POSITION STATUS : Two year fixed-term contract
Purpose of the job
This position is responsible for the overall coordination and management of a suite of projects within the core regulatory function comprising the following Programmes: Licensing & Compliance, Policy Research and Analysis, Engineering & Technology, as well as Regions and Consumer Affairs to ensure their successful completion; ensuring consistency with the organizational strategy of ICASA. Providing services to projects such as facilitation and coordination of projects initiation/conceptualisation, planning, monitoring & control, and reporting. Consistency of processes and integration across projects and programmes and customer satisfaction with the product/solution.
Key Outputs: The successful candidate will report to the Senior Manager: Strategy and Programme Management and the responsibilities include: ● Project Initiation /Conceptualisation - Compile regulatory project ideas decided during the ICASA Council annual planning session ● Project Planning - Coordinate compilation of detailed project plans based on project charters and in line with Project Management Book of Knowledge (PMBOK) principles as outlined in the ICASA project management policy and framework working with Programmes ● Monitoring, Controlling and Reporting - Ensure monitoring and control of projects implementation by project leaders and managers on the basis of the following: Scope, Time, Quality etc. ● Internal Auditing - Interface within Internal Audit for auditing of the quarterly project reports before they are tabled at the Audit Risk Disclosure and Ethics Committee.
Qualifications and Experience: ● Degree in Finance, Commerce, Business Administration or any relevant degree ● Honours Degree/4 years (NQF L8) in Finance, Commerce or Business Administration will be an added advantage ● A postgraduate certificate in Project Management will be an advantage ● 4 years Project / Programme Management Experience ● 4 – 8 ICT Sector Experience would be an added advantage ● Coordination and Management of a suite of projects ● Project Initiation and Conceptualization ● Planning, Monitoring, Control and Reporting ● Communicating with Heads of Divisions in Written form and orally ● Drafting of Factual Reports and making Presentations ● Drawing up Project Charters and Gantt Charts ● Influencing thought on project management ● Conveyance of information on projects organisation wide ● Leadership of project leaders and managers in project teams on best practice project management ● Input into organisational project management policies ● Finding of solutions through a consultative process with Divisional Heads.

POSITION STATUS : Permanent
Purpose of the job
To ensure that ICASA adheres to administrative due process in making its decisions; to ensure that ICASA develops lawful, implementable regulations that are both substantively and administratively fair; and to ensure that ICASA executes its regulatory mandate within the parameters of the law.
Key Outputs: The successful candidate will report to the Senior Manager: Regulatory & Legislative Drafting and their responsibilities will include:● Provide legal guidance to Council (incl. Council committees) in executing their functions i.t.o the ICASA Act ● Provide legal advice to Council, CEO, COO, EXCO/OPCO and Regulatory divisions on regulatory matters ● Draft regulations and regulatory documents/notices ● Monitor and provide input, where necessary, regarding draft legislation that may have an impact on ICASA ‘s mandate ● Represent ICASA at national & international meetings and for a ● Perform Compliance and Risk Management functions ● Draft Memorandums of Understanding (MoU) with local and international regulatory authorities (incl. International bilateral agreements) ● Conduct training, workshops or presentations on topical regulatory legal matters.
Qualifications and Experience: ● Honours/4 year degree in Law (NQF Level 8) ● Admitted Attorney/Advocate ● Minimum 3 years managerial experience ● Minimum 5 years professional experience ● Minimum 6 years work experience ● Minimum 5 years’ post-admission experience, alternatively minimum 3 years post-admission experience with not less than 1 year experience in ICT regulatory ● Proven track record with handling litigation and drafting contracts/legislation ● Solid regulatory/ICT acumen (distinct/added advantage).
