to advise Council, Chief Executive Officer, Chief Financial Officer, General Managers, Managers, and End Users to the best use of Contract management disciplines and approaches within public entity environment.

Purpose of the job
To assist the Manager: Cost Modelling in carrying out the necessary functions of the Cost Modelling Unit (Market Regulation). Conducting research and providing an interpretation of regulatory financial interventions imposed in the ICT sector (i.e. telecommunications, postal and broadcasting) to ensure improved social welfare.
Key Outputs: The successful candidate will report to the Manager: Cost Modelling, and their responsibilities will include:• Managing the collection and collation of relevant ICT economic and cost-modelling data • Developing and maintaining ICT cost models and regulatory accounting systems • Managing required cost modelling databases • Provide necessary interpretation of regulatory financial accounts of regulated ICT services • Analyse available public information to disseminate and identify the cost of existing ICT services • Provide recommendations on developing costing models so as to inform regulatory planning and decision making • To assist the Manager in developing a consistent regulatory agenda to promote competition and enhanced economic efficiency of the ICT Sector.
Qualifications and Experience: ● Academic Degree / 3 years (NQF L7) in Accounting, Economics, Finance or Equivalent ● Honours/Postgraduate/Masters/Professional Qualification like CIMA or CA (SA) an added advantage ● At least 3 to 5 years relevant professional or working experience in financial environment ● Proven financial analytical skills ● Proven track record of analysing financial reports ● Proven track record of working with qualitative and quantitative methods ● Proven track record of conducting research ● Ability to engage with stakeholders at all levels.

Purpose of the job
Establish organisational development initiatives and interventions that create an effective organisational culture that recognises and values both individual and team contributions to organisational effectiveness and positions ICASA as a high-performing organisation.
Key Outputs: The successful candidate will report to the Senior Manager: Talent and Performance Management and their responsibilities will include: ● HR Strategy Implementation - Design, implement and maintain effective organisational development and change initiatives that enable HR to meet the strategic objectives of ICASA ● Organisational development and change enablement - Actively promote the assimilation of organisational effectiveness and change management competencies in the various divisions through education, partnership and consultation ● Shaping of an Organisational Culture - Develop and implement culture shaping and values alignment tools to better understand the current culture within ICASA ● Organisational Design - Manage projects that facilitate and accelerate realignment of roles, structures, processes and leadership as the organisation’s goals and objectives change over time ● Job Evaluation - Ensure consistent job evaluation of all positions within ICASA ● Performance Management - Implement a performance management process that operationalizes the ICASA strategy to promote individual, team, divisional and overall organisational effectiveness.● Team Development ● Exit Management - Analyse and produce quarterly exit interview reports, for presentation to Senior Management.
Qualifications and Experience ● Bachelor’s Degree in Industrial Psychology or Human Resources (NQF Level 7) ● Honours in Industrial Psychology or Human Resources (NQF L8) an added advantage ● A minimum of 6 years experience in the field of OD, change management, performance management and OD strategy development and implementation.
