POSITION STATUS : Permanent
 
Purpose of the job                                                                                                                
To conduct investigation and enforcement activities on radio frequency spectrum users in the telecommunications and broadcasting sectors to ensure compliance with the ICASA Act and its underlying statutes and resolve or mitigate harmful interference complaints.
 
Key Outputs: The successful candidate will report to the Regional Manager: Eastern Cape and their responsibilities will include: ● Executing duties of the inspector by monitoring compliance by licensees with license terms and conditions, license exemptions and by investigating and evaluating any alleged or suspected non-compliance by licensees ● Conducting Radio Frequency Interference Investigations ● Conducting high site investigations ● Radio monitoring ● Monitoring compliance to Spectrum License terms and conditions ● Monitoring compliance to Electronic Communications Network Service licenses ● Monitoring compliance to Broadcasting Frequency License Terms and Conditions ● Participating in NATJOC/ PROVJOC events which includes taking enforcement action during such events ● Performing and/or assisting with other duties, tasks and AD-Hoc projects as requested or assigned by the Regional Manager in line with ICASA mandate and objectives.
 
Qualifications and Experience: ● Three-year National Diploma in Electrical Engineering (Light Current) – NQF Level 6 ● BSc or BTech or Bachelor’s degree in Engineering (Electrical, Electronic or Information Engineering) or Advanced Diploma (NQF Level 7) would be an added advantage ● 2 to 5 years relevant experience in a radio frequency environment ● Radio frequency interference investigation experience (added advantage) ● Practical experience with electronic communications testing systems and/or monitoring equipment (added advantage) ● Computer literacy with a high level of proficiency in MS Office ● Non-endorsed driver's license.

POSITION STATUS: Permanent
 
Purpose of the job                                                                                                                
To promote and protect the rights of consumers; provide information and raise awareness to the public about: the role and function of ICASA, published regulations with consumer impact, regulatory projects, and developments within the organization and the industry.
 
Key Outputs: The successful candidate will report to the Regional Manager: Eastern Cape, and their responsibilities will include: ● Proactively planning advocacy programmes with little supervision in accordance with the business plan or as required ● Identifying risks that may affect the implementation of advocacy programmes in the province and providing mitigation ● Liaising with stakeholders such as regulatory bodies, government departments, ICASA licensees and communications state owned entities to form partnerships and synergizing in the implementation of advocacy programmes ● Lobbying support of municipalities, traditional leaders and other relevant bodies in the provinces when organizing campaigns, outreaches and other projects by the Authority ● Proactively planning the logistics, programmes and success of all advocacy events within the province ● Preparation, structuring and sharing relevant and applicable information with broader communities, including any implemented regulations and regulatory developments within the Authority with a consumer element ● Staying abreast of current developments and trends in all relevant technical and professional areas to deliver accurate information to the public; and promoting the ICASA brand and image.
 
Qualifications and Experience: ● Three-year National Diploma in Communication / Public Relations / Telecommunications / Business or Public Administration /Law  (NQF Level 6) ● A Degree or an Advanced Diploma in Communication / Public Relations / Telecommunications / Business or Public Administration /Law (NQF Level 7)  will be an added advantage ● 2 – 5 years working experience in telecommunications policy and stakeholder engagements, ICT regulations or ICT law  ● Non-endorsed driver’s license.

​ECS/ECNS COMPLIANCE OFFICER

SALARY RANGE: Total Annual Package (CTC) – R545,037.00 - R681,296.00
LOCATION: ICASA (Head Office- Eco Park, Centurion)
POSITION STATUS: Permanent
 
Purpose of the job                                                                                                                
To assess ECS/ECNS License holders for compliance with the applicable statutes, regulations and license conditions; to ensure adherence to the legal and regulatory framework.
 
Key Outputs: The successful candidate will report to the Manager: ECS/ECNS Compliance and their responsibilities will include: ● Analysis of annual compliance information submitted by licensees for regulatory compliance ● Analysis of ad hoc compliance information for processing of Notifications, Extensions and Confidentiality requests ● Reviewing of Regulations / regulatory processes and recommendations on legal opinions for action ● Assisting and contributing to Council Committee projects with development of required documentation in the form of Regulations, explanatory memoranda, reasons documents and findings documents, including research ● Advising licensees on their regulatory obligations and to provide clarity on what is required for compliance purposes.
 
Qualifications and Experience: ● A Bachelor’s degree in Law, Auditing, or a similar field (NQF Level 7) ● An Honour's degree (NQF Level 8) in Law, Auditing, or a similar field would be an added advantage ● 2–5 years professional experience in Compliance, preferably in a regulatory environment ● Experience in the ICT sector would be an added advantage.
